7:30 p.m.
The common council met in regular adjourned session with mayor Burton
presiding. Roll call found: present; Almquist, Bigham, Hill, Manasco,
and Tonn. Absent: Van Horn. Also present: Capps, Corliss, Higinbotham,
Sanders, Mansfield, Tucker, Tate and Zander.
Minutes of the June 16 meeting were. read with no questions. Motion
made by Marasco, second by Tonn to approve the minutes as presented..
All in favor. Motion carried.
Mayor Burton relating to next business as a presented. ordinance.
City attorney Mansfield read proposed ordinance #99b as being: An
ordinance authorizing and directing the Mayor and Recorder to execute
a correction instrument lease to Robert G. Lull; and recommended its
passage.
Motion made by Tonn, second by Almquist to approve Ordinance.#996
as read. Roll call vote found all in favor. Motion carried.
Ordinance #996 declared duly adopted.
Mayor Burton, making the announcement that an article of a recent
news release "as being incorrect" regarding the resignation of City
L Administrator Sterling Tucker, He further commented that "we are
`\~ not going to select a replacement tonight but only seek proper ways
to attract a suitable replacement for this position.
At this time the mayor read the letter of resignation of Sterling
Tucker (refer to letter).
The mayor expressed his deep regrets for the loss of Mr. Tucker and
this loss will certainly be felt by the City as a whole and that the
council should not stand in the way of his wishes.
Discussion was held on how to,aa?vertise and to a ddadline for
accepting applications. Mayor Burton appointed a committee of three
councilman, Hill, Almquist, and Tonn along with Mr. Tucker to set
up an advertising method and also to screen applicants before being
brought before the council. Qualifications and salary were discussed.
Councilman Hill stated that some basic qualifications should be
required in the ad of advertising. Mayor Burton suggested that the
committee do the phrasing of the ad.
At 7:45 p.m. councilman Van Horn arrived and was briefed on the
council activities.
Mayor Burton called on Ray Novasad, Central Point Planning Commission.
Novasad referred to the last Planning Commission meeting on pre-fob

homes. He further stated that great concern should be directed
toward this new concept of modern homes as a coming thing to all
cities. Mr. Novasad suggested that members of the council meet
with the Planning Commission.
Mayor Burton at this time appointed councilman Marasco and Van Horn
as council representatives at the Planning Commission meeting that
is to be held prior to July 21st council meeting.
Mayor Burton opened this portion of the meeting to .any. business from
the floor. K.C. Wernmark stated that he wanted .l0 ft. of land
(street right of way) on 8th St. from Laurel St. to Manzanita St.
also on 8th and nth Streets, just the same as the City had given .
~ land to the Grange Co Op. After some discussion, attorney Mansfield
~`"' advised that he would implement a legal study of the request and for

~ Mr. Wernmark to make proper application to the City for the vacating
~~ of land. The council agreed to attorney Mansfield's recommendation.
~ Mr. Wernmark spoke on why did the City sell, a fire truck to the town
of Williams, Oregon for $500.00? and now wanting a new truck.
Mayor Burton called upon Fire Chief Higinbotham to explain the
question. The Chief stated that the City received $500.00 for an
inoperabel obsolete truck. The cost to repair the truck would have
been .about $500.00 and still would be in the no-rate class. With
no fuichher questions on the issue, the Fire Chief spoke on resub-
mitting to the Central Point residents the bond issue of afire
truck that was defeated at the last election. The Fire Chief stated
that many residents reported that the measure was misleading as
presented on the ballot, as the measure was defeated by less than
20 votes.
Attorney Mansfield explained the legal aspect and the machanics
of the wording on the ballot for any measure and all having a
relation of a Charter amendment to do so. .Just as the recent Sewer
Bond election, Mr. Mansfield stated that he would enjoy meeting
with the public and assist in answering or helping in anyway to
lessen any confussion and also implement any acceptable ideas
within the .bounds of .being legal.
Mayor Burton suggested that the Fire Chief should meet with the
Fire Committee and get things started and present their findings
at the next meeting. The mayor also recommended that the council
agenda be published in the Medford Mail Tribune so the public
would know the .business to be acted upon.
Recorder Zander advised that a deadline filing date should be set
for candidates of city offices for the fall election. He fu~rhh~r
stated that the County election deft. must certify all candidates
names prior to Sept. 2, therefore at least a week prior to this date
should be considered as time for verifying signatures of elegible
voters on petitions. The Mayor and council agreed that Aug. 21 at
5:00 p.m. will be the deadline for filing for any candidate for the
November election.

Chief Jack Sanders gave his report on a recent attendance at the
Utah State University, Salt Lake, on alcohol and drag adiction. He
stated that over 900 were at this class and officials as far as
Porte Rica - Alaska were present. Subjects such as Arrest & cure-
were discussed. He mentioned that time is near when the alcoholic
will not be arrested for being intoxicated but perhaps placed before
a social institution for rehabilitation.
Mr. Tucker reported that he and Mr. Capps studied the damaged
drinking fountain on Pine St. near 2nd Street. Since the last
report to the council, the fountain has been struck 2 more times
and now is leaking .water. It was suggested by Mr. Tucker that~the
damaged .fountain be removed for the time .being as it is beyond
repair. The council agreed to the recommendation.
Mr. Tucker reported that a field inspection was made on the "Road
Use" on City Sewer property as requested by Concrete Steel Corp.
Both .he and Mr. Capps feel that possible sewer line damage could
result by large trucks crossing the main line during a wet condition.
Mr. Tucker stated that correspondence is being awaited for in answer
to a letter stating the factors and possible danger of the pipeline.
rir. Tucker advised that no further information on the City Farm
land irrigation problem and the M.C. Lininger Co. matter as of this
time. Hoarever, Mr. Leo Baton of the Dept. of environmental (duality,
State of Oregon, is making his study and the City as well as several
other effected persons are awaiting the report.
Correspondence was read by Mr. Tucker from Slurry Seal Co. The
letter announced in part that repairs to Pine Street paving would
be done to the City's satisfaction. (refer to letter of Will Huff).
Van Horn suggested that the entire job needed to be redone. Tucker
advised that payment is delayed.
Mr. Tucker reports that the N. Second Street construction (paving)
job has been accepted by the City as complete and meets required
specifications. He further stated that if the councilmen have no
objections he would like to start another section of N. Second
Street imporvement between Laurel and Maple Streets. (paving).
Discussion. Mayor and council agreed to allow construction preparations
to begin as requested.
Mr. Tucker stated that he has compared prices on material (pipe)
for the Taylor Road pipe line and has found the import products
being considerably less in price than local domestic pipe. The
council indicated that Mr. Tucker should go ahead and prepare for
needed material for the proposed new water line.

Councilman Manasco gave a report on the R.V.C.G. District g. He
stated in part that a 30,000.00 budget was considered and that he
had voted against it. Also that a proposal of hiring a secretary
at $6,000.00 is being considered at this time.
He further stated that Federal Funds are coming through and as
noted,., things are looking like its beginning to pay off. (refer to
committee report).
Councilman Hill stated that this body should know more about the
movement and measures coming about before any decisions are to be
made by our representative. It is most difficult for us to rule
or act upon by instructing our member as to what stand to take
when we don't know the first thing about the plans, such as opposing
or supporting any issue.
Motion made by Hill, secondbby Bigham to pay the bills as presented.
All in favor. Motion carried.
With no further business, Mayor Burton called Dior a motion for
adjournment. Motion made by Manasco, second by Van Horn to adjourn
to the next regular meeting or to the call of the mayor. All in
favor. Motion carried.
