HomeMy WebLinkAboutCM0106709'' City.Hall 250 E. Pine Street Central Point, Oregon Jam. 6, 1970 7:30 p.m. The .Common Council met in regular adjourned session with Mayor Ivan Burton presiding. Roll call found present: Bigham, Hill, Reed, Tonn, and'Van Horn. Absent Manasco. Also present: Tucker, Mansfield, Tate, Zander, Capps, Sanders, Gilham. There were several-citizens of Central Point and the_area in attendance. Mayor. Burton asked for any questions on the minutes of Dec. lb, 1969. With non apparent a motion was made by Tonn, second by Reed to approve ,~ the minutes as read. All in favor. Motion carried. e~-~1 Cp Minutes of the Planning Commission were discussed with two recommendations. :~ One was that the plumbing code be amended t o require installation ~ of a sewer clean-out at the property line on new construction and also, if-the city were to assist in sewer cleaning at existing construction, such installation would then be required. The. other recommendation was that sidewalks be required at the time of property develoFunent if curbs are in existence at the property. The attorney was instructed to prepare the necessary ordinances to put the recommendations into effect. Mayor Burton at this time reported his annual message of Central Point to the public. In doing so he stressed that with a new mayor and three new councilmen it has been a very interesting challenge in moving forward during the past year. He mentioned of all achievements during his first half term the most important and serious being the Central Point Sewer program at the June 23rd election. Other progress over the past 12 month period being the up grading of the Polic e Dept., ,Fire Dept. and City Hall management. He was very pleased with the Public Works Dept. with the new shop building. He also .. praised.. the City Administrator in doing a fine job in management and administrative areas in its progress for the city. He spoke 6f the forth coming year as being d very important one as the New Charter_Revision will possibly be on the ballot come election. Also the storm sewer problem will,be part of a study xnd project along with a retirement program that has not been forgotten for the City employees. In conclusion he stated that he was not ready dt this time to cons~.cler any annexation to our neighbors. All in all !'I~m very happy". In correspondence a card,of thanks was read by the mayor from Mrs. Roy.ffelly for flowers received at her husbands funeral. A letter was read from Oregon Liquor Commission ContFol announcing new proceedufe in Liquor License for retail sales. A letter from Mr. Yow was read. on air pollution. Letter from Warren Holbrook, Crater High School, commending Chief Jack Sanders in a lecture held for Crater students. The granite pit lease was discussed and also the possible sale of the property to Mr. Lull. After a lengthy discussion it was the feeling of the Mayor and majority of the council that the lease was the first approach and a lot of work has gone into the matter. Therefore it is the opinion that the City should go ahead with their first proposal. N1r. Van Horn stated that the property is of little value to the City after the granite has been removed, therefore it should be considered for disposal. Councilman Reed stated. that the only way the City property could be sold would be by a bid type sale.. Attorney Mansfield agreed to the comment. Councilman Hill stated that before any further action or consideration of the possible sale, an appraisal should be made of the property. Mayor Burton called for a motion for an informal approval to draw a lease to Mr. Lull of the granite pit. Motion by Reed, second by Bigham. Roll call vote indicated Bigham, Hill, Reed, Tonn in favor. Van Horn, nay. By majority vote, motion was carried. Motion was called for on a lease option of 2.1~ acres of the granite pit pa~operty to Mr. Robert Murphy for $925.00. A motion of informal approval of such was made by Hill, second by Tonn. Rbll call vote found Bigham, Hill, Reed, Tonn in favor. Van Horn by virtue, With majority in favor, motion carried. At this time Attorney Mans~'ield presented proposed ordinance fixing rates and charges of Sewage Facilities of the City of Central Point. After some discussion of the proposed sewer rate, Mr. Tucker spoke on how he and the members of the council and Medford City Authorities had met and arrived at the reported rate. A motion was made by Tonn, second by Bigham to accept the proposed ordinance. Roll call vote. All in favor: Motion carried. Ordinance 971 declared duly adopted. Mayor Burton at this time favored the following appointments for the new year as proposed: Budget Committee, having 2 new appointments. Mrs. Bill Matejka and reappointment of Raymond J. Novasad, plus the holdovers of the remaining four. Planning Commission: two Aew members being Mitchell Hull and Ben F. McManama plus the five holdovers. - Si~n Board of Appeals: N.A. Mead, Thomas E. Winn, Arthur Jahnke, G.Byron Backes, Raymond Novasad, Raymond George, William D. Langhton, Richard~W. Halley and Warren Holbrook. F. Lorain Tate was appointed Deputy City Recorder. The previous appointment of Adm ilistrative Assistant to the Council has been dropped. With no other changes of positions, a motion was made by Hill, second by Tonn to approve the Mayor's recommendation of appointments. With all in favor, motion carried. 1 1 ~~~. City Administrator spoke on the Police Dept. overtime accumulated over the past months by one or more police officers. Chief Sanders stated that present problems being the man hours Officer Johnson has •" earned. The others with credited over time will be worked out at a later time. A motion was made by Van Horn, second by Tonn to pay the City employee the $270.00 from. the contingency fund. All in favor. Motion carried. A traffic control discussion was held related to parking within 25' of the curb line. Oregon State traffic code was read by Attorney Mansfield, regulating parking. Chief Sanders spoke on the issue and mentioned that many cities park within the restricted area and also parking meters extend well into restricted limits. O CQ V Mayor Burton ,suggested that the City administrator and street committee conduct a study of the problem and report the proposal to the council. From Committee reports, Mr. Hill stated that the Charter Revision Committee has met several times and through their hard work will have revision of the Charter for the council's inspection very soon. Hopefully in about 4 weeks. Motion was called to pay the bills by Mayor Burton. It was mcaved by Hi11, second by Reed to pay the bills as presented. All in favor. Motion carried. War.No. 4116 Ivan A.
