The Common Council met in regular adjourned session with Mayor Burton
presiding.. Roll call vote found present; Bigham, Hill, Reed, Tonn
and Van Horn. Absent: Manasco. Also present: Tucker, Tate, Mansfield,
Zander, Capps, Sanders, and~Higinbotham.c: Also numerous citizens appeared
of general interest before the council.
Mayor Burton called the first order of business as the Public Hearin
en-the proposed City Charter of 1970. Mayor Burton asked the Charter
Revision Committee present, to be seated at the Council table for
any questions the attending public may have for them. Both Deane
Roberts and Tom Thomas appeared to the mayor's request..
Councilman Allen Hill, Chairman of the Charter Revision Committee,,
opened the meeting by refering to the present Charter of Central
Point, dated 1918, He mentioned that several attempts have been
made over the years to revise the charter without success, as the.-
people of Central Point expressed their opinion at the polls.
Mr. Hill further commented regarding certain areas of the present
Charter as being superceeded by Oregon State and Federal Laws.
In conclusion, Mr. Hill asked the attending audience to voice-their
opinion and, to feel free fi.n,asking any questions concerning the-
issue. Also selecting any: member of the Committee to:give the answer
to ,the question.
Mr. Ken Damon stood and commented, You didn't state in the revision`
that the office of both the Recorder and Treasurer would be eliminated
and how will it be filled. Mr. Hill stated that the two offices
would be by appointment of the Council for a professional and qualified
person rather than by electing a popular one.
Arden Pinkham refered to Sec. 3.03 and disagreeing with the area of
future need for additional Councilman. He feels that the issue
(when needed) should be brought before the people as a vote measure.
Mr. Damon-stated that a time limit should be added, spelling out how
long a vacancy can be held open of a Councilman in the event of d
termination or resignation from office.
Mrs. Margaret Naples agreed with Mr. Pinkham and Mr. Damon on
both areas.
Attorney°Mansfield discussed both parts and recommended that a
reasonable amount of time be allowed and not to exceed a certain
time,-before filling an existing vacancy.

Donald Faber also stated that for any additional Councilman beyond the
present mayor and councilmen should be left up to the voters of
Central Point.
Chairman Hill concluding the meeting at 8:05 p.m. with no further
questions from the f~:oor, stated that more open meetings will be held
on the revised Charter and expressing his hopes that citizens will
attend these meetings. Mayor Burton stated that the public is invited
to ask any questions or make suggestions a.ny time. The matter of
certain changes or additions will be made by the legal dept., Committee
and the City Administration before the next meeting.
Minutes of the Planning Commission were studied. and accepted. It
was noted that 2 public hearings were set for March 3, 1970 at City
Hall. One on the Zone Change and the other on Home Occupations.
In correspondence, a letter was read by the Council of a drainage
problem at zl3 w. Pine Street, the property of Mura Mills. This
letter was signed by James Wilson, Jr., attorney.. It was suggested
that Mr. Tucker should contact Mrs. Mills and negotiate the problem,
also to answer the letter of Mr. J. Wilson, attorney.
Other business listed on the Council agenda beri.ng loud truck noise .
and the use of "fake brakes." City Administrator Tucker referred
to Ordinance #306, sec. 68. After discussing the problem and reading
the ordinance it was the opinion that the City had adequate ordinances
in regulating and enforcing the situation. It was recommended that
letters be put ou.t to the trucking firms advising that the ordinance.
will be enforced.
Mr. Tucker referred to the City of Oakrdige as the only City having
a direct ordinance prohibiting the use of fake brakes.
Reports of Committees were asked for by mayor Burton. Fire Committee
Chairman Harry Tonn spoke on the city Fire Insurance Rating being a
Class 6 at present, and. in order to hold this rate, additional fire
equipnent will be required. _ .
Fire Chief Alan Higinbotham teas asked for additional information on
the issue. The Chief stated that theratb the City now holds means
dollars in the home owners pocket. If the rate should go to a
polssible #7 class, it would be costly for Fire Insurance in Central
Point. He further mentioned that the requirements would be a Fire
Engine and accessories with a price tag of approximately ~1~0,000i~,00.
He alsocstressed the fact that this cost could be made up over a
short per~:od of insurance savings if we don't lose our present rate.
On a lengthy discussion on the issue, ways of financing was considered
and also additional bids were needed before the next March meeting.
Chief Higinbotham stated that he would try and get more manufacturers
to submit figures of cost.

- Sterling Tucker reported that the street improvement petition for - •
Glenn Way has been filed with the R.ecorder's office. The signatures
for the improvement. are most deficibnt according to the amount of
property in question.
Mr, Tucker spoke on Fire dispatching agreement with City, Rural and
State Forestry and a proposal of adding Jackso~rille to the system.
Mr. Tucker said it would have very little effect in lowering the
overall City •cost by adding the additional enity to this service.
Mr. Tucker advised that the peddlers and solicitors license ordinance
be revised to a more practical one. Mayor Burton instructed that
Zander, Tucker and Mansfield combine their efforts and work on the
problem.
~ Mayor Burton.-spoke on behalf of the City Council in appreciation to
Mrs. Art Jahnke for taking personal interest in City Beauty by
~ cleaning around the sidewalk trees in the uptown area. It was also
mentioned that she makes this her annual spring project. The mayor
said in conclusion "many thanks to -a fine citizen".
Mayor Burton-recognized further business from the floor, as Arden
Pinkham asked that the City Council attempt to secure our separate
Zip Code, other than the one used by Medford. He read from his
correspondence recent problems of delayed mail delivery. After
lengthy discussion it was suggested by the Mayor that a letter be
directed to the Regional postal dept., Seattle, Wash. stating our
problem and anser.
Motion made by Hill, second by Tonn to direct City Administrator's
office in preparing a letter of protest of our present Zip Code to
the postal dept. With all in favor, motion carried.
Further business from the floor was Mr. Ken Damon, Bush Street,
declaring that there were no signs on Bush Street such as "cautir~n,
children at play", or "slow", as children are chasing their balls
across the street from the Central Point Elementry School. After
discussion and comments from Police Chief Jack Sanders, it was
recommended that the Police Dept. meet with school officials on the
problem.
Motion was made by flan Horn, second by Reed to pay the presented
bills. All in favor. Motion carried.

\~ Mr. Tucker asked that Contingency funds be used to pay the $41.86
cost on printing the publication notice of sewer bond sale. Permission
was granted to Mr. Tuckers request.
There being no further business, motion was made by Tonn, second by
Van Horn to adjourn to the next regular meeting or the call of the
mayor. Motion carried.
