Public Hearing to review a site plan application that would allow improvements to be made at the Central Point Elementary School. The application will encompass the demolition of several buildings to facilitate the construction of a new school together with a renovation of the 1909 historical school. The subject property is located in the R-1-6, Residential Single Family zoning district on Map 37 2W 11BB, Tax Lot 6700. 42 - 57 C. Public Hearing to review a Site Plan application for Crater High School. The applicants are requesting site approval for the renovation and construction of agricultural, trade, science buildings. Student common areas, parking and landscaping will be upgraded. The subject property is located in the TOD-C, Civic zoning district on Map 37 2W 03DB, Tax Lot 100. VII. MISCELLANEOUS VIII. CORRESPONDENCE There was no correspondence. IV. MINUTES Commissioner Lunte made a motion to approve the minutes from the June 5, 2001 meeting as presented. Commissioner Fish seconded the motion. ROLL CALL: Fish, yes; LeGros, yes; Lunte, yes; Foster, yes and Riggs, yes. Motion passed unanimously. V. PUBLIC APPEARANCES There were no public appearances. VI. BUSINESS A. Public Hearine to review an application for a variance from the minimum ten foot setback requirement between structures and a proposed swimming_pool at 3445 Snowy Butte Lane The applicant is requesting that a swimmingpool be constructed approximately four feet from two existing structures. The subject property is located in the R-1-8 Residential Single Family zoning district on Map 37 2W IODB. Tax Lot 8203 Ken Gerschler, Community Planner, presented the Planning Department staff report. The applicant Ryan Grizzell is asking that the Planning Commission grant a variance from a minimum ten foot setback requirement between two stnuctures and a proposed swimming pool based upon a hardship created by two easements and the location of existing structures. There are two easements on the property, a 20 foot wide driveway easement to benefit lot 1 along the North lot line, and a 10 foot Public Utility Easement has been recorded along the Soutlr lot line. The house and garage flank the proposed pool to the East and West and would be approximately 6 feet from each of the foundations to the edge of water. The existing ordinance is different from the Uniforni Building code which would allow the applicant to build the pool as proposed. The applicant is requesting a Variance from the Municipal Code requirements. The Variance findings can all be met because of the easements on the property and the uniqueness of the property with the existing buildings. The Applicant, Ryan Grize113445 Snowy Butte Lane, reiterated the uniqueness of his ]ot and clarified the setbacks between buildings of 6 feet and that the patio is uncovered. Commissioner Lunte made a motion to adopt Resolution Number 522, approving the Variance subject to the recommended conditions of approval. Commissioner Fish seconded the motion. ROLL CALL: Motion passed unanimously. B. Public Hearine to review an application for a variance from the minimum ten foot setback requirement between structures and a swimming_pool at 752 Jean Louise Circle. The applicant is requesting that a ~oposed second stow deck be constructed approximately four feet from an existing swimming pool The subject propertv is located in the R-1-8 Residential Sinele Family zoning district on Map 37 2W l OCB Tax Lot 1200 Mr. Gerschler presented the staff report. The applicant, Tim Case has been working with the city over the past few years to construct a two story home at 752 Jean Louise Court in the Country Meadows Estates Subdivision. The lot is unique because it is surrounded by streets on three sides of the property which limits the amount of development that can occur on the lot. Grant Road, is a Secondary Arterial, and has a 60 setback measured from the centerline of Grant Road, there are two different Sight Distance Triangles on the lot the most severe being at the intersection of Mendolia and Grant Road which has a 55' by 55' sight distance triangle. The second is on Jean Louis Court and Mendolia Way which has a 25' by 25' sight distance triangle. Mr. Case has always planned on building the deck on the second story. There are two entrances onto the proposed deck from the Master Bedroom and the office located on the second floor. The applicant will install alarms on both doors and build a 48 inch metal railing. The posts supporting the second story will be moved so that they will not have structural integrity problems. The Planning Department has checked with its City attorney and the proposed variance would not be a liability to the City, provided that the application is approved by the City Council. The Applicant, Tim Case, stated that 40% of the lot is impacted in one way or another by various restrictions. The majority of the pool will be 7 feet from any part of the deck or