The Common Council met in regular adjourned session with Mayor Burton
,presiding. '

Absent: none. -
Mayor Burton asked for a motion on the minutes of May 6. Mayor-Burton
had a correction i.n paragraph 2 - ~rhe word "reading" should be added
to read: "--reading of the minutes is a waste of time." Also in
~ paragraph b, last sentence; 50% should have been 'S0' in number
~ attended the Prayer Break~'ast.
U With the minutes corrected, motion by Van Horn second by Manasco
~ to approve the minutes of May 6 and May 19 as corrected. All in
favor. Motion carried.
At this point the meeting was turned over to the Chairman of the
Sewer Committee, Councilman Reed, fora Public Hearing or. the up
coming Sewer Bond Issue Election June 23.
City Attorney Mansfield explained the sewer connects by BCVSA and
the other enifi ies involved. The trunk line is what is being voted
on in the election. Central Point's cost will be about $300,000.00
which is about 3.75 of the total cost. Mansfield stated that there
is an agreement between the BCVSA, Medford, Pheonix and Central
Point. This agreement is available to the public to look at or if
a copy is requested, the city should furnish a copy to the public
at its cost.
City Engineer Bryce Townley was present to answer any questions the
public would have on this sewage bond issue. Mr. Townley showed
an artists drawing of the new pumping plant that will be built by
Medford for this new system: The cost of this plant will be 4~ million
dollars. Central Point will be paying $2.65 per month per connect
for this'treatment plant. Mr. Townley stressed that the only thing
that the people of Central Point will be voting on in this Bond
Issue is the interceptor lines from Central Point to the plant.
This will be a charge of $1.5,0 per month. The charge for up keep
of the lines in Central Point will be $1.60. This makes a total of
$5.75 per month that each connect will be paying. The total cost
for the valley wide sewer system will be about $8 million.
Discussion was open to the public. Mr. Ken Damon asked "Why are costs
so high after so many years?" Councilman Manasco answered "there has
not'been any financial assistance to treat the sewage the way it
should have been done. The sewer charges that are now being paid
have been used to maintain the lines and replace new ones."

Mr. Damon then asked if there will be some kind of stat~nent included
in this Bond Issue that will state how many years it will run. He .
said the last bond issue was paid off and the people are still paying
the same sewer charge. He wanted to know if the City would notify
the people when the bonds are paid. Mr. Damon stated that he has
talked to the former-City Administrator and the City Council about
the sewer charges and they could never give him an answer.
Mr. Tucker stated that the previous bond issue was paid off but there
was a $10,000.00 tax which also had to be paid off. Councilman Marasco
stated that the Council would have the right to set the charges for
sewer. Mr. Damon asked why he would have to pay so much when all he
had was water going down the drain. Engineer Townley stated that
soap suds are one of_the hardest things to treat. It doesn't break
down nearly as easy as solids, because it doesn',t oxidize.
Mr. Damon asked what alternative would the people have if this bond
issue doesn~t pass? Mr. Townley stated that the City has looked into
constructing itw own pumping plant and the cost would be at least as
much as what we would be paying Medford.
Mr. Townley stated that there is a possiblility of getting Federal
Aid for about 50~ of the cost ffir the interceptor lines, since
t~iisis a regional project. .
Mr. Jim Smith asked if the City has land for a sewer plant? The city
does have land but if the City put in its own plant, it would cost
much more ,than if we go with Medford.
Mrs. Loveland asked what would we have to pay if this bond issue
is voted down? Can Medford cut Central Point off in later years?
Can they raise the bates on us?
If the bond issue i_s voted down, Central Point would have to work
out some kind of agreement with Medford. This would be a lot more
expensive. Once Central Point .signed the agreement, they can't be
cut off from the system. Central Point has just as much authority
as the other cities and the Sanitary Authority. The reates cannot
be raised by Medford in later years, without the rate committee and
we sould have representation on this board to regulate the change.'
Mr. Jim Smith asked how much population this plant would take care of?
Mr. Townley explained "Right now the plant will take care of between
k,00 and 5,000 people." The plans for the new plant include 3 more
additions to be added as they are needed to make this a 4 stage plant.
Engineer Townley stressed the need for this sewer system because of
the pressure bf the State and Federal Government. They are getting
tough with all cities concerning their sewage disposal. Mr. Townley
stated that this would be the cheapest way to take care of the problem.
Mr. Wernmark asked what is the capacity of the 12" line to Medford?
Mr. Townley stated that prior to installing the new ppa-ps Central
Point was pumping about 4 to 5 million gallons a month to Medford, but
now that the new pumps are in we can pump about 20 million gallons
a month.

