ATTENDEES Mayor: Bill Walton Council Members: Dave Gilmour, Dick Halley, Kay Harrison, Donna Higginbotham, and Bill Stults were present. Dennis Richardson was absent. City AdministratorJim Bennett; and Deputy Recorder Deanna Gregorywere also present. III. BUSINESS A. Discussion on Oregon SB 1149 Regarding. Electrical Deregulation in Oregon City Administrator Jim Bennett explained that the City Council requested more information regarding SB 1149 at their regular meeting on March 22, 2001. Mr. Bennett presented: • Testimony of Ron Eachus, Oregon PUC Chair, before the House Smart Growth and Commerce Committee/Some Myths About SB 1149/Principles for Customer Rate Options/Electric Restructuring: Why Oregon Did It Right/Summary of Senate Bill 1149 Passed by the 1999 Oregon Legislature • SB 1149: Oregon's Electricity Industry Restructuring Leggislation • Electric Utility Restructuring Summary and BackgroundlElectric Restructuring and Your City • Plug Into Electric Restructuring/Consumer-Owned Utilities Respond to West Coast Energy Crisis • Restructuring of the Electric Industry. Glossary • Mid-Willamette Valley Mayors' Coalition Resolution and Supporting Documentation Urging a Delay in the Implementation of Electric Deregulation in Oregon Mr. Bennett explained the differences between the California Deregulation Bill and SB 1149.The Oregon bill does not have a Cap on the amount providers can charge, it also gives Oregon residents several payment options. The payment options are in the way they will be purchasing the electricity. He explained that there will be an increase in Electrical Bills even if the deregulation is delayed. There was discussion regarding other franchises that have been deregulated such as cable, telephones, and airlines. The unknown is the long term effect that the deregulation will have on paces. Senator Smith is trying to get legislative support to top the rates for consumers... Conclusion: At this time the Council did not feel it was in the best interest of the citizens to delay the deregulation. They agreed to show support for Senator Smith in toping the rates. IV. ADJOURNMENT The Study Session for April 17, 2001, was adjourned at 7:00 p.m.
