HomeMy WebLinkAboutSSM041706CITY OF CENTRAL POINT City Council Study Session April 17, 2006 I. MEETING CALLED TO ORDER Mayor Williams called the meeting to order at 6:00 p.m. II. ATTENDEES Mayor: Hank Williams Council Members: Kay Harrison, Dick Halley, Bruce Dingier, and Becca Croft were present. Mike Quilty and Nate Banry were absent. City Administrator Phil Messina; Finance Director Jill Turner; Community Development Director Tom Humphrey; and City Recorder Deanna Casey were also present. III. BUSINESS A. Council Chambers Wall Mural Matt and Jennifer Vranes stated that they special in large scale paintings and work with textures. Mrs. Vranes stated that she saw the big white wall behind the Council table and would like to do a 6 x 12 foot painting on canvas. The subject of the painting has not been decided on but would cost in the range of $12,000 and take four to five weeks to complete. 1 Conclusion: Council discussed topics of a mural and the current budget. It was decided that they would keep this in mind for the future but at this time they are not interested in pursuing a mural. B. Jackson County Library Library Director Ronnie Budge and Jim Petty, a member of the Library Advisory Committee explained that due to dwindling O&C Funds the library advisory group is looking for other funding options. A recent survey stated that citizens want libraries and that they should be open more hours and have more books to choose from. The Advisory Committee has looked at several funding options and believe that a property tax is the only solution. They estimate a $1.18 per 1,000 square foot home which was determined by a consultant and the feasability study. This funding source would create an independent library district with a five person Board of Directors. This amount would increase services, cover building maintenance, and wages for staff. The Advisory Committee is asking the Council to consider a resolution that allows the citizens of Central Point to vote on this issue at a future election. There is the option of jurisdictions opting not to sign a resolution allowing their citizens to vote on this issue. If that were to happen and the district is created. The library in that jurisdiction would be closed. If that were to happen the County Commissioners would make the call as to what would be done with the buildings. If a Library District is formed the County has agreed to lease the buildings to the District for $1 per year. If it is decided to seek a Library District Levy the Jackson County Commissioners would decide on the final amount. Council Member Becca Croft was excused at 7:05 p.m. There was discussion regarding finances, who would manage a new Library District. Most communities agree that the District should be separate from Jackson County. Council thinks the $1.18 is too much to ask for, citizens can not afford to pay that. They would be in favor of a resolution if the amount was less. Council is concerned that the numbers provided by the County are not accurate. They think the services should be cut to save money. They discussed the shared costs, and option of running the library as a city library. If that option were decided on, the branch would not be part of the bigger system and could not share books or resources with the other branches. Conclusion: The Resolution would be to allow the citizens of Central Point to vote on a Library District. It would not be a resolution in support or opposition of the creation of a district. Council agreed to put a resolution on a future Council Agenda. IV. ADJOURNMENT The Study Session for April 17, 2006, was adjourned at 7:26 p.m. 1
