FOUNDATION MEETING
June 27, 2006 Minutes
I. REGULAR MEETING CALLED TO ORDER ~
The meeting was called to order at 6:05 pm. Since both the chair and vice i,chair were not
present, Katherine Boxer, Executive Director, agreed to facilitate the meeting and act as
chair at the Boazd's request. `~' -
II. ROLL CALL AND INTRODUCTIONS
Members Present: Eleanor Holbrook, Richazd Halley (Council Liaison),
Bradshaw, Neil Olsen, Patricia Alvarez, Doug Palmer
Staff Present: Katherine Boxer, Executive; Matt Samitore, Development Services

The Board reviewed and approved meeting minutes for Mazch 13, 2006.

IV. FINANCE & GRANT REPORTS
(a) Quarterly Finance Report: Ms. Boxer reported that an updated finance report will be
provided to the Board at their next meeting. A bank account had been opened for the
Foundation and Jill Turner, Treasurer, was setting up the finance system. II
(b) Grant Update: Ms. Boxer reported that the Gordon Elwood Foundation had awazded .
the Foundation a grant in the amount of $10,000. Funds had been requested to, support
scholarships for low-income participants in the after school program but the Elwood
Foundation had requested that funds be used instead for developing along-teim funding
plan. The funds would be made available in two payments of $5000 over they next two
years. Proposals were being developed and submitted to provide for scholarships for fall
programs. The Pazks and Recreation Department had also submitted two proposals to
the Oregon State Parks and Recreation Department. A $200,000 grant request for
development of Don Jones Pazk and had been rejected but a $50,000 grant for Blue Grass
Down development was still under consideration. ~~
- (c) Fundraising Plan: As discussed above, funds were available for development of
strategic fundraising plan for the Foundation. Ms. Boxer said that she had worked with a
fundraising consultant through the Humane Society of Southern Oregon who could
potentially assist with this process. Ms. Boxer will provide options for developing the
plan at the next meeting. - •

V. CORPORATE NAME PROGRAM
Mr. Jacob explained that the department was examining various types of fundraising
strategies. One potential strategy was developing a corporate naming program. In basic
terms,'corporate naming is a relationship between a business and a government entity in
which the two entities exchange things of value, including a public display of support.
This value can be financial, in=kind, or benefits related to visibility/exposure, publicity or
market reach. Corporate naming is used by many government entities to increase their
financial resources and/or to secure in-kind assistance in exchange for providing
corporate sponsors with various kinds of benefits. An additional benefit fora ~ .
government entity is the development of effective community partnerships.
Mr. Jacob stated that there were potential problems with this strategy as well: the public
can react negatively to the concept of advertising in, and naming rights to; community
facilities such as public pazks, and corporate partnerships can cause potential conflicts
with sponsorship of prospective special events. Criteria for such activities must be
established in advance to avoid inappropriate advertising in pazks or similar concerns.
Foundation boazd members expressed interest in looking into this strategy further and
requested that Mr. Jacob will prepare materials for review at the next meeting.,