patio. Only a small portion of pool will be within 4 feet of the proposed deck. That area will only be 36 inches deep and will be marked to discourage people who maybe tempted to jump from the second story deck. Commissioner LeGros made a motion to adopt Resolution Number 523 approving the Variance subject to the recommended conditions of approval. Commissioner Lunte seconded the motion. ROLL CALL: Motion passed unanimously. C. Public Hearing to review 1n ~nplic~tion for a conditional use permit that would allow the continued use of the Cater Hi:?h School L1nd Lab and the addition of three snort playina fields on School District 6 nronert~The subject property is located in the R-L, Residential Low Densit~zonina district on Map 36 2W 36 Tax Lot 2200. Tom Humphrey, Planning Director, presented the Planning Department staff report. This property was annexed into the City at the last City Council meeting. The Conditional Use permit is for continued use of the Land Lab as well as constructing several ball fields that will be available for the up-coming sporting season. The reason for the needed ball fields is the up- coming construction at Crater High School and Central Point Elementary. The School District is proposing building two soccer fields and a new junior varsity baseball field. The Baseball outfield will overlap with one of the soccer fields. The applicant is not proposing adding any additional parking. The Commission asked about parking requirements and paving the area. Mr. Humphrey stated the school district does not have funding to pave the area and that a pervious surface would be more desirable because of Bear Creek. There is ample parking at the site. Commissioner Lunte made a motion to adopt Resolution 524, approving the Conditional Use Permit subject to the recommended conditions of approval, and delineating the parking spaces. Commissioner Riggs seconded the motion. ROLL CALL: Motion passed unanimously. VII MISCELLANEOUS Mr. Gerschler and Mr. Humphrey presented the information regarding Rosewood Estates Subdivision. No formal decision could be made at the meeting. The purpose of the meeting is for the Commission to gather information for the up-coming Final PUD proposal for Rosewood Phase 2. The Homeowners association of Phase 1 would like to have separate home owners associations for both developments as well as separate pools, and either have the bridge removed or walled or so that the "gated community" is maintained. Mike Bansmer, of 3583 Alderwood Drive, Medford, stated his concerns regarding the development and the lack of communication between the builder and the association. His concerns regarded access between developments, liability of a covered bridge, and access between developments. Bill Allen, 191 Rosewood, asked the Commission what is the real need for connectivity between subdivisions when the ultimate goal is to get to W. Pine Street which still doesn't have sidewalks. Mr. Humphrey thanked the group for showing up and reassured them that they will get noticed when the Final PUD proposal is brought before the Planning Commission. Mr. Humphrey informed the Commission on Urban Reserve issues, Downtown Revitalization and Variances. VIII AllJOURNMENT Commissioner Tish made a motion to adjourn the meeting. The property is located near the intersection of Snowy Butte Road and Glenn Way in the R-1-6, Residential Single-Family Zoning District. Authority CPMC 1.24.020 vests the Planning Commission with the authority to hold a public hearing and render a decision on any application for a tentative land partition. Notice of the public hearing was given in accordance with CPMC 1.24.060. (Attachment B). Applicable Larv CPMC 16.10.010 et seq. Tentative Plans CPMC 16.36.010 et seq. R-l, Residential Single-Family District Comprehensive Plan Historic Policy #Z, Page VI-74 ~~~ Discussion The applicant, Marcia Williamson is requesting that a 0.31 acre parcel at 214 Snowy Butte Road be partitioned into 2 separate parcels of 6,545 and 7,000 square feet respectively(Attachment A). CPMC 17.24.050 requires that corner lots have a minimum area of 7,000 square feet and interior lots 6,000 square feet. These area requirements have been met by the applicant. Parcel 2 will have a 25 foot sight vision triangle at the intersection of Snowy Butte Road and Glenn Way as measured from the property line. Setback requirements for the parcels will be 20 feet for front lot lines, five feet for interior side yards, and ten feet for side yazds adjacent street rights ofway. Rear yard setbacks are 15 feet. The existing home is located five feet from foundation to the proposed lot line between parcel 1 and 2. Neighboring property owners were notified by mail and the Planning Department received a letter from Mr. Jim Hughes who resides at 154 Glenn Way (Attachment "C "). Mr. Hughes has said that he has been trying to get this parcel, formerly owned by the Leonard family listed on the