ATTENDEES Mayor: Bill Walton Council Members: Nate Banry, Dick Halley, Kay Harrison, Donna Higginbotham, Mike Quilty and Bill Stults were present. .City Administrator Jim Bennett; Planning Director Tom Humphrey; Public Works Director Bob Pierce; Police Chief Mike Sweeny; and Deputy Recorder Deanna Gregory were also presen#. BUSINESS A. Discussion regarding Park Master Plan Process City Administrator Phil Messina explained that the City is in need of a Park Master Plan to help with long. range planning., A Park Master Plan is mentioned in the City of Central Point Strategic Plan. Public Works Director Bob Pierce explained that a Park Master Plan would help staff focus energy and money to specific facilities that wilt be listed in the Park Master Plan. The Plan would not be written in stone and could be changed or added to if the Council wishes. Community Planner Matt Samitore stated that the State of Oregon has created a Guide to Oregon Community Park & Recreation Planning. He explained the time frame for the creation of a Park Master Plan is approximately six months. There are 10 steps outlined in the State Guide: 1. Organize the Planning Team/Committee 2. Agree on a Planning Process and schedule 3. Develop a Public Participation Strategy 4. Collect & display information for the public 5. Identify needs and issues 6. Focus on highest priority needs and issues 7. Develop a vision 8. Formulate Goals & Objectives 9. Identify Strategies 10. Prioritize Strategies and Develop an Action Program Parks and Recreation Coordinator Nancy Hanson explained that Federal and State Grants require a Park Master Plan be in place or in the process of creation before Cities are able to receive Grant money. She explained that the Oregon Guide outlines each step and the process of creating. a Park Master Plan. The guide recommends that the Park Master Plan Committee contain: 1. Two Council Members officially appointed 2_ Two Park Commission Members 3. One soccer representative 4. One Jr. Comet representative 5. One baseball representative 6. One school district representative 7. One business community representative 8. City Staff Member At the Council Meeting on December 12, 2002, the Council will be asked to approve a Resolution approving. the Park Master Plan Process. Staff will return after the first of the year with recommendations for the Committee Members. The Committee will meet twice a month in the evenings until the Plan is complete, approximately six months. Council Member Bill Stults suggested that each Council Member present to Staff a list recommendations. for committee members. Mr. Samitore will approach the Central Point Chamber of Commerce for possibCe members. Staff updated the Council on grants that are currently available for Parks and Recreation. IV.
