Roll call found: present; Bigham, Hill, Manasco, Reed, Tonn, Van Horn. Also present; Tucker, Tate. Absent; City Recorder, Zander. In the absence of City Recorder Zander, Mayor Burton appointed Mrs. Tate, Recorder}.pro tem. Mr. Tucker read proposed ordinance amending the fence ordinance No. 818, and repealing Ord. No. 944 (which omitted R3 ). It was moved by Manasco, second Hill to approve Ordinance`no. 947. Roll call-vote. Ayes; Hill, Manasco, Reed, Tonn, Van Horn. Nayes:i~~~.~ ~~' Bigham. Motion carried. Ordinance No. 947 declared duly adopted. Discussion of accepting South Central Valley Drive as a city street. Councilman Reed said he did not like the. curbs and gutters on South Central Valley Drive. City Administrator Tucker said the curbs and gutters had already been accepted, but the council needed to accept the paving. He recommended it be accepted as a city street. It was moved by Van Horn, second Tonn to approve South Central Valley Drive. Roll call vote. Ayes; Hill, Manasco, Reed, Tonn, Van Horn. Nayes; Bigham. Motion carried. Mr. Tucker presented a statement for membership in American Waterworks Association for $50.00. He recommended payment of the statement. It was moved by Manasco, second Hill to,~ the membership dues in the amount of $50.00. Motion carried. Discussion- comp time or overtime for Police Department. The City Administrator asked the council to indicate which way they wanted to go on the question. Councilman Hill said if they used comp time, it would really confuse the department trying to keep track of time off, etc. He felt if comp time was used, a monthly report should be made to the council by the Chief of Police showing how the time was earned and used. He said the Chief now uses some comp tame and prefers it. Councilman Tonn said he felt the Police Committee should set some g uide lines for the comp time as to how it is to be earned and used. Councilman Reed questioned the necessity of having two policemen ride around in one car during the day and leave no one in the office. If there was not a necessity fdr the services of two men, then the force should be reduced. Also, he had noted that on Wednesday and Thursday there were three men working the day shift. He questioned if this was necessar3~ 1 It was moved by Van Horn, second Manasco to accept extra services time and comp-time. Chief of Police to make a monthly report to the council as to time involved and disposition of time. Comp time to be used within 30 days. Roll call vote. All in favor. Motion carried. r-+ r~ U Mr. Tucker gave the council some figures on improvement of Bigham Drive from Pine Street to Oak Street. He said if the city returned the street to existing condition, with a dust oil coat, it would cost the city approximately $187,50, 22 days labor of city crews plus granite. He said a petition had been taken out for the paving of Bigham Drive. If the petition came in and was approved, he recommended the city do the excavation (as city share of the improvements) and save the property owners some money. Councilman Van Horn asked why spend the money for oil coat if the petition was to be brought it. Councilman Manasco said a report of the hours spent by the city crews should be kept if they do the work. It was moved by Tonn, second Van Horn to take the PuE~lic Works Departments crew time, cost of the oiling and use for the excavation in lieu of paving, if petition come, in. All in favor. Motion carried. Councilman Van Horn reported on a sewer line broken in the vicinity of 1st and Maple Street, with raw sewage running in the street. Sewer Committee advised to check ownership of home and see that line is repaired. Councilman Reed brought to the attention of the council that the Charter required certain things to be done, that had not been done in the past. He thought these souldc?be corrected. All elected and appointed officials shall live in the city. The Chief of Police does not live in the city and he is an appointive officer. The above matters to be referred to the city attorney for report at June 3 meeting. Councilman Reed also said the Chief of Police was driving city car to and from work and home for lunch. He also has a part time job. Mr. Reed felt the Chief should limit his trips with the city car. Mayor Burton said he would refer some of the items to the City Attorney for a report. An ordinance drawn to allow for the appointment of a Deputy City Recorder and Administrative Assistant. The Mayor may appoint pertain officers, but the office should be set out in an ordinance. .} ~~ ~ ~ :'; There being no further business, it was moved and seconded the meeting adjourn to the next regular meeting or the call of the mayor.
