HomeMy WebLinkAboutCM120170'9 City Hall 250 E. Pine St. ~ - December 1, 1970 Central Foint, Oregon 7:30 p.m. the common council met in regular session with Mayor Burton presiding. Roll call found present: Hadley, Hill, Tonn and Van Horn. Absent: Almquist and Manasco._ Also present: Manasco, Hutton, Zander, Sanders and Capps. - - Minutes of the November 2L~ meeting were read. Councilman Van Horn stated that on page 2, para. 2 and referring to Zander's statement: "There will be ample time to do so". It was recommended that i.t ~ should read as: "That it would be looked into ". ~ ~ - ~ 734 p.m. C ouncilman Almquist arrived. With no further question or correction to the minutes, a motion was made by Van Horn, second by ~ Almquist to approve the minutes as corrected. All in favor. Motion ~ carried.: At this time A4ayo.r Burton called. for any business from the floor, Mr. Farl Kelly, X61 Oak St., was recognized and heard. Mr. Kelley stated that he hhd many things to bring about and it would take considerable time to do so. He also wanted to know if he should hold off with his problems until. after the first of the year and for the new council to hear it. Mayor Burton advised that this is the time and place to be heard or he may wait if he wished. ' Mr. Kelley stated that he had a request and also a complaint. The request being: remove the stop sign from Bigham and Oak St., as a very low percentage of motorists stgp there and the ones that do stop shine their lights into his living room window. The complaint being: the street light being of a low voltage and is inadequate at this time, Mr. Hutton described the area of Mr. Kelley's residence at the city map and a discussion was held on the stop sign. Mr. Hutton advised that the light in question is scheduled for an increase of density according to Pacific Power & Light Co. During a general discussion it was suggested to Mr. Kelley that Mr. Hutton could be of service and assistance to him on most of the problems, and if he wished he could bring all of his questions before the mayor and council at any time. Nr. Kelley agreed that he would see more of Mr. Hutton in the future. He mentioned that sand and gravel-appears in his plumbing and water lines. Also that w~,tES~ ~aass2'~ ~tr~$~~~•odo~^~^m~stlof the time. 1`~ir. Capps stated that it is possible that sand. co~.ald appear in the Kelley water line as it is a dead end service. Capps further stated that water samples are taken at various times and places of our water system and reported to the State Board of Health for testing. These tests have always shown a high quality of water. 1 ~9 Mr. Charles Sinyard, representing Pine Street Shell, was recognized by the mayor to be heard. Mr. Sinyard. referred to the last. council. meeting as some mention to the City being dissatisfied with his service during a. major fire of last September. IIe referred to the service station closing at 7:00 p.m, and the Fire Dept. operating on a gasoline shortage. He further advised that he filled a drum for the Fire Dept. and told a member of the Dept. that if additional gas and oil is needed he would return to the station.. During the discussion it was suggested. that Mr. Hutton meet with AIr. Sinyard and the Fire Chief to negotiate the indifference a.s reported. At B:OG p.m, councilman Uan Horn excused himself from the meeting. At this portion of the meeting City Administrator Hutton briefed the mayor and council on the sanitary sewer line blockage on S. Lath St, between Bush and Grand Ave. He.further stated that on the - - night of November 25 the city crew were advised. that this line was causing problems. On the morning of November 26 extensive effort was made to restore sewer service. Mr. Hutton advised that the city public works dept. and their equipment was unsuccessful, therefore the City of Medford sewer dept. was called to assist. Many problems were incurred, .such as broken bits, etc, The latest development in clearing the obstruction is removing the old line that is deteriorating, and suggested that the present 8" be replaced with a 10", The hazardous condition involved in the project has become a problem with our crew doing the work; not having the proper equipment and knowledge of such a major operation. It was recommended that a construction contractor be hired. Mr. Hutton said that he has one in mind that indicated interest in doing the job. Perhaps on December 7 and would also . check further on getting other interested firms on submitting a bid. He declared this -to be a,n emergency and is directing all effort in clearing the sanitation and traffic problem at its earliest time possible. Councilman Hadley advised that we explore all fields of bids on this job. Mayor Burton suggested that we wait until Monday, Dec. 7 for, the .interested contractor to give us his report. Mr. Hutton reported that the Bryce Townley bill has been taken to the U.S. P1at~1 Bank, C.P. Branch for their consi-deration of payment. The proposed ordinance on Sewer Line Maintenance was tailed. I~Ir. Hutton advised that Mr. Townley, City Engineer, is preparing background material on the Bear-Creek Valley Sanitary.Authority agreement relating. to the Central Point share of cost, etc. I~Ir. Hutton spoke on the easements needed for our storm sewer drainage and that things are at a stand off. He advised that. we must think of both possible ways to go such as permission of easements or by condemnation, the later perhaps costly. Persons holding property of concern being the Yocum and the Carter Lewis of Spokane,-Wash. b`~- Councilman Hill noted that the bill for the sewer rodder is being presented for payment. He also asked Vern Capps if he was satisfied, with the machine.- Capps replied that he was. Councilman Hill also recommended. to hold the bill from Bear Creek Valley Sanitary Auth. for-further study before approval. Mr. Hutton advised that Pglice Chief Sanders recommended a step type raise for a member of his dept. He also stated that the_ unexpended balance is the budgeted item, would allow a $25.00 raise. This would be from the present 4588.00 per mo. to X613.00. Discussion on the issue was lengthy and tabled for further council action. Tlo decision at this time. Motion made by Hadley, second by Hill to pay the bills as presented Q for the exception of two: Bear Creek Valley Sanitary Auth. for ''°~ further information and to withdraw the $10.00 bill to Dept. of ~' Motor Vehicles - Drivers Lic. Div. With all in favor, motion carried. V There being no further business, a motion was made by Almqui.st; second by Tonn to adjourn the meeting to the next regular meeting or to the call-of the mayor. With all in favor, motion carried.