National Historical Register. While the Leonard Home was constructed in 1908 and is currently not listed in the City's historical inventory, Comprehensive Plan policies encourage the City to worktoward zoning ordinance amendments that ...ensure that significant sites or structures will be adequately addressed in terms of their value to the community and state whenever they are threatened by demolition, reconstruction, major remodeling or adjacent development. In this case, staff believes that the house is of the age and architecture that the structure could be listed on the City's register and should receive special consideration to preserve this resource. The existing house on proposed parcel I has a two car garage that currently accesses Glenn Way across parcel 2.5taffrecommendsthat the existing garage be enclosed and that the two car off street covered requirement be met by the creation of a driveway on the westerly side of the house. The current garage cannot be used if the lot is split as there would be no access across parcel 2. Staff believes that if a driveway easement were created it would reduce the useable area of parcel 2 and could result in requests for variance. Staff further recommends that any new structures on parcel 2 be architecturally designed to match the motif of the existing home on parcel 1. The Leonard home is a craftsman style that is becoming more popular in the Rogue Valley. The subject parcel to besubdivided islocated an R-1, Residential Single-Family Zone District. The Central Point Planning Commission will review the application of Tentative Partition to determine if all of the requirements of the Central Point Municipal Code can be met. If the Commission determines that the subdivision can be created, a tentative approval could be issued . Once a tentative approval has been issued, the applicant must file for a final plat of the partition within one year of the Commission's decision. CRITERIA FOR DECISION The requirements for Tentative Subdivisions are set forth in Chapter 1 b of the Central Point Municipal Code, relating to General Information, tentative plan approval and conditions ontentative plan approval. The proposed plan is also reviewed in accordance to the City's Public Works Standards. PUBLIC COMMENTS Any person interested in commenting on the above-mentioned land use decision may submit written comments up until the close of the meeting scheduled for Tuesday, August 7, 2001. J V ~1 2. Written comments may be sent in advance of the meeting to Central Point Ciry Hall, 155 South Second Street, Central Point, OR 97502. 3. Issues which may provide the basis for an appeal on the matters shall be raised prior to the expiration of the comment period noted above. Any testimony and written comments about the decisions described above will need to be related to the proposal and should be stated clearly to the Planning Commission. 4. Copies of all evidence relied upon by the applicant are available for public review at City Hall, 155 South Second Street, Central Point, Oregon. Gather information from the Applicant/Engineer regarding proposed development. General 1. Applicant shall submit to the City's Public Works Department ICity's PWD) for review and approval, plans and specifications for all improvements proposed for construction or modifications within the City or public rights-of- ways and easements. 2. Public improvements include, but are not limited to, streets {including sidewalks, curbs and guttersl; storm drainage and sanitary sewer collection and conveyance systems; water distribution system (up to the service meter and including fire protection); street lighting; and traffic control devices, street signs and delineation. ~~ Graves Partition August 1~` 2001 Page 2 3. All construction of public improvements shall conform to the City's Public Works Standard Specifications and Details (City PWD Standards) and other special specifications, details, standards, and/or upgrades as may be approved by the City's Public Works Director. 4. During construction, changes proposed by the Developer shall be submitted in writing by the Developer's engineer to the City PWD for approval prior to installation. 5. No construction shall commence until the City PWD has reviewed, approved, and issued a Public Works permit for the proposed improvements. 6. The Applicant shall pay for all costs associated with the design and installation of the improvements specified on the approved plans. 7. Applicant shall provide .copies of any permits,.variances, approvals, and conditions as may be required by other agencies, including, but not limited to Oregon Department of Fish and Wildlife (DFW), Oregon Department of Environmental Quality (DEQ), Oregon Division of State Lands (DSL), U.S. Army Corps of Engineers (ACOE), affected irrigation districts, and Jackson County Road and Park Services Department (JC Roads). 