The common council met in regular ad"journed'session with Mayor Burton
presiding. Roll call found: present; Almquist, Bigham, Hill and
Manasco. Absent: Tonn and Van Horn. Also present; Capps, Higinbotham,
Sanders, Tate, Tucker, Mansfield and Zander.

Minutes of the May 19th meeting were read. Motion made by Almquist
second by Manasco to approve the minutes as presented. t~ith all
in favor, motion carried.
Minutes of the Planning Commission meeting were read and discussed.
At this point of the meeting, Mayor Burton announced that the public
hearing on the issue of withdrawing annexed area from the Central
Point Rural. Fire protection district and from "the Bear Creek Valley
Sanitary Authority. There being no vo~:ee from the floor, Attorney
Mansfield."presented proposed ordinance #994. This being "An ordinance
withdrawing certain annexed real property from the City of Central
Point Rural Fire protection district and Bear Creek Valley Sanitary
Authority." "
Motion made by Manasco, second by Almquist to approve Ordinance #994
as read.Roll call vote. All in favor. Motion carried. Ordinance
994 declared duly adopted.
Mayor Burton called for the public hearing of the 1970-71 budget.
Mayor Burton asked the attending citizens that anyone wishing to
speek, please give your name and address.
Mrs. Andy~Loveland, Chestnut Street, "How come we have a 15,000.00
park expenditure listed? Isn't this up from last year? Mr. Sterling
Tucker explained that the totals in that item being $1,750.00 plus
the salary of the attendant.
Mrs. Loveland asked is it true that a city employee, Sterling Tucker,
is wanting a 19~ increase over the last year wage "Sterling Tucker
advised it would be about 1B 2/3~ increase.
At this time Councilman Manasco spoke and explained how the budget
committee along with the City Council arrived at the varied percentage
salary increase,
Mrs. Loveland; "Hasn't Mr. Tucker been away from the office week at
a time and still. received his pay? Mr. Tucker advised that for the
time away from the City Hall could be for City business and for any
absence from the job above the allowance, time has been d~~ueted from
the salary.

Mr. K.C.,Wernmark, 367 N. 8th St. was recognized and spoke. "Do
we need,a City Administrator at all? The town is too small to carry
the tax load of having the additional personnel." There will be a
petition in circulation repealing the 15 continuing mill levy and
for any money outside the 6~ limitation, the City must go to the
voters by an election.
Eouncilman Manasco asked Recorder Zander if he has been busy. Zander
remarked "Its a full time job as a recorder". Manasco explained the
need for a City Administrator, such as control on purchasing and
personnel management. (discussion). Wernmark, "He's not qualified"
further remarks and oomments were made in the area of personality
and ~ra~ buli~donut of order by the mayor. He also suggested that we
® get-back on the subject of budget hearing.
~ Mrs. Loveland asked why did we buy a pickup up north rather than
x buying it through local dealers? Did you save a lot by doing so? .
L~ Mr. Tucker stated that we purchased the pickup truck through the
~ Department of General Services, State procurement Service at Salem
,and feel that we have saved considerable on doing so. (discussion).
Loveland and Wernmark both spoke on the area of the purchase as
whether an advertisement for bids has been announced to local
dealers. Wernmark stated that atop purchase over $250.00 shall be
a call for bid." Are we legal?
Attorney Mansfield was asked for his opinion and he stated that he
would research and report his findings.
Mr. Tucker advised that the City buys whenever and whatever it can
do save money. Many local purchases are made.
Mr. Calvin Bowers, N. 5th St., was recognized and asked Recorder
Zander if the office of Recorderaand Administrator could be combined?
Zander replied, It's rather difficult to answer the question intel-
ligently as the City has no Job Description". Therefore who does
what? However there are many cities in Oregon both larger and
smaller than Central Point that have a combined Recorder-Administrator
and apparently is working. Salaries were discussed both from the
floor and the council. -
Mayor Burton explained how'the Council and Budget Committee have
arrived on salaries and that we have no form to follow. However,
we do need one to tell- us where our salaries fall.
Councilman Hill stated that we have three people here ton~~ht
speaking for nearly 1200 voters of Central Point. Mr. Bowers
stated that he was speaking for himself and not for 1200 others.

Mayor Burton advised that many budget meetings and hearings have been
held, also considerable cut backs have been made in certain areas.
He spoke on the 6~ limitation and also the 15 mill continuing levy.
That the city has taken great respect in dealing with the tax dollars
and in result of all consideration he contended this proposed
budget very realistic and conservative.
Mrs. Loveland asked if it were true that our water rates are going
to be increased by 13-14~.
Mr. Tucker stated that Medford has indicated that it will raise the
water rates to Central Point, however,~we are going to absorb this
through this budget and not through the water users. He further
stated that this would only apply to the present years budget and
perhaps next year there would be~a users rate incf'ease.
Mayor Burton asked for ar~yone else to be heard regarding the 1970-71
budget. Wit~i no further questions he asked .for a motion on the issue.
Attorney Mansfield read the proposed ordinance as follows: "An
ordinance adopting a budget for the fiscal year commencing July 1,
1970 and levying taxes for said fiscal year for general municipal
purposes and for payment of bonded debt of the City of Central Point."
Motion made by Manasco, second by Hill to accept the proposed
budget as presented df 1970-71 year. (stiuplation added by Manasco).

Ordinance 995 declared duly adopted.
Mrs. Andy Loveland was recognized by the mayor on a question "Who
is responsible for weeds growing on vacant lots?" (referring to the
former Game Commission property at 7th & Ash~St.) At this time
Mr. Tucker advised that Fire~Chief Higinbotham has taken the.
information and the City will study the situation regarding the
complaint.
Attorney Mansfield presented proposed Resolution grid recommended
its passage: A resolution canvassing the ballots cast in the special
election held May 26, 1970, persuant to ordinance No. 974 as amended
by Ordinance No. 982. Motion by Bigham, second by Almquist to
accept proposed Resolution as presented. All in favor. Motion
carried. Resolution 155 declared duly adopted.
Attorney Mansfield presented proposed Resolution and reading it
in part: A resolution canvassing the ballots cast in the special
election held May 26, 1970 persuant to ordinance No. 977 as amended
by ordinance No. 981. Motion made by Hill, second by Marasco.
All in favor. Motion carried. Resolution 156 declared duly adopted.

Mayor Burton presented a liquor license application in consideration
for approval-submitted by ,Pay 'N Save Market (formerly 3 Boys)
This being a Class "B" license application for package beer and wine.
By no adverse report on the approval of such application by Chief
Sanders. A Motion was made by Almquist, second by Bigham to approve
the liquor license application. With alT in favor, motion carried.

In correspondence, Mayor Burton presented a letter to the Council
from Mrs. Arnold Menke, "4th July Family Festival". Mrs. Menke
requested permission to use the City park for this event and
permission to erect the banner over Pine Street 'as in the past.
She also reminded that the annual City donation of assistance would
be appreciated at this time. During the discussion period Mrs. Tate,
was asked "To what amount of money has been donated in the past years?
Mrs. Tate remarked that $100.00 was given last year.
Motion was made by Manasco, second by Almquist to grant the use of
the City park and t8 arllow the placement of the banner over Pine
Street also supporting the Family Festival by donating $100.00
towards its success. With all in favor, motion carried.
City Administrator advised that the drinking fountain on Pine near
2nd Street has been damaged again and requested the Council's opinion
whether to repair or remove it due to the past problems. Lpon
discussion Mayor Burton requested a study to be made and for the
report to be presented at the next meeting.
Motion by Bigham, second by Manasco to pay the bills as presented.
All in favor, motion carried.
