City Council Study Session
February 26, 2002
L MEETING CALLED TO ORDER
Mayor Walton called the meeting to order at 6:00 p.m:
II. ATTENDEES Mayor:°Bill Walton
Council Members: Dick Halleyy, Kay Harrison, Donna Higginbotham,
and Bill Stults were present. Denrns Richardson and Dave Gilmour
were absent.
City Administrator Jim Bennett and Deputy Recorder Deanna
Gregory were also present.
Ill. BUSINESS
A. Discussion with Jackson County to discuss the proposed Central Point
Library.
Mayor Walton opened the meeting by explaining the back ground to the proposed library,
and the use of the property next to City Hall.
Library Director Ronnie Budge explained the bond measure that was approved by voters
in 2000. She updated the Council on the current library construction:
Ashland - waiting for property and building
Rogue River -ready for ground breaking
White City -completed
Ruch -ready for ground breaking
Applegate -ready for ground breaking
Jasksonville -ready for ground breaking
Medford -Scheduled for June ground breaking
She stated that they are now ready to begin the second phase of the library improvements.
Included in the second phase will be Central Point, Gold Hill, Eagle Point, and Prospect.
They presented a conceptual plan for the Central Point library with a detailed summary of
the Central Point branch outlining, cun'ent square footage, proposed footage, estimated
cost, and back ground of previous discussions.
Discussion Topics:
Agreement with the City of Eagle Point and Library: The Friends of the Library worked to
purchase property located next to City Hall.
Central Point City Annex property: Conceptual Plans done by the same architect that the
County is contracting. with for the library projects.
Parking alternatives: Combining City Hall parking and library parking; on and off street
parking requiremen#s.
Special Library Committee: A committee would be created to help with public meetings to
incorporate citizen input for the library. This would be the responsibility of the County. They
would like to have a representative from the Council and City Planning Department to be
included in the committee meetings. Dick Halley stated that he would like to be the liaison
for the City Council
Conclusion:
Items still to be completed prior to beginning construction:
• complete an agreement between the City of Central Point and the County
• arrangement with the Architect for the Annex part of City_Hall
• compare previous City Annex plans to current library needs
• prepare a methodology for the City/County portions of the construction
• discussion on how the property will be donated or leased to county
• County Council and City Council should get together to discuss details
• public hearing meetings to being in September
IV. ADJOURNIINENT
The Study Session for February 26, 2002, was adjourned at 7:10 p.m.
