The Common Council met in regular adjourned session with Mayor Burton
presiding. Roll call found present: Bigham, Hill, Reed, Tonn and
Van Horn. Absent: Manasco, Mansfield, Tate, Zander. Also present;
Tucker, Bussey, Sanders, Higinbotham, OConnor, DeArmond.
Mayor Burton appointed Frances Bessey Recorder pro tem for this
meeting and through Jan. 21 to accept the bids on the sewer bonds.
Recorder Zander was ill.
Mayor Burton asked if there were any questions on the minutes from
the Jan. 6, 1970 meeting. Van Horn had a change on Page 2, para. 3,
"---vote found -----in favor. Van Horn by virtue. With majority
in favor, motion carried." This should be changed to read: " ---
Van Horn in favor by virtue of having accepted the lease to Lull. The
motion carried unanimously."
Mr. Tucker had a change in para. 5, page 2: Sign Board of Appeals,
the names Raymond George and Raymond Novasad should be stricken
from the list.
With no other changes in the minutes, a motion was made'by Tonn,
second by Reed to accept the minutes as corrected. All in favor.
At this time Mr. Tucker stated that a proposed ordinance on the
lease of the granite pit to Mr. Lull was being held up because of
some .changes that Mr. Lull hail previously agreed to. It was turned
back to the attorney to be re~{ritten.
Ordinance No. 972 was read by Mr. Tucker. This being an ordinance
granting to Mr. Robert Murphy a permit - purchase option on the
easterly 215 feet of the south half of the property described in
volume 35, page 577 of the Jackson County Deed Records. Mr. Tucker
recommended passage of this ordinance as read. Motion by Tonn,
second by Bigham to adopt ordinance No. 972. Roll call vote. All
in favor. Ordinance No. 972 declared duly adopted.
Ordinance No. 973 was read by Mr. Tucker. This being an ordinance
relating to sewer line clean-outs and amending Ord. No. 303. This
would be an amendment to the plumbing code. Motion by Hill, second
by Reed to adopt Ordinance 973• Roll call vote. All in favor.
Motion carried. Ordinance No. 973 declared duly adopted.
Mayor Burton read a letter from Administrator Tucker regarding
pregnancy leave. After a lengthy discussion, the council decided
that`the granting of pregnancy leave should be left to the discretion
of the Administrator. They approved allowing a maximum of 10 days
of accumulated sick leave to be taken for pregnancy.

Committee Reports:
Street Committee report: CounciLnan Van Horn gave a report on the
15 minute parking problem. He stated that he could see no serious,
problem with the parking. Mr. Van Horn suggested that something
be done about the flowering shrubs that people have around the edges
of their lawns. In the spring when they are blooming, it creates
problems at the intersections, blocking vision.
There was some discussion on heavy trucks being parked on city
streets for days at a time. The problem was questioned as to what
the excess weight would do to the paving on the street. Mr. Tucker
was instructed to check with the attorney about the weight limit and
a,l.so to: check in the minute book to see if something has been done
` previously about the situation.

~ Another problem was raised concerning these bigt: trucks with "fake brakes".
~' There was discussion on whether there could be anything done to
V control this; by putting up.signs. These trucks come through town
U and apply the brakes and it rattles all the .windows in the buildings.
Administrator Tucker is to check on this problem.
There was some discussion on applying for State Aid for resurfacing
of Pine Street as it is in need of much repair. Counci]man Hill ~--'
suggested that Chief Sanders check out the parking situation on Pine
Street and the weight limit on the street.
Sidewalks were discussed. After much study on the ordinance, the
Council decided to refer this back to the P~~,nning Commission for
more study. There were several problems that were brought nut and.
- wit was decided that it should be cleared up before an ordinance was
` passed on it.
Administrator Tucker asked the council's opinion of the Recorder and
the Administrator attending a finance school in Eugene February 5 & 6,
,since the budgeted funds are getting low. The cost of this school
will be about $50.00 per person. The council agreed that both the
Recorder and Administrator should attend this school.
The Police Dept. would like to send. 2 men to Camp Withycombe about
the first part of March. Both men are going to attend at the same
time so things can get back in order within a short time.
Mayor Burton asked for a motion to pay the remaining bills for the
month of January. Motion by Hill, second by Bigham to apy the
remaining bills. All in favor. Motion carried.
Chief Higinbotham asked-the Fire Committee to meet with ham sometime
before the lst of February to go over the requirements Bar a new
fire truck. A meeting was set for Thursday, January 29 at 7:00 p.m.
if the information is ready.

A report from the Charter Revision Committee was asked for. Councilman
Hill referred to Mr. Tucker to explain the changes in the proposed
charter. Mr. Tucker gave the major differences in the proposed charter
and the one of November, 1968, as: -
l. The veto power of the mayor was omitted from the former but
restored to the new. His veto may be overridden only by at
least two-thirds of the total council.
2. Reference to the city administrator has bean cut from the
previous two pages to a mere one paragraph.
3. Reference to Recorder has been deleted; official custodian.
of the records is used through the newly proposed charter.
4. Reference to specific dollar amounts has been changed to
percentages of the assessed true cash vale -- to allow for
fluctuating economies.
Councilman Reed had a few questions on the changes but with. some
discussion the changes were explained to him.
Mayor Burton commended all who worked on the proposed charter. He
asked for a motion to have-attorney Mansfield prepare the proper
documents for getting the charter ready for the May primary election.
Also, to have Recorder Zander to set up the proper notices for a
public hearing set for February 3. Copies of the proposed charter
are to be made available for the public with no cost. A motion was
made by Tonn, second by Van Horn to have the proper people prepare
the information concerning the charter. All in favor. Motion .carried.
Mayor Burton suggested that all members of the Charter Revision
Committee be present at the public hearing to be held February 3, 1970.
Councilman Van Horn excused at 8:35 p.m.
A motion was made by Bigham, second by Hill to have a temporary
adjournment to January 21, 1970 for the bid opening for sewer bonds
at 7:00 p.m. All in favor. Motion carried.
