HomeMy WebLinkAboutSSM082008CITY OF CENTRAL POINT City Council Study Session August 20, 2008 I. MEETING CALLED TO ORDER Mayor Williams called the meeting to order at 6:00 p.m. II. ATTENDEES Mayor: Hank Williams Council Members: Kay Harrison, Dick Halley, Bruce Dingier, Walter Moczygemba were present. Mike Quilty and Matt Stephenson were absent. City Administrator Phil Messina; Parks and Recreation Manager Matt Samitore; Community Development Director Tom Humphrey; Deputy Public Works Director Chris Clayton; Stephanie Woolet; and City Recorder Deanna Casey were also present. BUSINESS A. Flood Plain Map Update Flood Plain Manager Stephanie Woolet explained a recent update and change to the Central Point Flood Plain map in the Twin Creeks Area. They received good news for the residents near Griffin Creek on both sides of Taylor Road. There is an over all reduction in flood way and tax lots in those areas. There was discussion regarding existing structures in the new map areas. Pre- existing structures would still be able to get flood insurance coverage. If they were to try and add on to the existing structure there could be problems. Northwest Hydraulics will be reviewing some of the culvert and issues that could cause problems in the Twin Creeks area. Staff will keep council informed on the plans and different scenarios of impact. The bad news with this map update means that the appeal period has changed which will extend out the time citizens can get relief from the current maps. This does give the city more time to educate citizens on the changes and get their input. There is concern about the State Police office and the sub power station located on Highway 99 by the Crater Highschool. There is concern that the creek will continue to eat away at the bank and cause issues during flood. If the substation loses power lots of Central Point Citizens will be without power during a flood event. The State Police could have problems if that area floods making it difficult for them to react during an emergency situation. Conclusion: Staff will keep council and citizens informed of any other changes. B. RPS Update Community Development Director Tom Humphrey updated the Council on an RPS meeting that was held on Tuesday. The committee is working on a participants agreement that will bepresented at the next council meeting. This agreement states that the City Council is still in favor of the process. The City of Medford has stated talking about changing the units per acre. He wilt be attending a City of Medford Study Session and ask them to stick with the plan. This will be an open meeting and Central Point Council members are invited to attend to show support for the current plan. Conclusion: Staff will bring a resolution to Council on August 28tH C. Emergency Evacuation Training Lt. Steve McGee stated that he was not informed by the Chief as to what type of training was to take place. The City Recorder told him just before the meeting started that there was suppose to be a training. Lt. McGee explained different kinds of situations that could happen and what would be expected of the Council, Staff and citizens. Council should go out the emergency exit and go to the Police Department lobby if an emergency arrises. The Council checked the emergency exit door, noticed that it opens from the left side.