8. All till placed in the development shall be "engineered fill", and compacted to City standards. All existing concrete, pipe, building materials, structures, clear and grub materials, and other deleterious materials shall be removed from the site and either recycled or properly disposed of in accordance with the requirements of the Oregon Department of Environmental Quality. 9. Identify easement dedications and widths on the Plot Plan. 10. Easements for City infrastructure (i.e. sanitary sewer, water, and storm drain) must be a minimum of 15-feet wide, and should not split lot lines. ~, ~. Streets/Traffic 1. Recommended Improvements • The applicant shall construct standard curb, gutter & sidewalk for the entire length of the property boardering Glenn Way & Snowy Butte Road. • A standard driveway appron per City of Centra{ Point standards for construction shall be constructed on the south end of the property which boarders Glenn Way. • All property bordering curb, gutter & sidewalk shall be reconstructed to meet City of Central Point PWD Standards & Specifications Storm Drainage Existing Structure ^ Curb Inlet (SW Corner of Snowy Butte Road & Glenn Way) ^ Curb inlet (SE Corner of Snowy Butte Road & Glenn Way) 1. Applicant's engineer shall determine how SD system will work during a 10 year event. System must be designed to adequately drain 10-yeas storm without surcharging or must be provided with adequate storage to pre vent surcharging. ~~ Graves Partition August 1'" 2001 Page 5 Sanitary Sewer 1. All sanitary sewer collection and conveyance system (SS System) design, construction and testing shall conform to the standards and guidelines of the Oregon DEQ, 1990 APWA Standards, Oregon Chapter, Bear Creek Valley Sanitary Authority (BCVSA), and the City PWD Standards, where applicable. ^ Applicant shall make application for sewer service and construction with BCVSA. A Public Works Permit will be required to construct sewer within the street ROW. ^ The construction plans and the as-built drawings shall identify lateral stationing for construction of sewer laterals. Water System Existing Structure ^ 10" waterline (Snowy Butte Road) ^ 8" waterline (Glenn Way) ^ Fire Hydrant (SW Corner of Snowy Butte & Glenn Way) 1. Recommendation: • The water meter service tap should connect to the exisitng water main on Snowy Butte Road. The meter should be set along the NE property line at the R/W boundary. 2. The original structure was built in 1909 and is still used today despite the fact that it does not meet the current standards for school buildings. A later portion of the school was constructed on the same parcel near the intersection ofFourth and Bush Streets in 1934. Many of the numerous buildings on site are remnant structures from the World War II era Camp White and were moved to Central Point to accommodate an increase in student population. Based upon the age, safety issues, and an evolving class curriculum, residents within the Central Point School District were asked to fund improvements to school facilities like Central Point Elementary. Last year, voters approved the funding package and District 6 is now ready to proceed with the construction, renovation and demolition of facilities at this site. The 1934 school, a condemned gymnasium and other Camp White era buildings have been slated to be moved or be demolished. Removal of these structures will make way for new grass play areas for students. The Central Point Building Department will require permits to move or demolish the buildings. A conversion of the 1908 school structure into District 6 administrative Offices will occur next(Attaelunent"B"). This building is listed on the City of Central Point's historical inventory and cannot be demolished. The first floor will be used for office space, work rooms, print shop and for storage space. On the second floor, a reception area will serve as an access point to office areas, records storage, rest rooms, conference and board rooms. The third floor will have additional office space, work rooms, computer facilities and rest rooms. A new elevator will be installed. The building exterior will be restored with the upgrade of old wood framed windows with new double-hung models. Some ofthe wood architectural features have been damaged with weather over time and will be restored with new wood or metal replacements so that the historical integrity of the building can be retained. The total square footage for the Administrative building will be 6,189. The new 63,762 square floor elementary school will be at the corner of Second and Ash Streets (Attachment"C"). The school will have a capacity of 500 students and 21 classrooms. This location was also chosen so that the 1908 school would remain visible from the Third Street axis. The new school will have 21 classrooms. Architecturally, the new school will have similar colors, mechanical towers and building materials that will accentuate the old school. Construction on the new