1. REGULAR MEETING CALLED TO ORDER
Mayor Williams called the meeting to order at 7:00 p.m.
11. PLEDGE OF ALLEGIANCE
III. ROLL CALL: Mayor: Hank Williams
Council Members: Bruce Dingier, Kay Harrison, Walter
Moczygemba, Mike Quilty, and Matthew Stephenson were
present. Dick Halley was excused.
City Administrator Phil Messina; City Attorney Doug Engle;
Public Works Director Bob Pierce; Police Chief Jon Zeliff;
Community Development Director Tom Humphrey; and
City Recorder Deanna Gregory were also present.
IV. SPECIAL PRESENTATION
Chief Zeliff swore in Scott Logue as Corporal and Josh Moulin as Sergeant for
the Central Point Police Department.

V. CONSENT AGENDA
A. Approval of August 9, 2007, City Council Minutes.
B. Authorization to Cancel the September 27, 2007, City Council Meeting.
Kay Harrison made a motion to approve the Consent Agenda as presented.

VII. PUBLIC HEARINGS,, ORDINANCES AND RESOLUTIONS
A. Resolution No. 1156, A Resolution to Support Sustainable
(Management of Oregon's Public Forests.
Sue Kupillas explained that this is an effort to get public input on the BLM
alternatives #o the O&C Act. The Western Oregon Plan. Revisions. are the
settlement of a lawsuit against the BLM because they were not managing the
O&C {ands at specified in the 1937 Act. BLM has made public four alternatives to
the. current situation.

Citizens for Sustainable Forests and Communities would like cities and counties
to support Alternative #2. This alternative allows for enough. trees to be cut,
providing 92% of what counties need to sustain services. Alternative #2 also
allows for the harvest of damaged forest from fires or infestation. All the
alternatives abide by the Environmental Acts for water, animal, trees, and
endangered species. They would like the City to send a letter in support of
Alternative #2 to BLM prior to the November 10, 2007, cut off date for public
input.
There was discussion on the current O&C management, the proposed
management, and the tools available for management. BLM intends to make a
decision in 2008. After all the paperwork and lawsuits are complete, counties
should see implementation around 2010. Mrs. Kupillas stated that citizens can go
to the BLM website and view all the options and submit comments.
Mike Quilty made a motion to approve Resolution No. 1156, A Resolution to
Support Sustainable Management of Oregon's Public Forests. Bruce Dingier
seconded. Roll call: Bruce Dingier, yes; Kay Harrison, no; Walter Moczygemba,
no; Mike Quilty, yes; and Matt Stephenson, yes. Motion approved.
C. First Reading - An Ordinance Establishing Guidelines for Large
Trucks
Public Works Director Bob Pierce stated that long term/overnight parking of large
trucks along,,, Pine Street has caused safety concerns. Truck parking.., along
Highway 99 has not been a problem, but the potential exists because truck
parking along Highway 99 is currently exempted from long term truck parking
restrictions. The proposed Ordinance removes the actual street names from the
current code and states they, ,may. not park on any, street within the city, over
which jurisdictional control is exercised by the Oregon State Highway
Commission.
There was concern that 10.16.020 (A), states that it is unlawful to drive or park
any vehicle having, a gross weight in excess of twenty, thousand pounds. Staff did
not intend to prohibit driving on these streets. Mr. Pierce stated that he could
return at the next meeting with the entire code to clarify this issue.
No motion was made, the item will return for a first reading on September 13~',
2007.
VIII. COUNCIL BUSINESS
Council Member Kay Harrison stated that she was uncomfortable making a
decision on the Sustainable Forests. without. more information.
Council Member Bruce Dingier asked Chief Zeliff about Sanctuary Cities. Chief
Zeliff explained that Oregon officers are not allowed to do immigration checks. If
a person is arrested they will be turned over to .ICE if they are illegal aliens. This
only happens if they are lodged in the jail.

Council Member Mike Quiity stated that he will be in Salem on Tuesday to attend
a meeting. regarding, RPS Growth areas.
IX. MAYOR`S REPORT
Mayor Williams reported that he attended a meeting with City Administrator Phil
Messina regarding, a Fallen Hero's Memorial Park to be located in. Central Point.
X. CITY ADMINISTRATOR'S REPORT
City Administrator Phil Messina reported that:
• The Labor. Day. Music Festival will begin Saturday,, September 1 ~t, in Pfaff
Park.
• Parks and Recreation conducted a survey of people .who attended the
Friday Night Festival. Most commented that they enjoyed it, but it needed
to be published more.
• He met with Dennis Richardson regarding the Oregon Fallen Hero
Memorial at Don Jones Park.
XI. COUNCIL REPORTS
Council Member Mike Quiity reported that:
• He attended an RPS meeting.
• He is working. with RVCOG on MPO issues.
Council Member Walt Moczygemba reported that he attended the Friday Night
Festival and feels it needs more publicity. He attended the Study Session.
Counci{ Member Kay Harrison reported that:
• She attended the Friday. Night Festival
• She attended a Regional Waste Water meeting.
• She attended an RVSS meeting.
• She attended the Study Session.
Council Member Bruce Dingier stated that he attended the Study Session.
Council Member Matt Stephenson stated that he attended the Study
Session..
XII. DEPARTMENT REPORTS
Public Works Director Bob Pierce reported that:
• The Peninger Road improvements are complete.
• He has been in discussions with ODOT regarding closure of 1-5. They
intend to close t-5 for three days, and they plan to direct all traffic,
including semi's, down Pine Street. He responded that Pine Street would
be closed to Semi's those days. He will bring ,back a resolution to Council
for confirmation at the next meeting.

• 10~' Street will be closed to through traffic for three weeks to replace a
sewer line..
Community Development Director Tom Humphrey reported that:
• There will be an RPS Public Hear in White City on September 24~', and
one. in Talent. on October 10"'~
• The Citizens Advisory Committee has been meeting to finalize the Goals
and Policies of the Transportation Plan which must be complete prior to
expanding the UGB.
• They have started recruitment for a Community, Planner.
• They have been working with several people regarding the rail crossing at
Twin Creeks.
• Staff has begun work on the Sign Ordinance.
• Two nights left for the Friday. Night Festival this year.
Police Chief Zeliff reported that:
• The Department now has a new Police Badge., They did an in-house
contest to design it. The new design has Central Point Elementary School
in it.
• The new Officers should begin October 1, attendance at the academy has
been delayed, but they will keep busy with other training items.
XIIL ADJOURNMENT
Kay Harrison moved to adjourn, Matt Stephenson seconded, all said "aye" and
the Council Meeting was adjourned at 8:14 p.m.
The foregoing minutes of the August 23, 2007, Council meeting were approved by the
City Council at its meeting of September 13, 2007.
