HomeMy WebLinkAboutCM100769~5~ . City Hall . 250 E. Pine St. 7:30 p.m Ce~htral Point, Oregon October 7, 1.969 The Common Council met in regular adjourned session with Mayor Burton presiding. Present were: Bigham, Hill, Reed, Van Horn, Absent; Manasco, Tonn. Also present: Mansfield, Tate, Bessey, Tucker, Higinbotham, Corliss. Minutes of the previous meeting was read and discussed. Councilman Hill asked for a correction on page 2, paragraph 2: "---that the report of Mr. Hill's recommendation --" should read to say: "--that the report of the Administrative Committee's recommendation --" Also on page 3, paragraph 2, (referring to Officer Bissett's leaving) "-- has given short notice .j•hrs:%)~bfc~his d'esire." This should read to say: "-- has given short notice of his resignation". With those corrections, a motion by Van Horn, seconded by Hill approved the minutes as corrected. All in favor. Motion carried. There were no Planning Commission minutes to be discussed. The next item of business was the minutes from the Board of Appeals meeting. The Board has requested that an ordinance be drafted to provide for special meetings that can be called with a 2 day notice given to all members. Also they recommended that the Board be increased to 7 members which would give them a quorum of 4 and to drop the provision of having alternate board members. After discussion on the matter, Attorney Mansfield was directed to draft a new ordinance with the requested changes. Mayor Burton recommended Jack L. Sanders for the appointment of Chief of Police. Mayor Burton read many qualifications which make Mr. Sanders a very good choice for the position. He also recommended that Mr. Sanders be started at a salary of $800.00 per month. Motion made by Reed, second by Bigham to appoint Jack Sanders as Police Chief. Roll call vote indicated all in favor. Motion carried. At this time Mayor Burton asked Mr. Sanders and our other new patrolman, George Tomberlin, to step forward to he could sware them in for their new positions. Mr. Tomberlin was hired to replace Lee Bissett. Mayor Burton presented the Chief's badge to Jack Sanders and wished him lots of luck in his new position. The appointment of a Planning Commission member was the next item of business. The replacement is to replace Henry Taylor who had to resign do to some classes he is taking. Mayor Burton suggested Byron Backes as the replacement. After some discussion, all agreed to accept the Mayor's appointee. The Rogue Valley Council of Governments has requested that the City of Central Point appoint an alternate representative to attend the meetings when Councilman Manasco is unable to attend. Mayor Burton stated that he had already talked with Harry Tonn about: the appointment and he said he would accept. All were in favor of Councilman Tonn being appointed as alternate representative. . '. ~~`~9 The lease with Mr. Lull for the granite pit was discussed. Attorney Mansfield discussed with the council the changes that Mr. Lull had requested. Mr. Lull would like to have a 5 year lease and have an _ .additional year to fill in the pit after his lease is~up. After much discussion it wad decided to table the matter for further study. Proposed ordinance No. 963 was read by attorney Mansfield and discussed with the Council. This ordinance referrs to the lease with Mr. Dunn for the "Neidermeyer property". Attorney Mansfield recommended the passage of this ordinance. The lease is to begin Novemberl, 1969, although Mr. Dunn may. be able to take over the land as soon as Mr. Neidermeyer removes his hay. Motion by Bigham, second by Hill to. , adopt Ordinance No. 963. Roll call vote. All in favor. Ordinance. No. 6 declared duly adopted. Mayor Burton brought to the attention of the Council that the time deposit needs to be re-deposited by the City Treasurer. Motion by Reed,. Second by Bigham to have the City Treasurer re-deposit the time deposit.' All in favor. Motion carried. The Norris property was discussed. The city has only received one bid for the property. The bid was received from James A. Cochran, for $1,"601.00. The city has costs against this property of about $2,500.00. A motion was made by Van Horn, second by Reed to reject the bid for $1,601.00. All in favor. Motion carried. 'Councilman Van Horn complimented the Police Dept. on the increase of citations being issued. _ There was much discussion on the students walking down 2nd Street and blocking the street to the point where no cars can get through. Barr~;cades have been put up so the students won't cut across the streets. It was _ suggested that Chief Sanders contact Mr. Moore at Crater High School so that he can take care of the problem from his office. The League of Oregon Cities Convention was discussed. The convention. is to be held November 16, 17, 18. The League has. requested that those who plan to attend make reservations so they will know who to count on. - .After some discussion, it was decided due to the budgeted amount, that only the department heads, City Recorder, City Administrator and 1 member of the Council attend the convention. Attorney Mansfield discussed the problem of indigents requesting a trial for a misdemeanor charge. Mansfield stated that this could be quite a problem for the city unless something can be worked out with some of the new attorneys just out of law school to represent these cases for a small fee ($50.00). The Police Committee, Police Chief and Administrator are to meet to discuss this upcoming problem further. Mr. Tucker asked Attorney Mansfield about the legality of charging a ,fee of $30.00 for a jury trial. Mansfield stated that this was legal to charge this fee for it pays for the jurors in the event that the defendant loses the case. ~, ~, T There was a motion made by Hill,, second by Van Horn to approve the bills for September. All in favor. Checks are to be written to pay the bills from the proper funds. Mayor Burton asked Fire Chief Higinbotham about the sleeper program. He stated that so far there hasn't been much response but it will take a little time until the word gets aroung.. A motion by Van Horn, second by Hill to adjourn the meeting. All infavor.
