The Common Council met in regular ad3ourned session. Chairman Harry
Tonn presided in the absence of .Mayor Burton.
Present being: Bigham, Manasco, Reed, and Van HOrn. Absent: Hill.
Also present: City Attorney Mansfield, City Administrator Tucker,
City Treasurer Lorain Tate, Recorder Zander, Fire Chief Al Higinbotham,
Street Supt. Capps and Police Chief Sibley.
Minutes of the previous meeting, Aug. 5, 1969, being discussed. On
page 5, paragraph 2, last sentence, Mr. Mansfield was instructed to
draw a draft of an ordinance for the next council meeting. Page 5
paragraph ~,"motion made by Manasco, seoond by Reed."
After the above corrections have been ordered, motion was made by
Manasco, second by Reed to accept the minutes as corrected. With all
in favor motion carried.
Mayor pro tem Tonn called for Committee reports. CounciLnan Manasco
read a report of the Administrative Committee meeting with members of
the Planning Commission regarding a request of a sign variance by
United Outdoor Sign Co. Contents of the report indicated a denial of
the variance. At this time discussion was held and Mr. Driscoll
representing United Outdoor Sign Co. stated that if the City would
grant a variance the City could take ownership df the sign after
five years or before if housing development should warrant it.
A motion was called for on the issue of granting or denying the
requested variance. Councilman Bigham made a motion, denying the
variance, seconded by Reed. Roll call vote found Bigham, Manasco,
Reed and Van Horn in favor of the motion. Motion carried.
Discussion of the Norris property was held, concerning the possible
sale and the removal of the old Buildings. Motionrmade by Manasco
seconded by Van Horn to remove the existing old buildings from the
acquired property, formerly the Norris residence. Methods were
discussed and a possible Fire Dept. Burn School was suggested.
Chief H~ginbotham explained the danger of damage to existing trees
and schrubs, etc.
At this time City Attorney Mansfield read proposed resolution regarding
the removal of the buildings and the sale of the property. Motion by
Manasco, seconded by Reed to accept the resolution as proposed. Roll
call vote found all in favor. Motion carried. Resolution #150 declared
duly adopted.
Attorney Mansfield read proposed resolution, continuing City interest
both by membership and membership pledge of $50.00 for fiscal year of
1969-70 with the Rogue Valley Council of Govts. Motion by Van Horn,
seconded by Bigham to approve above proposed resolution as read.. Roll
call_.found all in favor. Motion carried. Resolution #151 declared
duly adopted.

Attorney Mansfield presented proposed ordinance as in part "An ordinance
relating to the Division of the City of Central Point into wards for
election purposes and amending Ord. #556." Motion made by Reed, second
by Manasco to accept the ordinance as proposed. Roll call vote indicating
all in favor. Motion carried. Ordinance #957 declared duly adopted.
.Attorney Mansfield presented proposed ordinance and recommended
passage of same, relating to an ordinance to regular meetings of the
City Council of the City of Central Point and amending ord. #864.
Motion made by Manasco, seconded by Bigham to accept proposed ordinance.
Roll call vote. indicated Bigham, yes; Manasco, yes; Reed, yes;
Tone, nay; Van Horn, nay. With the majority in favor, Ordinance#958'
declared duly adopted.
At 8;02 p.m. Mayor Ivan Burton arrived and had taken the seat. After
being briefed of prior Council business, Mayor Burton called for the
~, business of the U.S. National Bank, representives present, regarding
~ a request of a 2-way alley usage between 1st & 2nd street at the
~ ..proposed building site of U.S. National Bank. At this time Mr.
`Edward Havey, Medford Architect spoke on behalf of the U.S. National,
Bank. Mr. Havey stated that the bank would surface and improve the
general condition of the alley also in the near future would place
all utility services to an "underground" service. He further
stressed the dyer need of,a two way travel for public convenience.-
- of the alley and felt assured that there would be ample width of
the,,alley right-of-way for safe passage. After a lenghty Council
consideration, it was agreed that with the improvement of the City
alley and the relocation of power poles and other utilities services
in-the. near future, along with more convenience to the general
public, ,a motion was made by Van Horn to allow the two way travel, of
the described alley. Seconded~by Tonn. Roll call vote found all
in favor. Motion carried.
.Mayor Burton wanted the council's feelings and opinion of certain
minutes. that were taken during an August 12 meeting, that was known
to mangy as a Council meeting. Inasmuch as that meeting was lacking
a quorm,.it was declared to be nonofficial and no minutes to be
reported.
Correspondence .was read by Mayor Burton of the following letter from
Mrs. Willie Germane, 1686 Scenic Ave., regarding her complaint of a
proposed-.rock crusher machine to be installed at the... site of Medford ..
Concrete Corp., Bear Creek .plant, Central Point. Mrs. Germannjstated
that if such a machine was to locate in this area, dint, noise and a
general disturbance would be evident to most of the residents on
the East side of Central Point. With Council discussion, it was
freed.that a member from this Council would, consult with the Jackson
County'Planning Commission. at a meeting on Sept 10, 1969,_ Courthouse,
Medford,.Oregon. Motion made by Van Horn that Councilman Manasco
..present this matter to the Jackson County Planning Commission at the
5ept.lOth meeting- concerning a rock crushing operation near this City.
Motion was seconded by Reed, with all in favor. Motion was carried.