elementary school will begin this year while the older buildings will continue to be used until the new facility is complete. This is one reason for it's location on the properky. Total combined lot coverage for the proposed buildings is 20 percent, well below the maximum of 80 percent required in Table 2 of the TOD District Zoning Standards. Landscaping has been addressed with a proposed plan (Attachment"D") that includes shrubs like Compact Oregon Grape, Golden Euonymous, Lynnwood Gold Forsythia and Otto Luyken Laurel distributed throughout the project area. Proposed tree species include Vine Maple, Flowering Pear and Green Vase Zelcova. Several of the existing trees have been retained like the Deodara Cedars ..., . along Fourth Street and several pine species near the intersection of Second and Bush Streets. An irrigation plan was not submitted by the applicant at this time. Access to the school facilities will be taken from Second or Ash Streets dependent upon specific activities. School buses will enter and exit via Ash Street on a newly created 20 foot wide driveway. The driveway will have a looped turnaround with a 25 foot interior turning radius that will accommodate a standard school bus or service vehicle. Passenger vehicles will not be permitted to enter this driveway. Two driveway access points on Fourth Street have been designed to allow private passenger vehicles to drop off children at aturn-around or park in one of two parking areas. The attached site plan depicts adequate area to allow 11 private passenger vehicles to exchange children at curbside. Strategicallyplacedcidewalks and landscaping permit the clear and safe passage ofchildren between vehicles and the school building. CPMC 17.64.040 describes the offstreetparking requirements for thisproject. For the administrative building, the requirement for offices would be "one space per 300 square feet of gross floor area". The applicant has provided a total of 62 spaces to-meet this requirement. For the new school, 21 classrooms at 3 spaces each will require a total of 63 parking spaces to meet code. The Public Works Department will prepare recommendations for on and off site improvements which are believed to be reasonably related to the proposed development. These would include, but are not limited to; driveway aprons, sidewalk improvements; site grading and drainage; on-site lighting; paving and utility (water, sewer and storm drain) connections. Bear Creek Valley Sanitary Authorityhas submitted comments that relate to the project (Attachment "G "). Jackson County Fire District Number 3 has been notified of this application and will request the submittal of building plans for fire code review. Findings of Fact & Conclusions of Law: Site Plan Review In approving, conditionally approving or denying the plans submitted, the City bases it's decision on the following standards from Section 17.72.040: A. Landscaping and fencing and the construction ofwalls on the site in such a manner as to cause the same to not substantially interfere with the landscaping scheme of the neighborhood, and in such a manner to use the same to screen such activities and sights as might be heterogeneous to existing neighborhood uses. To provide off-street parking and loading facilities and pedestrian and vehicle flow facilities in such a manner as is compatible with the use for which the site is proposed to be used and capable of use, and in such a manner as to improve and avoid interference with the traffic flow on public streets; ^ CPMC 17.65 Table 3 requires a total of 125 parking spaces for the administrative building and school which the applicant has met. A separate bus access road and turnaround will access Ash Street. D. Signs and other outdoor advertising structures to ensure that they do not conflict with or deter from traffic control signs or devices and that they are compatible with the design of their buildings or uses and will not interfere with or detract from the appeazance or visibility of nearby signs; ^ Any signage proposed for the project would require a separate building permit. ' Authority: CPMC 1.24.050 vests the Planning Commission with the authority to hold a public hearing and render a decision on any application for a Site Plan. Notice of the Public Hearing was given in accordance with CPMC 1.24.060 (Attachment "A"). Applicable Law CPMC 17.65.010 et seq. - TOD, Transit Oriented District CPMC 17.64.010 et seq. -Off Street Parking and Loading CPMC 17.72.010 et seq.