City Council Study Session
August 20, 2002
MEETING CALLED TO ORDER
Mayor Walton called the meeting to order at 6:00 p.m.
II. ATTENDEES Mayor: Bill Walton
Council Members: Nate Banry, Dick Halley, Kay Harrison, Donna
Higginbotham, and Mike Quilty were present. Bill Stults was absent.
Interim City Administrator Brian Almquist, Finance Director Bill
Brugger, Public Works Director Bob Pierce, Planning Director Tom
Humphrey, Building Official Lois DeBenedetti, and Deputy Recorder
Deanna Gregory were also present.
.III. BUSINESS
A. Central Point City Hall Expansion with Library Report (Prepared by Skelton,
Straus & Seibert Architects and Planers LLP)
Interim City Administrator Brian Almquist introduced Doug Skelton, Skelton, Straus &
-Seibert. He explained that Mr. Skelton is here to present the conceptual drawing for the
Library with an addition of a second floor to accommodate the future City Hall expansion.
He explained that Skelton, Straus and Seibert are the original architects for the current City
Hall, and that they did an expansion study in the 2000. It is estimated that City staff will
need approximately 6;000 square feet within the next 20 years.
Mr. Almquist explained that when the County decided to g0 out for the library bond they
approached the City regarding the vacant lot next to City Hall. An agreement was made
that the City would allow the County to construct the new library on the site and details of
the property lease would be discussed at a later date.
He explained that Jackson County would like to start the process with public meetings and
get citizen comments on what concept they would like to see for the Central Point Library.
Mr. Doug Skelton presented six conceptual design options for the layout of the library and
addition to the City Hall. He explained that guidelines were presented by the County and
the-City on the location of the building and the request for a joint meeting room. Concept
number six was the preferred selection of the committee, located on the northeast comer
of the lot with a meeting room between the two buildings.
He explained the cost evaluation for option #6. The City and County would split the cost of
the following items:
• Demolition of existing house on northwest corner of lot
• Additional site parking
• Utilities, site hardscape and landscape
• Meeting room/Council chambers
• Signs
• Data Cabling
The costs estimated forthese improvements do not include HVAC, Elec, Partition, Finishes,
ext. for the second floor.
The City would be required to pay for:

ElevatodStair well
City Entry/hall way connecting two buildings
The total cost for the second floor improvements would be Shell: $1,228,348, Finished:
$1,790,819.
DiscussiodTopics:
• Joint costs vs City costs. What could be removed from the plans and what would
need to stay intact.
• Moving the Council Chambers to the new meeting room and converting the current
chambers to office space for the Police Department.
• Building codes .change constantly, if the second floor were not buiR with the
construction of the Library, it is uncertain what the building codes would require to
add a second floor at a later date.
• Orientation along the corner of Third and Oak Street is to encourage Downtown
Revitalization.
• Site development costs would need to be done even if the City did not construct a
second floor on the building, this cost may be negotiable with the County.
• Debt service would be approximately $130,000 a year or $10,800 a month.
The Planning Department discussed organizations that have been looking for office
space in Cehtral Point, the second floor could be leased until City needs to expand
.into the building.
• Finance options would be Bonds or loans for the construction of the building, it was
explained that the City has no debt at this time.
• Interest rates are 4%.
• City would be able to make the loan payments even without leasing
the second floor.
• Public meetings should be conducted with the Library meetings to allow Citizen
comments on financing and conceptual drawings.
Conclusion:
Council agreed that the City should proceed with plans to build a second floor on the new
County Library. They directed staff to continue negotiations with the County on the lease
of the property and conceptual designs of the second floor. -City will hold public meetings
with the County to get public comments on funding and designs.