A letter from Chid Sibley was read, announcing his resignation as
Chief of Police from the City of Central Point. Sibley stated a
reason for his desired departure as a low salary. Motion made by
Tonn,. seconded by Van Horn to accept the resignation from Chief Sibley.
With all in favor, motion carried.
Mayor Burton stated that applications would be taken and job advertise-
ment would be put out to attract a replacement for the vacancy.
Mr. Tucker was instructed to place. the advertisement.
Motion was made by Marasco, seconded by Tonn, that City Administrator
would assume administrative duties of the~Police Dept. on a tem~raxy
basis or until the vacancy has been filled. With a roll call vote,
all infavor. Motion carried.
Proposed ordinance was read by Attorney Mansfield re~~ting to certian
property vacation. Reconunended ordinance read in part as: "An
ordinance vacating the following described property in the City of
Central Point, Oregon". At this time an Administrative Committee
report was~read resulting from a meeting held-on the issue. Councilman
Marasco, read in~part, that it was of the Committee's feeling of
recommending the passage of such an ordinance declaring the vacating•
of the property.
Motion was called for by the Mayor mn the issue. Councilman Van Horn
made a motion for the passage of the proposed ordinance, seconded
by Bigham•.°kRoll call vote found Bigha~g Marasco, Reed and Van Horn
in favor. Councilman Tonn, abstained. With the ma3ority in favor,
motion carried. Ordinance #959 declared duly adopted.
Motion made by Tonn, seconded by Van Horn to accept the minutes as
presented from the Planning commission. With all in favor, motion
carried.
Attorney Mansfield proposed passage of an ordinance setting forth
penalty only of an existing ordinance, relating to animals running
at large. -After discussion, it was suggested to talbe the issue for
further study. Motion made by Mariasco, to continue the passage and
to have the Administrative Committee conduct a further study of
present and proposed ordinance. After further discussion, Councilman
Marasco withdrew his motion.
Motion made by Van Horn, seconded by Reed to refer proposed ordinance
to Administrative Committee for, further study. All in favor. Motion
carried.
Attorney. Mansfield .presented proposed ordinance relating to street
opening permits, regulating its operation, standards and worl~anship
of construction. Motion made by Tonn, seconded by Bigham to accept
proposed ordinance. Roll call vote with all in favor. Motion carried.
Ordinance #960 declared duly adopted.

Attorney Mansfield proposed passage of an ordinance relating to signs
and advertising structures reading in part: "Ordinance relating to
signs and advertising structures and amending Ordinance #928". Motion
made by Marasco, seoond by Tonn to accept proposed ordinance of
the Sign Code Board of Appeals. With roll call vote, all in favor.
.Motion carried. Ordinance #961 declared duly adoUted.
At this time Mayor Burton recommended to the council a selected body
to serve on the Sign Code Board of Appeals and would appreciate the
approval of the following: William Langston, Richard Halley, Arthur
Jahnke, N.A. Mead, Byron Backes. Motion made by Van Horn, seconded
by Marasco to accept the recommended Board members. With all. in
favor, motion carridd.
Q Mayor Burton asked for a motion on appointment of a street commissioner.
~ Motion made by Reed to appoint Mr. Vern Capps as street commissioner.
~° Van Horn seconded the motion. All in favor. Motion carried.
~ Mayor Burton asked for a report of the proposed renaming of S. 4th and
5th Streets. Mrs. Lorain Tate stated that by public response of a
questionaix~-return, the ma3ority being against arty such change.
Mayor Burton spoke of the City Granite Pit and its present and future
.need. Receipts of its revenue were discussed. It was recommended
that the Council and City Administrator meet with Mr.~Robert Lull
for a possible lease. With all in agreement a date was to be set for
the meeting.
Interest-rates were discussed relating to the present 6% charged on
the assessment is not sufficient since the interest rate on Bonds
sold has increased to almost 6%. It was suggested the interest
rave be increased to 7~ on assessments., for the future. Motion-made
by Marasco to establish the new 7~ rate of interest for future
as essments.• Seconded by Tonn. All in favor. Motion carried.
Motion made by Marasco, seconded by Reed to pay .presented bills of
the month. With all in favor.. Motion carried.
Van Horn reported that all the streets of Central Point are well
kept•and are reported as very clean. He also stated that he did not
feel-that any street employee was not qualified as equipanent operator
of the street dept.
Motion made by Van Horn, second by Tonn to ad3ourn the meeting.
