HomeMy WebLinkAboutCM022808 CITY OF CENTRAL POINT City Council Meeting Minutes February 28, 2008 I. REGULAR MEETING CALLED TO ORDER Mayor Williams called the meeting to order at 7:00 p.m. 11. PLEDGE OF ALLEGIANCE III. ROLL CALL: Mayor: Hank Williams Council Members: Bruce Dingler, Dick Halley, Walter Moczygemba, Mike Quilty, and Matthew Stephenson were present. Kay Harrison was excused. City Administrator Phil Messina; City Attorney Doug Engle; Public Works Director Bob Pierce; Police Chief Jon Zeliff; Development Services Coordinator Matt Samitore; Finance Director Jill Turner; and City Recorder Deanna Gregory were also present. 1 IV. PUBLIC APPEARANCES No public appearances. V. CONSENT AGENDA A. Approval of February 14, 2008, City Council Minutes B. Financial Statement Ending January 31, 2008 Bruce Dingler made a motion to approve the Consent Agenda as presented. Dick Halley seconded. Roll call: Bruce Dingler, yes; Dick Halley, yes; Walter Moczygemba, yes; Mike Quilty, yes; and Matt Stephenson, yes. Motion approved. VI. ITEMS REMOVED FROM CONSENT AGENDA No items were removed. VII. PUBLIC HEARINGS, ORDINANCES AND RESOLUTIONS A. Second Reading -Ordinance 1910, An Ordinance Establishing a Transportation Fee Development Services Coordinator Matt Samitore reported that this is the second reading of an Ordinance establishing a Transportation Utility Fee in the City of Central Point. At the meeting on February 14, 2008, the Council heard a report from the consultant and input from citizens regarding the Transportation Utility Fee. The Council voted unanimously to move the ordinance to second reading. City of Central Point Council Meeting Minutes February 28, 2008 Page 2 The use of this fee will establish a stabilized funding mechanism for maintenance, operations, and capital improvement of all street maintenance operations. There were no recommended changes at the first reading. 'T'here was discussion regarding the possibility of a state or county wide gas tax increase. If this were to happen the Council could revisit the topic. Mike Quilty made a motion to approve Ordinance 1910, An Ordinance Establishing a Transportation Fee. Walter Moczygemba seconded. Roll call: Bruce Dingler, yes; Dick Halley, yes; Walter Moczygemba, yes; Mike Quilty, yes; and Matt Stephenson, yes. Motion approved. VIII. BUSINESS A. RVCOG Annual Report and RPS Policy Update Rogue Valley Council of Governments Executive Director Michael Cavallaro presented the RVCOG financial overview. They are freezing dues charged to Cities and Counties this year. He briefly explained several of the services provided to the City of Central Point. Mr. Cavallaro explained the RPS Policy overview for the Rogue Valley. He did state that the Central Point Council is the most informed Council around the valley. There are some changes regarding a Participant's Agreement and the draft plan to be submitted to LCDC in June. The States concerns are Jacksonville's requested density, and a few exception lands. IX. COUNCIL BUSINESS Council member Bruce Dingler wanted to recognize City Recorder Deanna Gregory for her Master Municipal Clerk Designation. Ms. Gregory stated that she has been working on this designation for five years, attending training, conferences and earning education points in order to achieve this goal. There are only twelve Master Municipal Clerks in the State of Oregon. X. MAYOR'S REPORT Mayor Williams reported that he attended the Southern Oregon Car Show where he awarded a Special Mayors Ribbon. XI. CITY ADMINISTRATOR'S REPORT City Administrator Phil Messina reported that: • On February 27th the City had an employee meeting where they were introduced to the new Electronic Media Policy and explained new State legislation regarding Identity Theft. A program that will be implemented throughout the City regarding confidential information. The employee of 1 City of Central Point Council Meeting Minutes February 28, 2008 Page 3 the Quarter is Public Works Equipment Maintenance Technician Tim Zeck, this is Mr. Zeck's second employee award. He will be out of the office March 11th - 14th at the OCCMA Conference. XII. COUNCIL REPORTS Council Member Mike Quilty reported that he: • Attended the Southern Oregon Car Show. • Attended a West Coast Corridor meeting February 18th - 20"'. • Attended an MPO meeting in Washington DC. Council Member Walter Moczygemba reported that: • He attended the Scenic Honor Roll Society Ceremony. • He participated in a student brain bowl competition. • He attended the Study Session. • He attended a school board meeting where he presented the Blue Ribbon Student Award. • He will be attending the first meeting for the Jewett School Health Clinic. Council Member Dick Halley reported that he: • Attended the Study Session. • Attended the Greenway Committee meeting. The committee is now called the Joint Powers Steering Committee. Council Member Bruce Dingier and Matt Stephenson both reported that they attended the Study Session. XIII. DEPARTMENT REPORTS Public Works Director Bob Pierce reported that: • The department has been working on budget preparation. • The road crew will be finishing up on the tree trimming project for this year. While working on this project they found a major water leak. • They continue to work on the departments strategic plan. • Ed Cobb and James Sollee will be honored at the American Red Cross Local Hero's breakfast on Wednesday morning. Development Services Coordinator Matt Samitore reported that: • He attended the Bear Creek Greenway meeting. There are concerns about the path between cities. • He explained a few of the new business applications that have been discussed on a preliminary level. • Staff will be discussing the latest flood study issues with Council at the March Study Session. They are not as bad as originally expected. • He would like Council to adjourn to Executive Session under ORS 192.660(2)(e) real property transactions. • Staff is working on the final version of the Don Jones Landscape plans. City of Central Point Council Meeting Minutes February 28, 2008 Page 4 Finance Director Jill Turner reported that: • She has been working on Budget preparation. • The Finance Department updated their department Strategic Plan earlier in the year. Police Chief Jon Zeliff reported that: • At the Study Session Council was informed about SB 111. He stated that a 2/3 vote of approval is needed for implementation. Any city that votes no will still be included in the plan. • The Police Department, Public Works Department and Parks and Recreation Departments joined together for the Greenway Sweep last week. It was a huge success in cleaning up some of the illegal camps located along the Greenway in Central Point. • He attended the School Board meeting where he did a presentation on partnerships. XIV. EXECUTIVE SESSION Dick Halley made a motion to adjourn to Executive Session under ORS 192.660(2)(e), real property transactions. Mike Quilty seconded. Roll call: Bruce Dingier, yes; Dick Halley, yes; Walter Moczygemba, yes; Mike Quilty, yes; and Matt Stephenson, yes. Motion approved. The meeting was adjourned into executive session at 7:55 p.m. The Council returned to regular session at 8:11 p.m. No further action was taken XV. ADJOURNMENT Mike Quilty moved to adjourn, Dick Halley seconded, all said "aye" and the Council Meeting was adjourned at 8:12 p.m. The foregoing minutes of the February 28, 2008, Council meeting were approved by the City Council at its meeting of March 13, 2008.
