HomeMy WebLinkAboutCM070869~5 City Hall 250 E. Pine St. July 2, 1969 Central Point, Oregon 7:30 p.m. The regular adjourned Council meeting was called to order by Mayor Burton. Present were Bigham, Hill, Reed and Van Horn. Also City Attorney Mansfield and Recorder Zander were present. Absent were Tonn and Manasco. Motion was called for by Mayor Burton on all minutes of June meetings. (,hiestion was asked by Mr. Hill on May 19th minutes that were never corrected in the June 3rd minutes. The correction asked for being ® on page 1, paragraph 8, last sentence,- May 19, 1969 to read: ~ "Mr. Tucker said the, chief now uses compensation time." Motion ~ made by Hill, second Van Horn to accept the minutes as ordered by ~ correction. All in favor. Motion carried. L~ ~ Mayor Burton mentioned that the Chairman of the Fourth of July Family Festival program, Mr. Norm Hansen, has inquired about Liability Insurance as to .are members of the Committee covered for liability? Discussion held on this subject and a motion was made by Hill, second by Bigham to persue this situation and to secure the needed insurance for this event. Recorder Zander was asked to set an appointment with Mr. Hornbeck', Farmers Insurance, for these insurance answers. At this time Mayor Burton asked for a new ordinance to be considered. Attorney Mansfield asked for the passage of the following ordinance as proposed: Ordinance #951, this being an ordinance adopting a Budget for the fiscal year comencing July 1, 1969 and levying taxes for said fiscal year for general municipal proposes and for paygtent of Bonded debt of the City of Central Point. Mayor Burton called for a motion on the proposed ordinance. Motion by Reed, second by Bigham to adopt proposed ordinance. Roll call vote found: Bigham, Hill, Reed in favor. Van Horn opposed. Majority being in favor and motion carried. Ordinance #951 declared duly adopted. Ordinance #952 was read, this being an ordinance setting a public hearing on the question of vacating the following described property in the City of Central Point, Oregon: North ten feet of Ash Street fron Front Street to First Street, and the South ten feet of Alder Street from Front street to First Street. (Gragge Co0p). Motion by. Van Horn, second by Hill for passage of this ordinance. Roll call vote found all in favor. Motion carried. Ordinance #952 declardd duly adopted. 1~Q~`~~. ~, t, ~.., Ordinance #953 was read, this being an ordinance authorizing and ordering the construction of paving on Bigham Drive from East Pine Street to Oak Street, in the City of Central Point, Oregon. Motion made by Reed, second by Van Horn to adopt this proposed ordinance. Roll call vote found all in favor. Motion carried. Ordinance #953 declared duly adopted. Mayor Burton asked the~Police Committee for further information regarding False Arrest Insurance. A brief discussion was held but inasmuch as Chief Sibley being absent the matter was continued. Mayor Burton asked the council for any ideas in the disposing of the Neidermeyer property. He asked for a study of the matter and to meet with the City Administrator for facts and figures on the profit, loss, taxes, water, etc. with Mr. Neidermeyer~s lease. The "Standby Water Sprinkler system" was discussed with the matter being tabled for further study, when Dept. heads are present. Mayor Burton appointed the Administrative Committee as Charter Committeemen for a study of a new proposed City Charter. 'He also recommended that possibly three other or additional citizens be on this committee. The possible election for this could be in the primary election of May 1970. Councilman Hill suggested that Mr. Tucker be contacted to prepare material of information and etc•. Mayor Burton spoke of the need for a public swimming pool. Discussion was held on this matter, regarding the Swimming Pool Committee as to what funds would be available and the construction costs. Attorney Mansfield discussed the $300,000.00 bond issue and its problems with interest rates. He~advised that the City could expect at least a 6~~ to 7.0~ rate. He~did not expect to attract ar~yone to bid on a 6~ or arty sudden drop in interest rates. Question by Councilman Van Horn: When do we apply for our Federal• Aid? Mr. Mansfield said that he would check with Jim Hudson and also with Bryce Townley as both would be i.n the know of any late develop- ments of arty Federal Aid. ' Mayor Burton asked the Council of the insurance for the Committee of the Family Festival and how they wanted it handled. Councilman Hill made a motion for having Mayor Burton seek reasonable rates and secure a coverage. Motion was seconded by Bigham. All in favor.
