Roll call found present: Almquist, Hadley, Hamer, Lance, j Marasco and VanHorn. Also present being Hutton, Zander, Sanders, ', Higinbotham and Capps. Minutes_of the January 5th meeting were read. No questions. Motion made by Almquist, second by Hamer to approve the. minutes as read. All in favor. Motion carried. _ ~II~I ~; Mayor Offutt called for any new business from the floor. Mr. George ~~ Harris,., 520 N. Front St. ,. Central Point, advised that his Auto '-`°' i Wrecking license for 1971 are up for renewal and would appreciate ~j if the council would consider endorsement for the 1971 wrecking license. Discussion held on the issue of the appearence surrounding the wrecking yard. It was mentioned that extensive c-lean-up has ~, taken place during the past six months. Motion made by_VanHorn,~ second. by Hadley that the Auto Wrecking license be renewed with. the stipulation that the imp~svvement continue. With all in favor, motion carried. _I~ Mr. Fdward Bassett, 106 Rachel Dr. reports that the contractors at the West Pine Villa subdivision are causing mud and other waste to become a problem on the streets within the subdivision. He also mentioned that the workmen~s vehicles and equipment used in the home building operation are parked on the wrong side of the streets and at times blocking the flow of traffic. Chief Sanders agreed to the _ condition of the streets. Discussion held. Councilman Van Horn ~ (street committee chairman) advised that he will make the inspectionw to determine the seriousness of the complaint and will report to ~ the Street Committee. Councilman Marasco reports that nothing further has developed in studies of~the Medford~Water and Sewer rates at this time, however a meeting is scheduled to discuss the rates, etc. at the Mana.sco residence on Jan. 21st. The meeting is to be an informational type discussion and a preparation for the Medford Water Commission. meeting to be held at City Hall on Jan. 26th. Motion made by Almquist, second by Van Horn to table the rate study at this time, All in favor. Motion carried. Councilman Marasco reports that certin changes are needed in the proposed ordinance on Sewer Line Maintenance. This relates to charges of installation and perhaps should be ~~actual costs~~ as to a specific amount. Discussion held and recommended to be referred back to the committee for further study. ~` City Administrator Hutton presented proposed ordinance and recommended.i its pagsage. Same reading in part: An ordinance relating to jury trials and amending ordinance no. 858. Discussion held. Motion made by Hamer, second by Marasco to adopt proposed ordinance as read. Roll call vote. A11 in favor. Motion carried. Ordinance no. 1011°~~ declared duly adopted. Counai.lman Marasco advised that he attended a meeting with the Jackson County Court related to the rock processing operation on Bear Creek. He advised that the County Court recommended that Concrete Steel Corp. be allowed to complete its present operation and upon its completion it must be located elsewhere. This recom- mendation is being forwarded to the Planning Commission of Jackson County for their final action. Mr. Hutton report that two "Fire truck bond issue bids" had bean received and opened at k:OO p.m. this date. Mr. Hutton reading to the council both the U.S. Natal and the First Natal Bank bids. It was noted that the First NatTl Bank bid be a low of thefUtwo received and indicating the interest rate. on the $1,2,000.00 at 4.23.54• U.S. Natal Bank having entered their interest on the above amount. at 4.29.79. At this time Mr. Hutton presented the proposed resolution and recommended its passage. Resolution reading in part: "Resolution accepting the bid of First National Bank of Oregon for bonds offered pursuant to Ordinance No. 1010.~'~Motion made by Van Morn, second by Hadley to adopt resolution as read. Roll call vote. All in favor. Motion carried.. .Resolution No. 160 declared duly adopted.. City Administrator Hutton proposed time and place for regular council meetings for the mayor and councils consideration. Discussion held. Motion made by Marasco, second by Almquist to retain the same schedule as in the past of the~time and place of"the regular council meetings. With all in favor, motion carried. Councilman Marasco presented a complaint of "nuisance" caused by dogs at the Richard Tv~looten residence, 212 Windsor Way. He advised that on January 16th he received a call from a Mrs. Steve Elko, 210 Windsor Way, Central Point, complaining of dogs in the neighbor- hood creating a serious problem. He further stated that his visit to both the complaining party and the Wooten residence lead him to believe that a violation of city ordinance,-"nuisance" #L~Ja.3, sec. 34A on dog control and Ordinance'817, sec. 6 concerning odor .would both apply to the noted situation. The Councilmen asked if anyone was present to discuss the problem further that lives within the area. Mr. Lloyd Albern and Eddie Mathern, both agreed that the situation has become a serious problem with the barking and also the doge waste condition. Mrs. Elko described the problem as.a kennel-and many dogs at various times, however at present only four or five dogs are kept. 1 ®,;. Discussion was held and the council advised that the city has legisl.,ation relating to dog control also the nuisance problem if any. Lt was the councils feeling that the city attorney should further. the investigation on the reported complaint. Motion .made by Marasco, second~~by Hamer that the city attorney proceed. with his investigation and prosecution if necessary. With all in favor, motion carried. Mr. Hutton advised the mayor and council that application has been made with the State Highiray Division for funds for Pine Street construction repair. He emphasized that this would-give the state highway commission time and figures in preparing their budget prior to the July 1st deadline for such funding. At this. time Mayor Offutt advised that presented bills should be considered for approval. Councilman Marasco questioned a bill '~`' from Fir.Crest Co. for 61.39. $ Hutton stated that this was for uniforms for the Fire Dept. Discussion held on the attorney James Wilson bill for $25.00 and Flexible Pipe and Tool Co. Hutton exp7:a,ned both and advised payment.
