Mr. Bennett explained the differences between the California Deregulation Bill and SB
1149.The Oregon bill does not have a Cap on the amount providers can charge, it also
gives Oregon residents several payment options. The payment options are in the way they
will be purchasing the electricity. He explained that there will be an increase in Electrical
Bills even if the deregulation is delayed.
There was discussion regarding other franchises that have been deregulated such as
cable, telephones, and airlines. The unknown is the long term effect that the deregulation
will have on paces. Senator Smith is trying to get legislative support to top the rates for
consumers...
Conclusion:
At this time the Council did not feel it was in the best interest of the citizens to delay the
deregulation. They agreed to show support for Senator Smith in toping the rates.
