Central Point, Oregon 730 p.m.
The common council met in the continuance of the last adjourned
meeting of November 9 with Mayor.Burton presiding. Mayor Burton
asked for roll call and found to be present: Hadley, Hill, Manasco,
Bonn and Van Horn Absent: Almquist. Also present: Mansfield,
Hutton, Zander, Higinbotham, Sanders and Capps.
At 7:34 p.m. councilman Almquist arrived.
Minutes of the October 20 and November 9 meetings were read.
Motion made by Hadley, second by Almquist to approve the minutes
of October 20 acid November a as read. With all in favor, motion
carried.
Mayor Burton asked for any business f~som the floor, from the attending
citizens. He further asked for any correspondence to be read. 4Jith
no indication of either,. he continued to the next issue on the agenda,
the proposed ordinance relating to sewer line maintenance.
City Administrator Hutton spoke of possible problems and liabilities
the City should be aware of before going-into this public service.
He stressed the fact of certain improvements at property lines -
such as trees, shrubs, etc, and other obstructions could become a
problem and liability when installing these clean-outs. He recommended
that this proposal be tabled for further study.
Councilman Manasco referred to the Sewer Committee study and reasons
for this recommendation. He stated that there are certain responsibilities
of this body for the general public of Central Point. He advised of
the many hours that the committee had worked in conducting the study
and that the council had tenatively approved the presented plan at
one time. He further recommended for the council to give full support
for this proposal as presented at this time. Further discussion
on the issue presented the matter to be talled for further study
with the Sewer Committee, City Administrator and Mr. Capps.
At this time Mayor Burton referred to the proposed "Supplement
Agreement with Bear Creek Valley_Sanitary Authority." Cities of
Phoenix and Medford and Jackson bounty. Attorney Mansfield spoke of
the proposal and recommended that it be deferred for the present
time, as he wanted to meet with the City Engineer and with Mr. Hutton
to study the entire contents of the agreement. He advised that a
meeting will be scheduled November 25 at a luncheon with Townley
and Hutton.
Mayor Burton referred to the easement from the Archdiocese of Portland
in Oregon for sanitary sewer purposes. Discussion and explanation
by the council and Mr. Mansfield. Motion by Hill, second by Manasco
to accept the easement dated October 30, 1970. in which the Archdiocese
of Portland in Oregon is grantor and the City of Central Point is grantee
is hereby accepted by the City of Central Point and the staff is
instructed to record the same, subject to the approval of the
description by the City Fngineer. With all in favor, motion carried.
City Administrator Hutton presented the Auditor's report of Central
Point of July 1'b9 to Jura 30'70. Councilman Van Horn referred to
page 5 to Receipts of Refund of Motor Fuel Tax. He advised that
this expected revenue has not been~.~,~p~lied for. He also commented
that according to a report that the City Recorder failed to apply
for a given reason of "He didn't have the time". Recorder Zander
stated that he was cold about some of the above information such as
couldn't find time to file. Zander stated that this reason given
applied to another area. (Bigham St. assessrrients.) However, if any
~ such money is•available to Central Point, there will be ample time
~ to do so. Zander advised that he will look into the situation
~ according to information of councilman Van Horn.

~ The monthly bills were discussed before approval and Councilman
~ Manasco questioned the statement from Bryce Townley, City Engineer
• for professional service on alley construction between 1st and 2nd
St"reefs, rear~of the U.S. Nat'l Bank. At this time the council
directed Mr. Hutton to investigate the Bryce Townley statement
before approval. Motion made by Manasco, second by Hill to hold
the billing of Townley Engineering. With all in favor, motion carried.
Councilman Manasco referred to the statement of the Medford W ter
System; how the Medford Water Dept. bills Central Point when it has
been known that the main meter has been out of service. Discussion
held relating~to surplus water also to our agreement with Medford
' Water .Dept. Motion made by Manasco, second by Hill to pay the bills
for the exception of the one presented by Bryce Townley on alley
construction behind the bank building. With all in favor, motion
carried.

~°'~ On Committee Reports, Councilman Manasco reported on the Rogue Valley
~ Council of Governments. In his report.. he mentioned the city has
~ received $815.4 in the Law Enforcement program in the. past year,

~ He also reminded that we have not applied for any Federal Funds for
this coming year and it could well be that we may lone our share.
Councilman Hadley praised the Chairman of the R.V.C.G. for his
efforts on working and trying to regain the membership of Josephine
County back to the R.V.C.G.
City Administrator Hutton referred to the City of Central' Point and
City of Medford, water and sewer agreements and rates related. He
advised that he received a letter from Bob Lee, City water Dept.
director and spoke of the increase of water rates of 13~ beginning
the first ~of the year. During the discussion, Attorney Mansfield
ds:scribed our agreement as being unilateral and could be challanged
to its validity.
Mr. Hutton referred to the B.C.V.S.A. agreement billing as being
rather difficult to explain as how they arrived at these large
sums of the Central Point share each month. He further stated. as
"How do we know" whats being done and how do they arrive at these
figures. We started biattat 1~.2¢ per M.C.F. and now its up to 10.5¢.
Councilman Hill stated that after the sewer project is complete, we
will have a rate committee and the above rates would no longer apply.
Mr. Hutton advised that we should receive a cost accounting from
Medford on the sewer treatment for further study. Councilman Manasco
recommended that Mr. Hutton secure a cost accounting from the Medford
S-ewer dept. The council acknowledged that this should be done. .
Mr. Hutton advised that the notice of bids with specs on~;.a new police
vehicle has been prepared and that bids shall be in no later than
December 15, 1970 at 4:00 p.m.
Specifications for the fire truck-pumper were discussed. A 1250
gallon pumper with diesel engine was recommended by Fire Chief
Higinbotham and also by Mr. Hutton. Operating cost and safety was
.stressed as being a reason for the diesel powered unit. Further
discussion by hTr. Hutton and the council was held and decided that
specs be prepared. for both the gasoline and diesel powered units
for bidding.

Mr. Hutton stated that by all indications he received, there could be
a 5 to 10~ increase after the first of the year. He stressed that
we should have bids in our hands prior to the new year to avoid
the proposed increase of cost. The mayor and council agreed to Mr.
Hutton's recommendation. Mr. Mansfield advised that interest rates
have been on a decline and this could be to our advantage. However,
he could have the legal work ready to go well ahead of the f'ir.st ni'
the year as recommended.
Councilman Manasco stated that he received a phone call from Mrs.
Willie German, subdivider of Pine Crest Subdivision, and was wanting
the City to accept the sewer system. He further. stated that a
pressure test was made and that public works supt. Capps was satisfied
with the results. It was the council's understanding for Mrs. German
wanting the City to accept the system was for permission to tie the
two existing homes to this service. Discussion on the issue.
Motion made by Manasco, second by Almquist "that this sewer project
be accepted for allowing the two existing residences to connect
to the lines." With all in favor, motion carried.
P~4r. Hutton spoke on proposed storm sewer. drain projects and the
additional money needed to do the critical area at Amy and Haskell
area, also N. 5th St. and Mazama St. Discussion held on the issue
and suggestion made for a further study, with the sewer committee
and their report.
There being no further business, a motion was made by Almquist, second
by Hadley Ito adjourn the meeting to the next regular meeting or to the
call of the mayor. Motion carried. Meeting adjourned. 9:50 p.m.
