City Council Study Session
July 24, 2001
L MEETING CALLED TO ORDER
Mayor Walton called the meeting to order at 6:00 p.m.
I1. ATTENDEES Mayor: Bill Walton
Council Members: David Gilmour; Dick Halley; Donna Higginbotham;
Bill Stults and Dennis Richardson were present. Kay Harrison
arrived late.
City Administrator Jim Bennett; Public Works Director Lee Brennan;
Finance Director Bill Brugger; Police Chief Mike Sweeny; Planning
Director Tom Humphrey; and Administrative Secretary Deanna
Gregory were also present.
BUSINESS
A. Review Options for Old Fire Station
B. Review Structural Analysis for Old Fire Station and Central Point Elementary
Gymnasium
City Administrator explained that these items are being discussed to help the Council
decide if the City should continue use of the Old Fire Station and if we should purchase
property at the Central Point Elementary Gymnasium.
Building Official Lois DeBenedetti introduced Steve Miller from Marquess & Associates.
Mr. Miller is the Project Manager for these projects. Mrs. DeBenedetti explained the use
codes and restrictions used for the Old Fire Station. She explained the building
classification specified by the State and Federal Government.
There was discussion on the restrictions and the cost of bringing the building up to code to
get full usage out of the building. Mr. Bennett explained the items that have been budgeted
for in the current budget are:
• a one hour firewall between floors
• cosmetic repairs inside the building
• improvements to the inside stairwell
Mrs. DeBenedetti explained that the estimation for all the Upgrades/Replacements for the
Old Fire Station would be $270,000. She explained that most of the improvements could
be done in stages.
There was discussion about the upgrades that are required for the school to use the facility
as class rooms. Mr. Bennett stated that the Council could continue to lease the building to
the School District as before with limited use. Only a few improvements would be required
prior to that time.
