The common council met in regular adjourned session with Mayor Burton
presiding. Roll call found present: Manasco, Tonn and Hill. Absent:
Almquist and Van Horn. Also present: Tubker, Tate, Zander, Sanders
and Higinbotham. Mayor Burton questioned the attendance of the
mayor and council as being a quorum. Mr. Tucker advised that Attorney
Mansfield's opinion would be yes. Mayor~Burton read the minutes
and asked for corrections or approval.
Councilman Tonn referred to apge 1, para. 7 as being incorrect in
part: "attend a final game". This should be: "Invi.tation to the
21 annual Tournament to be held on August 14-lbbh sponsored by
Crater Boosters and the Crater Cubs." He further asked for a
correction on page 4, para. 3, in part as a statement not made
"too much money". The correct phrase to be "It is recommended that
it be tabled at this time," With no further discussion, a motion
was made by Tonn, second by Manasco to approve the minutes.of August
4th meeting as corrected. Al1~in favor. Motion carried..
Councilman Manasco referred to a newspaper article as a public
hearing to be held by the Jackson County Planning~Commission Sept. 9,
1970 on the North Central Point zoning. The issue being for allowing
or denying a rock crushing operation on Bear Creek nearby the north
city limits area.
It was the council's feeling to stand on the same reasons as before
in objecting to the program. Some reasons given were air pollution
(dust), also the extensive noise that would hinder the future develop-
ment of a ploted residential area within the city.
Mayor Burton proclaimed the week of August 29th to September 4th as
"Young Week". The proclamation ryas read as proposed by the County
Library System. The proclamation was signed and declared by Mayor
Burton.
Mayor Burton asked as how the interest of the public is toward taking
petitions as candidates of the various offices of city government for
the No't~ember 3 election. Recorder Zander commented as "we don't
know who the ones are as no one has filed as of this time, however,
approximately 12 petitions have been let out for the elective positions.:"
The mayor recommended that the City Recorder publicly announce the
offices that are up for election. Zander stated that this has been
done through the Central Point correspondent and should appear in the
Mail Tribune by Wednesday.

Mayor Burton called for discussion on the City Hall and Library
remodeling. i~ir. Tucker presented a drawing of proposed plans of the
future council room and court room (as one). He proposed approximately
6 ft. of the rear wall to serve as storage. He also recommended
that this. area be separated by a wall for full width. During the
discussing, Mr. Tonn asked ff any estimates of figures have been
secured as to the cost of this project. Mr. Tucker advised that only
the planning has been done with no estimates of cost to date. Mr.
Tucker informed the mayor and council that x:1,000 has been budgeted
for City.Hall building in remodeling.
Councilman Manasco asked if the city public works crew could do the
work. Mr. Tucker stated that it would be 2 to 3 months before arty
of the crew could clear from any projects now under way. Further

V Mr. Tucker presented a proposal for a bicycle stand near the new
~ library building on Pine Street to eliminate the bicycle pile up
at the library entrance. He further stated that the study was
conducted by the, Chief of Police and himself and recommends that
a single .side parking stand be placed on the most easterlg window
side of the property line nearest the curb. He further stated. that
the stand would be placed at a point between the vehicle parking
sect inn, .therefore it would have no effect of passengers leaving a
vehicle when parked properly.
After some further discussion it was recommended that the Chief
of Police and. Mr. Tucker work together and proceed with bicycle
parking near the library.
Mr. Tucker advised of a posible irrigation water infiltration into
our sanitary sewer line. He further described the situation as being
of severe amount and the area suspected es Mengus Creek crossing our
sewer lime at some poi.nt.~ Mr. Tucker stated. that in the past we had
used the_City of Medford T.V. camera and it is possible that this
service could be hired to locate the problem. I:e quoted our last
gallonage of metered sewage as being 21 million gallons.
Mr. Manasco questioned the extent of charges involved for the camera
rental.. .Mr. Tucker advised that is could range from $1G.OG to $26.00
per hour with the required crew to operate the equipment.
After further discussion, motion was made by Manasco, second. by
Tonn that we contact the City of Medford for the equipment needed. to
view the particular sewer line in question in the most economical
manner and. pay for the services from the sewer contingency. fund.
With all.in favor, motion carried.
Mayor Burton advised that the issue of selecting a councilman for
Ward 2 be tabled to the next meeting.
Motion was made by Hill, second by Manasco to approve the bills
presented. With all in favor, motion carried.

Mayor Burton asked if there was any further business from the floor.
At this time Chief Higinbotham_spoke on city hall, police dept. and
fire dept. emergency power. ale advised that the generator being
adequate size for the proposed power supply and should be installed
as soon as feasable. The Chief mentioned three items of importance
that would be needed before power could be converted to serve the
city hall building. The rising of present power entrance service,
this is also a known danger as it interfers with departmental activity.

The housing ofi:.the power plant and installation of controls,
switches and wiring. The Chief indicated that the service entrance
change would cost approximately $11~O.C0. He further stated the total
costs involved would be approximately $1,800.00. Councilman Tonn asked
how many estimates have been received.. Chief advised that only one
figure has been secured. The Councilman suggested that we should
have more bids an the project.
At B:G~ p.m, councilman Almquist arrived.
Discussion related to the needs and finding of the proposal. Also
the limited amount available at this time from the general fund
is preventing the entire job.
At 8:15 Mayor Burton excused himself from the balance of the meeting.
Chairman of the council, Harry Tonn proceeded with the remaining
business:
It was agreed that the service entrance should be erected and
housing the plant be started at this time. It was suggested that
the balance of the project be defered until a later time. The
council advised that the city administrator and Fire Chief go
ahead with the two steps of~mprovement as mentioned.
Mr. Hill reported that approximately 60 applications for city
administrator have been. processed by the screening committee to date.
He also mentioned that five applicants have been selected and
additional correspondence on the five is requested on setting up a
date of interview. Letters have been sent to all applicants advising
them of the decision made by the city on the applicants selected.
Mr. Tucker stated that applications are still being received daily
by mail. Applications are to be accepted until August 20, 1970.
With no,~further business Chairman Tonn called for a motion for
adjournment. Motion made by Almquist, second by Hill to adjourn
to the next regular meeting or to the call of the. mayor. All in
