The common council met in regular adjourned session with Chairman Tonn
- presiding., Roll call found present: Almquist,.Hill, hSanasco, Tonn and
Van Horn. Also present: Mansfield, Tucker, Tate, Zander, Sanders and
Hginbotham.
Chairman Tonn called for the reading of the minutes and for any
`corrections. Motion was made by Almquist, second by Hill to approve
the minutes of August 18,.1870 as presented.
Chairman Tonn called for the public hearing as scheduled on amending
the Zoning Ordinance, to allow automotive repairs, etc. in the C-2
zone.. As to no comment from the attending audience or questions,
Councilman Van Horn asked Mr. Tucker as to how extensive would this
be? r~Sr. Tucker described the proposed change and the boundary line
of-the.C-2 zone. UJith no further questions, Chairman Tonn declared
the hearing closed.
Attorney Mansfield requested to recess ~,he issue of the Zoning
Ordinance to a later moment of the meeting as another ordinance
ahd been planned to be considered..
Mr. P,ay Stewart, Jackson County Assessor was introduced to the Mayor
.and council and spoke on tax appraisels of residential and commercial
properties. Mr, Stewart was referring to the C-~. zone namely on
.East Pine. Street. He stressed on the part that the late Mr. Barker,
assessor of Jackson. County,-did not assure Ventral Point of any
reappraisels. He advised that normally a reappraisel is done every
6 yrs. and this is how a valuation is established. He also pointed
out"that commercial property with a residence would be assessed by
a land value and not entirely to the improvements as to the residential
appraisel it reverses itself, as the greater value. would be on the
home and--not the land. He mentioned that any commercial property
is taxed to its present value.
Mr. Tucker asked if a change of zone from Commercial to residential
were, made, would it have any effect on taxes. Mr. Stewart advised
that the tax figure is arrived of any property by present market value.
The market can increase or decrease over a period of time and who
knows what the market will be in a year o~ five from now. Changing
from .a commercial to residential zone may not have any effect on
one parcel, but could on another depending on the improvements.
Councilman Manasco asked if rezoned to residential would it have a
residential appraisal and not a commercial? Mr. Stewart stated that
another appraisel would be made for any zone change and a tax
established according to its value. Further discussion held.

City administrator advised the mayor and council that the Rural Fire
Dept, was wanting permission for using the City park Sept. 2b and
not the 22nd as previously requested for a Luau and inviting lk
other fire depts. Discussion was held a.nd councilman Van Harn stated
that he had no objection if things were cleaned up and put back as
normal. The request also was for a record player and dancing during
the Euening hours. Mr. Tucker advised that an anticipated 100 persons
would or could. be attending and. would occupy the southern end of the
park, With further study on the matter it was with general approval
and permission was granted.
Mr. Tucker informed-the council that Slurry Seal construction is
expected to begin work on Pine. Street abdut Sept. 15 to correct the
nine blocks of repairs.
Mr. Tucker also advised that bids are being called for the New Sewer
Rodder on Sept. 11 and will be ready for the council's inspection
on the Sept, 15th meeting.
The city administrator ha.d given a progress report on the N, 2nd St.
street construction. He informed that progress wa.s rather slow at
this point due to the unforseen problem of soft spots and settling
time of fill. Paving could be delayed for at least another week.
At 8:07 p.m. Mayor Burton arrived and presided.
At this time Mayor Burton requested that the council consider the
appointment of a councilman of d~ard 2. Councilman Van Horn advised
that he had talked to an interested person and also being a candidate
for councilman of Ward 2 in the November election. Councilman A,D,
Van Horn nominated Daniel Hadley to fill the vacancy for the unexpired
term as councilman of Ward 2, Mayor Burton asked for any other
interested persons to be nominated. i~ith none put forth, by unanimous
vote of the council, Daniel Hadley was selected as Councilman to Ward 2.
Mayor Burton conducted the oath of office to the new councilman and
Councilman Hadley had taken his seat.
Attorney Mansfield read praposed ordinance relating to the p~zrchase
of a new Fire Truck and recommended its passage. Froposed ordinance
reading in part: "An ordinar~ee calling an election within the city of
Central Point, Oregon, to be held on the 3rd day of P~ovember, 1970,
and submitta.ng to the legal vaters of said city ~~, said election the
question of amending the charter for said city to authorize the common
council of the city to have power and authority to issue general
obligation bonds in a sum not to exceed. ~1~2,000 for the purpose of
purchasing fire truck and related equipment." Motion made by Manasco
Second by Almquist to accept proposed ordinance as read. Roll call
vote-found all in favor. Motion carried, Ordinance 1000 declared
cult' adopted.

