The Common Council met in regular d~i~jaurned session with Mayor Burton
presiding. Present were: Bigham, Hill, Manasco, Reed, Tonn and Van Horn.
Also present: James Corliss, Allan Higinbotham, Fire Chief; Treasurer,
Lorain Tate; City Administrator, Tucker and Recorder Zander.
Minutes of the last meeting were presented and read. The .following.
corrections were asked. by Van Horn; on page 3, paragraph 1, "Reason
for Chief Sibley leaving City was that he is going into advertising.

feel that any street employee was not qualified as equipment operator
of the street dept."
Mayor Burton asked for a clarification on page 3, paragraph 4 regarding
ordinance 959 related to property vacation. The property to be
considered for uacation being located as follows: "The. northerly 10'
of Ash Street from Front to First Streets, and. the Southerly 10~ of
Alder Street from Front Street to First Street."
Motion made by Tonn, second by Manasco ,to approve the minutes with the
ordered corrections.. With all in favor, motion carried.
Mayor Burton ordered the next business to be communications. .The
first being the disposition of a City Fire Truck that is no longer
in operation due to major difficulties (pump gears worn outs). Fire
Chief Higinbotham stated that he has had one interested buyer,
the Town of Williams. They considered a bid of $500.00 for a, tank
truck. He also stated that a trade-in allowance at this::t~:me would
be at about $500.00. Mr. Higinbotham stated that it would cost
approximately $500.00 plus,_to repair the pumper for service.. After
discussion, a motion was made by Manasco, seconded by Tonn to have
City Administrator Tucker and Chief Higinbotham to,negotiate the
appraisal of the sale to the Williams Fire Dept. With all in favor
motion carried.
TheiCty~~.Farm property was discussed on behalf of interested renters.
Numerous methods of leasing were brought out. Also the City's cost
such as taxes and irrigation was considered in arriuing at a profitable
lease. It was agreed that more study in the matter is needed and was
tabled for the next regular meeting.
Committee reports started with Councilman Manasco giving a report on
the meeting with the Jackson County Planning Commission. Manasco
stated that he had advised the Commission of the proposed Rock
Crushing installation on Bear Creek in Central Point area and its
affects of the nearby residents. He further stated that the issue
had lasted 3 to k minutes and that the Commission advised that a
rock test and other studies will be made of the area before any
further steps be taken.

The report of the Rogue Valley Council of Governments. Mr. Manasco
reported of no other action than the election of officers. He also
commented on our City Library,having a record of users that nearly
'equals the Medford office. Central Point being rated as the #1 in
the area wide library users per capita.
From the Administrative Committee report, Councilman Hill referred to
a Committee report prepared on behalf of a proposed ordinance relating
to livestock within the City. With numerous suggestions and ideas
discussed, .it was recommended that the report of"Mr. Hill's recommendation
be referred to the City Attorney fora possible adequate ordinance
to suit. the needs. Mr. Tucker was instructed to contact Mr. Mansfield
and convey 'the information and material at hand.
Mayor Burton explained to the Council that the City had mailed each
property owner of the First Street, street assessment, a form of
notice regarding the amount of the assessment. (refer to ORS 223.389)
also announcing the right to a written objection to the office of the
City Recorder prior to S:OO p.m. Sept. 15, 1969. "
At this time Mayor Burton read two letters of the same writer, signed
Frank Koc,~, 412 S. 1st St,, Central Point. Mr. Koch was namely referring
to his objection of the assessment to the City for not having sufficient
simmers of the circulated petition. The letter was read in part:
"not one of four property owners from Ash to Cedar Street has signed
for the construction of paving." The percentage of signers was
classified to be well over 51~ at the time of filing the petition..
Mr, Koch further stressed his hardship of being unable to finance-the
assessment.
During a long discussion of the Mr. Koch hardship letter and the
objection reason give, the Council's d~eision, with strong con-
sideration to both letters, felt that the progress of the City must
be in a 'forward direction.
At .this tune Mayor Burton called for a motion of a proposed ordinance
reading in part:
Ordinance #962, anc! ordinance declaring the assessments of property
benefited for the cost of construction of paving, curbs and gutters
on South First Street from Oak Street to Cedar Street in the City
of Central Point. "
Mot ion .was made by Hill, seconded by Bigham to adopt the proposed
ordinance. By roll call vote found: Bigham, Hill, Manasco, Reed 'and
Tonn in favor. Van Horn declaring to abstain. from the issue. By
majority in favor, motion was carried. Ordinance 962 declared duly
ado ted.
The Central Point City Granite Pit was discussed regarding a possible
lease with Mr. Robert Lull. Mr. Lull has indicated his interest in
wanting a 5 year lease with a 5 year extension and a 2 year clean up
clause. Paying the City 10¢ per yard at a quarterly payment. Mr.

insurance. Mr. Manasco questioned the business involvement and

what would our_taxes be when such a transaction is recorded.
Numerous other areas of a possible lease were suggested. At this
time Mayor Burton recommended That Mr. Tucker meet with the City
Attorney for further study and a possible m~iaimum of $100.00 guarantee
on the assessed taxes whichever to_be the greater. All members
agreed to the Mayors suggestions.
Mayor Burton called on the City Administrator to give a report on
applications received for a Chief of Police. Also for any late
development of patrolmen. Mr. Tucker stated that he had received 19
applications for the C~nief position from areas of Southern California
to parts of Northern Oregon, with more coming. He further stated
that a patrolman was hired to replace Officer Bissett. Jack L. Sanders
a former Medford Police Officer and a recent officer with the State
Department (AID) served in Viet Nam, has been chosen for the replace-
ment of Bissett, who only has given short notice (hrs.) of his desire.
Mr. Tucker advised the Mayor and Council of the difficulty regarding-
the oral interview with some of-the applicants living in great
distance from Central Point. Mr. Tucker was asked to closely screen
the 5 best. applicants with former employers, and to narrow the
applicants down to 5 or even 3 men if possible for Board interviews.
Mayor Burton called for a motion on approving the late presented
unpaid bills. Councilman Manasco a'sl~ed why an additional premium
has been added to the False Arrest insurance. Mr. Tucker advised that
this was additional-coverage taking in all relating officers of
City Government.- He further stated that this additional coverage
is known as."Excess Coverage".
Motion made by Manasco, seconded by Van Horn to apy the bills so
needed for the month. With all in favor, motion carried.
The City .Farm land was discussed and Mr. Tucker provided the figures
of interested persons toward a lease. A possible $1,400.00 annual
lease was being considered to:a~o~d any further yearly losses or
rather to meet tames and irrigation expenses.
Mr. Tucker was instructed to contact the party - Higinbotham, a well
known, responsible and successful farmer of Central Point, for such
a guarantee cash lease and to secure facts and figures for the next
meeting.
Councilman Reed made a motion for adjournment of this regular meeting,
Bigham seconded the motion. With all in favor, motion carried.
