Roll call found, present: Bigham, Reed, Tonn, Van horn.. Absent: Hill, Marasco, Recorder Zander. Also present: Tucker, Tate, Mansfield, Sanders, Higinbo~ham. Mayor Burton .a.ppointed Lorain Tate, Recorder pro.tem, in the absence of Recorder Vander. - Mayor Burton asked if there were any questions on the minutes of December 2. °''"' Administrator Tucker said he had several corrections. ~ 1. Page 1, para. 2, the last sentence should read,. "a 15 MPH Lo?- sign on Hopkins Road, regulating speed into the curve on S. 4th St." •2~: Page 2, para. 6,.the last sentence ~rhould be stricken from. the minutes,~as it is incorrect. 3. Page 2, para. 8, should read, "Attorney Mansfield presented a proposed Resolution relating to Home Occupations, and calling for a Public Hearing before the Planning Commission and declaring the.. preliminary intent of the Council to amend Sec. 4.200 of Ord. No. 893." Councilman Van Horn seed he had a correction. l.: Page 1, para. 5, the last part of the first sentence should . read, "as we are not getting very far along with the present discussion." There being norffirther corrections, a motion was made by Reed, second Torn to approve the minutes of the December 2 meeting as corrected. Alb in favor-. Motion carried. - Mayor Burton told the council he had prepared a State of the "City" __ .message, but would not give it until the first meeting in January. Attorney Mansfield said he had a proposed Resolution to call for a Fublic Hearing to amend C Zones usage, but after some discussion ~. with Adm. Tucker, they had decided to withdraw it. They had studied the present -regulations and felt the Ceramic Shop business would be allowed in-the present C-3 zone. .Attorney Mansfield explained the proposed Ordinance to amend the electric wiring code. This would pertain to using conduit. A motion was made by Tonn, second Reed to approve'Ordinance No. 968, ..this being_an__ordinance regulating Electric Wiring and dtnending Ord. 726 Roll"call vote. All in favor. Motion carried. Ordinance No. 968 declared duly adopted. >~. ~, ,~~~~ ,.~~. Attorney Mansfield then explained the proposed ordinance relating"to hubless Cast-Iron pipe and fittings. He said the Building Inspector- had recommended the passing of the amendment to Ordinance No. 303. A motion was made by Bigham, second Van Horn to approve Ordinance 969, this being an ordinance relating to hubless Cast-Iron pipe and fittings and amending Ord. No. 303. Roll call vote. All in Favor. Motion carried. Ordinance No. 969 declared duly adopted. Attorney Mansfield then explained the proposed ordinance relating to the calling for bids on the sewer bonds. The bids would be called Jan. 21, 1970 at 4:00 p.m. The council would not have to be at the bid opening, but would have to meet at 7:00 p.m. that evening.-to consider the bids. At that time, they would confirm with the other entities that they-had received acceptable bids. The bond market is very poor at this time, and the bonds have been set up on a 15 year payment period. After further discussion, a motion was made by i~an Horn, second Reed to approve Ordinance No. 970, This being an ordinance relating to the issuance of City of Central. Point General obligation sewer facility bonds in the amount of $300,000.00; providing for the form of said bonds and maturities thereof; directing publication of a call for bids thereon; and declaring an emergency. Roll call vote. All in favor. Motion carried. Ordinance No. 970 declared duly adopted. Mayor Burton then asked if anyone had a~ytything to bring before the council.