Attorney Mansfield referred to the public hearing as to no objection
of allowing automotive and engine repair as an allowable permitted use.
He recommended the passage of the proposed ordinance reading in part:
"An ordinance relating to the zoning ordinance and amending ordinance
No. 893." Motion by Tonn, second by Manasco~to approve ordinance IOQl
as read. Poll call vote indicated. that the ayes being Almquist, hadley,
Hill, Manasco and Tonn. Van Horn nave. By majority in favor, motion
csrried. Ordinance 1001 declared duly adopted.
Councilman. Manasco had given a report on the proposed Rock C~zshing
plant to be located to the north city limits and Bear Creek area.
He advised that approximately 10 trucks a day would be hauling to the
plant if it were allowable. He also advised that his study had.
lead to contacting property owners in the adjacent area.
He related the present opinion of the former objecting property
owners as being in favor of C.C.S.C. proposed as reducing the noise
and dust problem and by restoring the area to a more suitable
appearance by leveling the area and possibly planting trees. He
also commented to the unsightly condition as it appears at present.
The councilman recommended that the City Council should agree to.the
condition as mentioned along with the. 10 year permit as the neighboring
property owners have accepted the conditional proposal. The mayor
and council have expressed their feeling as being the same as
Councilman Manasco in accordance with the proposal.
Correspondence was read by the mayor. A letter from the Department
of Environmental duality dated August 26, 1970 relating to raw
sewage discharge into Bear Creek was read.
Mr. Tucker adi.vsed the mayor and council of a requested easement by
B.C.V.S.A, from the City at the city farm land. This being for the
construction of sewer pipe line. He also advised. that a $25.00
payment from the B.C.V.S.A. would be made and inasmuch that the land
is under lease to the Dunn Bros., should this small payment be given
to the renter? Mr. Tucker and Attorney Mansfield stated that the
agreement has-been drawn up and an ordinance will be ready at the
next meeting. The council instructed the City Attorney to proceed
with the. easement and preparation for required ordinance also for
the expected $25,00 to go to the Dunn Bros.
Mr.,Tucker referred to the last council meeting approval of construction
of housing of power plant and changing the service entrance of power
but no formal approval as to paying the charges and costs from the
General:Gontingency fund. He also advised that other projects at the
Fire Hall have been brought. to his attention, as to reports from
the State Fire Marshall, new fire doors at the pole exit, also
ceiling in boiler room. Discussion on the above items of cost and
priority.

Motion made by i~4anasco, second by Almquist for approving the
constriection of the fire doors not to exceed $50.00 and to pay
the'fire dept. projects of housing the generator and the new service
entrance along with the fire doors from the contingency of the
General fund. F.oll call vote. All in favor, r~7otion carried.
Mr: Tucker informed the council of dog complaints at the city park:
Dogs at large and being a problem to park users. Mr. Tucker spoke
on posting of signs and other areas of control.
Councilman Van Horn stated that the city park was for patrons and
not dogs and favors control. Discussion held and by opinion of the
council a study should be made to determine if a real problem exists
before further action be implimented. The matter being tabled for
further study.
Motion made by Hill, second by Manasco to pay the bills as presented.
All in favor. Motion carried,
