City Council Study Session
July 21, 2008
I. MEETING CALLED TO ORDER
Mayor Williams called the meeting to order at 6:00 p.m.
II. ATTENDEES Mayor: Hank Williams
Council Members: Kay Harrison, Dick Halley, Bruce Dingier, and
Mike Quilty were present. Matt Stephenson and Walter Moczygemba
were absent.
City Administrator Phil Messina; Parks and Recreation Manager Matt
Samitore; Planning Manager Don Burt; and City Recorder Deanna
Casey were also present.
III. BUSINESS
A. Transportation Plan Update
Planning Manager Don Burt stated that staff has been working on the Comprehensive Plan
update. They have completed the Population Element of the plan and are currently finishing
up on the Transportation Systems Plan (TSP) Element.
The Transportation Systems Plan has been reviewed by the Citizens Advisory Committee
and the Technical Advisory Committee which consists of representatives from the County,
State, ODOT and RVTD. This element incorporates:
studies over the past five years.
Financial plan for funding 20 years worth of transportation projects
the vacant land inventory and current transportation issues with those areas.
The next step for the Comprehensive Plan will be the land use element. They expect to have
interest from the community on this portion of the plan.
Conclusion: Public hearings will be set for the Planning Commission and the City
Council. It is recommended that the Council hold two study sessions to
discuss the details of the plan prior to adoption. Those study sessions are
recommended for September and October.
B. Dogs in the Park
Parks and Recreation Manager Matt Samitore explained the background for the dogs in the
park issue. It was adopted with Ordinance 1899 revising several sections of the CPMC 9.68.
At that time only two citizens appeared before the Council. Both in favor of allowing dogs
in the parks on leashes. Staff spend time and money to resign Central Point parks and install
doggy bag stations for use. There have been a few complaints about dog waste left in a few
of the parks. The culprits have been approached and those issues have lessened. There are
currently very few complaints about dogs being allowed in city parks. An Ordinance
disallowing dogs in the parks is a hard code to enforce because we do not have staff. Prior
to adoption of Ordinance 1899 there were dogs in the parks. By disallowing dogs in the parks
the law abiding citizens will be punished for the few that do not abide by the rules posted.
Mr. Samitore stated that it would be in the best interest of the City to encourage citizens to
use the Boes Park area as a dog run. It is not currently fenced, and is not used on a regular
basis. This property is located outside of the city limits but is zoned through the County as
a pet friendly area. Staff could start to educate citizens about the use of Boes Park.
Some options for the Council regarding Dogs in the Parks:
• designate Pfaff Park as a dog free zone because of the amount of events in that park.
It is a small area and would be easier to enforce a "no dogs" rule.
• setup and educate citizens about the use of Boes Park property as a dog friendly area.
Staff can work with LTM to provide a gravel parking area and designate Boes Park
for a Dog Park with out spending too much money.
• Staff can do a survey during the Friday Night Festival about banning dogs from Pfaff
Park. It is recommended that if the Council chooses this option they hold a public
hearing for citizens to voice their concerns.
• establish a "friends of the parks community" where they can help enforce park rules.

Conclusion: Council would like staff to survey people during the Friday night festival, and
begin the process of designating Pfaffpark as a "Dog Free" park. They would
also like to see the promotion of Boes Park as a dog friendly area encouraging
citizens to take their pets to that area for off leash exercise. At this time they
do not think it is in the best interest of the Citizens of Central Point to revisit
the issue of allowing dogs in the parks.