- Site Plan, Landscaping and Construction Plan Approval Discussion Central Point School District 6 is requesting that the Planning Commission review a site plan application (Attaclunent "B") to allow renovation and new construction at Crater High School. The proposed project funded by voters last year is designed to upgrade the District's only high school constnicted during the 1960's. .1 J - ~ ~ At the July 17`h meeting, the Planning Commission approved a conditional use permit that allowed the school district to relocate several ball fields to a parcel of land located east of the Upton Road/Interstate 5 overpass. The fields are being moved from Crater High School to the Land Lab parcel as a preparatory measure for this application. The site plan review application proposes the renovation of existing buildings and construction of new buildings. Also included are an updated parking and landscaping scheme designed to mitigate any adverse impacts upon neighboring properties. The Building Department currently is examining the plans for this project. Toward the south end of the campus (Attachment "C"), a remodel is planned for the 4,900 square foot concrete block structure that formerly housed the district's bus bam. The building along with the former district administrative offices will be converted into classrooms, conferenceroom, offices, restrooms and utility space. The school's metal shop will also occupy this building with a planned 1,080 square foot expansion along the east side to accommodate a new welding shop. West of the former bus barn (Attachment "D"), the district plans to construct a new 12,710 square foot science building that will house six science classrooms, two general classrooms, three workrooms, and restroom and utility areas. This building will have a stucco and brick exterior and be fitted with a preformed metal roof. As for the student common areas (Attachment "E"), a remodel of the existing 13,000 square foot Commons Building is anticipated to include a rework of the existing kitchen, building entry and lunch room. This portion of the project will be extensive as the remodel will include new finishes, new restrooms, and a new heating and air conditioning system. Anew 18,000 square foot, 500 seat auditorium has been plannedbetweenthe commons building and Third Street (Attachment "F"). The facility has been designed to benefit the entire community so that theatrical productions and concerts by various groups like the Rogue Valley Symphony can be conducted in Central Point. The floor plan includes area for lobby, stage, orchestra pit, control booths, restrooms and auditorium in the main portion of the building. Backstage there is a fly loft, dressing rooms and miscellaneous storage or support spaces. The fly loft is of particular interest as it will allow stage assistants to exchange stage props rapidly. The exterior of the auditorium will have a mix of architectural features and construction materials. An aluminum framed skylight canopy structure will greet visitors over the front doors. A blended mix of preformed metal siding and stucco plaster dress the sides of the building. The roof will consist of 24 gauge preformed standing seam steel. All of the proposed structures meet the height and setback requirements for the TOD-C, Civic zoning district. Exterior improvements associated with the Crater High upgrade include extensive site work. This work will include an additional 141 parking spaces, a new outdoor plaza with outdoor seating and landscaping tluoughout the entire campus. ei The site plan shows that 141 parking spaces have been integrated into the southern edge of the campus. The existing parking located towards the north will remain unchanged. D. Signs and other outdoor advertising structures to ensure that they do not conflict with or deter from traffic control signs or devices and that they are compatible with the design of their buildings or uses and will not interfere with or detract from the appearance or visibility of nearby signs; No additional signage has been shown on the site plan. The Planning Department recommends that directional striping and signs be installed to assist motorists in negotiating the driveway and parking areas. E. Accessibility and sufficiency of fire fighting facilities to such a standard as to provide for the reasonable safety of life, limb and property, including, but not limited to, suitable gates, access roads and fire lanes so that all buildings on the premises are accessible to fire apparatus; Jackson County Fire District Number Three has been involved with the applicant and City staff during several gre-application conferences. Any approval of the projectwoutd be subject to the recommended conditions of approval by the fire district. F. Compliance with all city ordinances and regulations; The proposed improvements have met City regulations subject to the recommended conditions of approval, G. Compliance with such architecture and design standards as to provide aesthetic acceptability in relation to the neighborhood and the Central Point area and it's environs. The proposed improvements at Crater High School have been designed to mitigate potential impacts upon surrounding properties. The tallest structure on the site plan is the auditorium. Recommendation Staff recommends that the Planning Commission take one of the following actions: 1.
