Roll call found: Almqui.st, Hill, Manasco, Van Horn; present. Burton-Zander, Hadley; absent. Also present; Tucker, Tate. Council minutes of the previous meeting were discussed. .-Councilman Manasco said the minutes should be amended on page 2, parp. 3. ~ The sentence reading, "He advised that approximately 10 (additional) trucks a-=day ---". ~ :Councilman Van Horn noted that on page 2,para. 7 the last sentence should read, "Mayor Burton conducted administered the oath of office--". ~ Motion Almquist, second Van Horn to approve the minutes of the previous. meeting as amended. Motion carried. Administrator Tucker reported on the bid opening for the Sewer Cleaning Machine. Bids were opened Sept. 11 at 4:30 p.m. Only two bids were received, and only one bid. as per specifications. Flexible Pipe Tool Company for Flexible Model RPRS-1 base bid $3,271.30 Optional: Hose hangers $ 35.00 Rod Mister $ 75.00 Garbo Rods $ 125.25 Columbia Equipment, Inc. for Champion Model 70-0924LC $4,35o.G0 (bid with continuous rod instead. of sectional) 1 Administrator Tucker recommended the award be made to Flexible Fipe Tool Co. and inclusion of options left to purchasing agent when he meets with the representative. Motion Manasco, second Almquist to award the bid to Flexible Pipe Tool Co. Councilman Van Horn questioned the delivery date. Administrator Tucker said it would be 30 days. All in favor of motion. Motion carried. Noel Moore, W.L. Moore Construction Company, came_~~~fmPe the council to request permission to work extra hours on house construction in the West .Pine Villa Subdivision. He would like to work two nights or not more than three nights per week. He has a carpenter who works for him after 4:00 p.m., when he leaves his other job. Mr. Moore stated he would cooperate with the city, if they had any complaints, he would. not work that late. But he had to work while the weather was good. He felt.-this helped the economy in the area, and would like to build as much as he could before the weather changed.. Arriwould like to keep .his men working. 7~ Chief Sanders told the council he lived. in the area under discussion. The noise had bothered ~iim but he had not complained. City Administrator Tucker read Ordinance No. 3G6, Sec. 68 (E), which states, "The erection, including excavation, demolition, alteration, or repair of any building other than between the hours of 7:OG a.m. and 6:00 p.m., except upon special permit granted by the common council." Mr. Tucker brought up the idea that the school children retire early r_ow, and any late hours on the building might disturb them. Councilman Van Horn recommended the permit be denied. He felt the council would be opening the door to future permits if this one were allowed. He d.id not feel the council should. set a precedence. Councilman Manasco asked Mr. Moore how many houses were being built and how late would he want to work. Mr. Moore stated there was approximately 30 houses to be built in the subdivision, but not all of them at this time, He would. like to work until at least 7:30 p.m. This would not be a full crew, just part of a crew. Councilman. Manasco said he felt that 7:30 p.m, would be a reasonable time to set for a special permit, with the stipulation that it would be revoked if any complaints were made. He did not feel the council would be setting a precedence. Councilman Almquist said a working man has to work late hours sometimes. He does so himself. Councilman Hill felt the council should consider the type of trade. And that this was not a 3.65 day request. This is the living of the men and should be taken into consideration. Chief Sanders felt if the permit was issued, then he could check it out if any complaints were made to him. Motion I~lanasco, second Fiill to approve special permit for W. L, Moore Construction Company to operate in the West Pine Villa Subdivision until 7:3G p,m, unless complaints are made. All in favor. Nioti_on carried. Administrator Tucker gave the council information on the present sewer line service maintenance. A recent ordinance requires the property owner to install a clean-out at the property line, where it meets the line that extends into the street to main sewer. In the past, the property owner has been responsible for the line all the way to the main line. Mr. Tucker said with the new nodding machine, the city could maintain.. these lines from the property owners line to the main sewer line. l . C~ ~.9". The council asked Mr. Capps to give his opinion. He stated that he felt the property owners should continue to maintain their own lines. If the city started maintaining these lines, they would be called at all hours of the night and on week ends to check them.. The property owners would not check their own lines first, but would call the city to check it out. Councilman Manasco questioned who was responsible to inspect the sewer lines when they were installed. He felt if the proper connectiol~s were made and inspections made, some of the problems would be prevented. Councilman I7i11 said something should be included in any maintenance ~ regulations to require that the property owners have their own lines • ~ checked out by a plumber before they call the city crew. ~ Chairman Tonn-told the council that since there seemed to be several ~~ problems invfllved, he would recommend the matter be turned over to the Sewer Committee for further study. Since L.J. Eigham had been chairman of the committee, and has resigned from the council, he would appoint•Councilman P•Ianasco to replace Mr. Bigham as. chairman. The other members are Council,~nan Hadley and Councilman Almquist. Administrator-Tucker read proposed Ordinance No. 1002, this being an ordinance authorizing and directing the Mayor to execute a sewer easement to Bear Creek Valley Sanitary Authority. (refers to interceptor line corssing edge of city owned farm land North of Central Point.) Mr. Tucker reported-that the Dunn Erothers and Neidermeyers have already signed. ?Motion Hill, second Almquist to approve Ordinance No. 1002. Poll call vote. All in favor. Ordinance No. 1002 declared duly adopted. Chairman Tonn-reported that the screening committee has done considerable work on the unterviews for applicants for City Administrator. He said ,they had narrowed 'i.t down to twt~ men, to be considered. Announcement will be made by October 6 meeting or before. Councilman Manasco reported on the Public Hearing on the North Central Point-area zoning relative to the request of Concrete Steel Corp. to operate processing and batch plant. They wish to continue with 10 additional trucks hauling in materials. This would increase the industry. Jackson County Planning Commission closed the hearing for further study. Concrete Steel Corp. is trying to arrange a meeting with the property owners, member of council and themselves to discuss the matter. - .Administrator"Tucker reported. that the city will probably be able to work out normal home building at this-time. Some incorrect information had been received in Portland, which may have caused the letter to Central Point, from Department of Environmental Quality en Sept. 11. Administrator Tucker said no word has been received from Slurry Seal. ~:~- Chef Sanders repcrted that his new record 'system is progressing very well, and invited anyone who was interested to come and see it. Councilman Van Horn asked if the bike rack was being taken care of for the Library,, NIr. Tucker said it was on order. Mr. Tucker told the council the-s would. probably be the last meeting in this room. The new council rrom, in the former library, should be ready by next meeting.
