Roll call found: Hadley, Hill, Manasco, Van Horn; present. Absent: Almquist and Burton. Also present: Tate,, Tucker, Zander, Sanders and Corliss. Minutes of the October 6 meeting were discussed. Councilman Van Horn asked for a correction on page k, para. 7: "The union I was with at that time, i.f you quit at the time you lost your vacation." 7:36 p.m. Mayor Burton presided. With no_further amendments_to the minutes a_ motion was made by -Van Horn, second by Hill to approve the minutes as corrected. Alb in favor. Motion carried. . Mayor, Burton called the public hearing as scheduled on the renaming of a portion of Rachel Drive. Administrator Tucker described the purpose of this proposal and also the certain area to be considered in the change. At this time Mayor Burton called for any questions from the attending citizens regarding this proposal. By no indication of concern of the attending persons, Mayor Burton asked for a motion on the proposed ordinance reading in part: "An ordinance renaming a portion of Rachel Drive to Strait Way and ordering the delivery of copies thereof as required by ORS 227,120,-and declaring an emergency." Motion made by Tonn, second by Van Horn to adopt the ordinance as read. Roll call found all in favor. Motion carried. Ordinance 1005 declared duly adopted. City. Administrator Tucker read proposed. ordinance. An ordinance relating to trespass, amending ordinance No. 306 and providing penalties. With discussion held, Chief Sanders advised. that this additional law ~touldaact as a most valuable tool in, controlling traffic about our school grounds, keeping undersireabl persons from associating with students. He further advised that such areas will be properly posted. Motion-made by Hill, second by Tonn to_ approve proposed ordinance as read. boll call vote, all in favor. Motion carried. Ordinance 1006 declared duly adopted. . City Administrator Tucker read and explained proposed ordinance and reading in part: "An ordinance authorizing and directing the Mayor to execute a swwer easement as described therein." As no questions to the proposed ordinance, motion was made by Manasco, second by Hadley to adopt the proposed ordinance as read.. Roll, call vote found all in favor. Motion carried. Ordinance 1007 declared. duly adopted. Councilman Hill read the Administrative report of a meeting held October 8, 1970, 8:00 p.m., city hall bldg. The report relating to '"Employee's Vacation". After a lengthy discussion and explanation, Councilman Van Horn asked for a change of a word in para. 4, first sentence - "vacation time earned for the prior year". Councilman Manasco also felt that this should be changed from the word "a~ to "the". Motion was made by Manasco, second by Tonn to adopt the proposed vacation and holiday policy for the City as presented by the ~' administrative committee with corrections as requested. (Refer to ` Committee report for document). Roll call vote, All in favor. Motion carried. Councilman Manasco read sewer policy committee report that was held on Oct. 8, 1970, 8:1+5 p.m.,. city hall bldg. The councilman read recommendations of proposals on "clean-outs" and also pointed out certain facotrs in areas of the home owner's responsibility as in city Charter article VII, Sec. 9. It was the opinion of the council that Mr. Tucker consult with the City Attorney for the legal opinion. Mr. Tucker spoke on this issue that of some cities he contacted, having similar policies of servicing sewer lines are wanting to withdraw from the services rendered. The proposal of the sewer committee was tabled for further study and for legal opinion of Mr. Mansfield, city attorney. Councilman Manasco spoke on the North Central Point zoning relating to the proposed rock crushing operation on Bsar Creek. He referred to past meetings with Jackson County Planning Commission and the latest report being that a meeting is scheduled with the county commissioners. Results are expected and a conditional use permit is anticipated for the operation. Councilman Manasco reported on the recent meeting of the R.V,C.G. He stressed the importance of comprehensive planning of both counties. The mayor and council extended the congratulations on behalf of the city to Councilman Manasco as the newly elected chairman of the council of governments. Chief DeArmond attend the League meeting Nov. 8, a, 10 at Portland. Discussion held. Expenses were studied and limited amount being budgeted for this was considered. It was the feeling of the council that only the one member of the Fire Dept. attend the school. It wash. also suggested that the newly elected mayor and councilmen should try and attend the league meeting. At this time Administrator Tucker asked the mayor and council as to how long the City wanted him to remain with the city as Mr. Hutton will be starting the first of November, as the new city administrator. In discussion~it was recommended that NIr. Tucker stay with the city for the first-half of November and for the portion of wages to be paid from the, contingency fund. . A motion by Manasco, second by Hill that the city administrator remain employed for the first half of November with payment from the contingency fund. With all in favor, motion carried. 1 ~~ ~;~ Mr. Tucker advised the council that the City Hall has three typewriters used by the clerks. Both he and the Recorder have been using ~iheir - own in the past. and that Zander had taken his personal typewriter home. Discussion was held regarding possible rental and also purchase price. It taas suggested that Mr. Tucker further the study. Motion made by Hill, second by Van Horn to cancil the Nov. 3rd meeting and to adjourn to the next meeting November 9, 1970, 530 p.m. With all in favor, motion carried.