After more discussion on the Sewer Bond Issue, the meeting was turned
back to the Mayor.
A petition for Bigham Drive - Pine to Oak Street - was presented to
the Mayor and Council by Recorder Zander. The signatures have been
checked and the City Engineer has been advised to make a study of
this street for construction. Some of the property owners present
wanted to know how soon the work will start. Engineer Townley stated
that the work will start just as soon as all plans, etc. are finished.
Discussion on the condition of Bigham Drive. It was stated that this
street has never had an asphalt paving put on it. It has been dust-
oiled, which has lasted many years. The City will do some of the
work and the street will be in equivilant of what it was prior to
~ the digging when new water lines were installed.
CS; Mrs. Loveland asked if something could be done about the fast traffic
~ on 7th and Chestnut Street. She stated that the .street is used like
~ a freeway and someone is going to get hurt if something isn~t done.
~ The matter was referred to the Police Committee and Mrs. Loveland was
advised to get license numbers so something further could be done.
Also discussion on the holes in the street on the corner of Chestnut
and Freeman Rd. City Administrator to take care of this problem.
Ordinance #948 was read by Attorney Mansfield. This is an ordinance
relating to Water Connections and amending Ordinance No. 888.
Motion by Manasco, second by Reed to adopt this ordinance. Roll call
vote. All in favor. Ordinance #948 declared duly adopted.
S. 1st Street was discussed. Engineer Townley has talked to_the
contractor about the problem on S. lst st. The contractor is to
do the work as soon as the weather permits. The council requested
Mr. Townley to get a guarantee in writing for this work being done.
After this is completed the council will discuss accepting this
street.
Stop sign at Vincent and Pine Street was discussed. There has never
been a stop sign at this intersection and now that there is building
being done in the area there is more traffic coming on to Pine St.
Motion by Reed, second by Tonn to install a stop sign at Vincent Ave.
and W. Pine St. All in.favor. Motion carried.
Committee Reports:
No report from the Administrative Committee.
Councilman Tonn, Chairman of the Police Committee, brought up a
question about the Police Chief living outside the City Limits.
Tonn stated that Mr. Sibley has agreed to move inside the City Limits.
Discussion was held. The council decided that they would allow
90 days .for Mr. Sibley to move into the City Limits. Motion by
Manasco, second by Van Horn to accept the 90 days maximum time for
taking care of this problem. Roll call vote. All i.n favor. Motion
carried.

Councilman Manasco reported on a workshop meeting he attended for
the RVCG on May 12. He read a resolution passed by the RVCG
commending Mr. Tucker. for the work he has done. Mr. Tucker has
resigned from the RVCG because of his employment as City Administrator.
On May 26 Mr. Manasco attended a Board of Directors Meeting. Federal
Aid was discussed regarding the sewage treatment plant. Central Point
was connected to Medford for sewage treatment in 1949. Central Point
is now rated #•4. '
Councilman Van Horn reported on the summer recreation program. He
stated that there is a possibility that the school won't be having
this program this year. If this program does not run this year,
Councilman Van Horn would like the council to donate $500.00 to
help support the Legion Team. No action was taken at this time
until the new budget is passed. '

Attorney Mansfield read Ordinance #949, this being an ordinance
establishing the position of Deputy City Recorder and providing for
the duties of said office. Motion by Torn, second by Manasco to
adopt ordinance #949. Roll call vote. All in favor. Motion
carried. Ordinance #949 declared duly adopted.
The bill for work done on the Storm Sewer Study from Bryce Townley
was questioned. After discussion it was decided to pay this bill
from the contingency fund. Motion by Hill, second by Van Horn to
pay this bill. All in favor. Motion carried.
A transfer from the. Contingency Fund to the Water fund was discussed.
Due to extra personnel this transfer is needed for payroll. Motion
by N1'anasco, second by Tonn to transfer the funds. All in favor.
Motion carried.
Mayor Burton read correspondence commending the Central Point Rescue
Unit. The letter was from Mr. M.B. Caster on Upton Road. He said
that there had been a motorcycle accident near his home and within
minutes first aid had arrived. In attendance were Jerry OConnor and
Allan Higinbotham.
A letter was read from the 4th of July Family Festival. They have
requested use of the park on that day and permission to hang the
banner across Pink Street. Also they asked the Council for a donation
for the Family Festival. Motion by Reed, second by Manasco to
donate $100.00 to the Family Festival. All_iin favor. Motion carried.
The bills were presented to the council for their audit. A bill from
Paulsen and Gates for the Police Dept. was questioned. Sgt. Corliss
stated that the•bill was for a'refrigerator for-the Police Dept. The
bill from Pierce Freight was questioned. Motion Manasco, second Tonn
to approve the bills, and the Recorder to draw warrants for them;
All in favor. Motion carried.

The question arose about what to charge for having a sprinkler system
in a building. At present, there is not set charge for having a
sprinkler system. This is not on a meter basis. It is a direct
water line into the building. This was referred to the Water Committee
to set up a stand-by charge.
