The common council met in regular session with Mayor Reno Offutt
presiding.
Roll call .found: -present;. Almquist,.Hadley, Hamer, Lance, Manasco
and Van Horn.. Absent: none.
Also present: ..Hutton, Zander, Tate, Sander-s and Higinbotham. Absent;
Mansfield.
Minutes of the February 2, 1971'meeting~were continued to the next
meeting for approval. Recorder Zander advised that the minutes of
the February 2, 1971 meeting were late~.due to personnel shortage of
Clerk Frances Bessey being. on extended leave,. Mr. Hutton advised
that Attorney Mansfield has been .admitted to the hospital aril will
not be at the meeting..
Mayor Offutt called for any business from the floor. Mrs. Willie
Germann, 1686 Scenic Ave., Central Point, was recognized by the Mayor.
Mrs. Germann spoke on the Pine Crest subdivision and the agreement'
between the City relating to the complete improvements .before the.City
would accept-the subdivision. Mrs. Germanri stated that due to the
winter conditions, the contractor was unable to continue on the street
construction, but must meet a-May 1st, 1971 deadline: At this time
a request wasmmade for allowing building permits for construction of
dwellings within the subdivision. Mr. Hutton advised that if surety
6f completion was given such as a bond in the event of arty problems,
he could see no reason for not going ahead with the building program.
Discussion was held and a~motion was made by Manasco, second by Hamer
that Mrs. Germann proceed with the request through the City Administrator
City Attorney and Equitable Savings & Loan for "Assurance of._Completion"
of public improvements of the subdivision with no action to be taken
until approved by the council. Roll call vote; .all in favor. Motion
carried. It was mentioned that if all concerned parties could come
to agreement that it could be acted upon at a February 19, 1971,
5:00 p.m. special meeting.
City Administrator Hutton presented a proposed Resolution relating to:
Application for State Highway Commission Construction funds for City
street improvements. Motion was made by Hamer, second by Almquist
to adopt proposed resolution as requested. Roll call vote. All in
favor. Motion carried. Resolution No. 161 declared duly adopted.
Mr. Hutton further advised that a State Highway Engineer will be
available to meet with the mayor and council to answer any questions
concerning the construction project.
Councilman Manasco asked if the City had received any gasoline fuel
tax and if so, how much. Recorder Zander advised that over $900.00
had been received approximately one month ago.
The Water Committee meeting was discussed and tentatively set for
7:30 p.m. at the Manasco residence February 2k, 1971.

Mayor Offutt called for new business from the Committee Chairmen. Council-
man Hadley referred to the sale of the fire ladder truck and also the
small G.M.C. grass fire truck.- He advised that both of these trucks
are non-rated and recommends disposal. Fire Chief Higinbotham spoke
on purchasing a one ton truck and salvaging the.pump from the ladder
truck and-having it mounted on the ani~icipated light pumper truck.
(Thia would be a similar type as the one on the Central Point R.F.D. ).
Lengthy-:discussion and varied opinions on the issue.- Insurance rating
and estimates of new vehicles, etc. was discussed. Mr. Hutton advised
that if the City should consider the sale of any fire equipment,.it'
should be by a sealed bid system, with reservations. Councilman Manasco
referred to the present budget and the proposed coming years budget
in the area of Capital Outlay. Fire Chief .advised that it appeared
that it would be nearly the same. He further advised that the City
® should have a guarantee. by letter as to what effect another truck
~ would have, rating wise and also setting out what items would be
c~ needed on,thi.s proposed .truck to have it rated. He also stated.
~ ~ that he would like to see the proceeds of any sale go into the
V Sinking Fund.

Councilman Manasco proposed that we get a letter of assurance.fr,om
the rating burear spelling out requirements and what rating can be
expected. Until this assurance can be obtained, the money from any
sale should go into the Sinking Fund., Almquist moved that we accept
the proposal; second by Hadley. Roll call vote. Those in favor
being Almquist, Hadley, Hamer and Lance. Both.Manasco and Van Horn
abstained from the vote. Majority in favor; motion carried.
Councilman Manasco commented to the Police Activity Report as showing
a 100 increase. Police Chief Sanders advised that this is not a
crime rate increase but only activity such as cases of all types
including services rendered. The Chief commented on the accident
rate being down perhaps due to the strict traffic enforcement.
Mayor Offutt recommended that Harry Tonn be appointed to the budget
committee, to fill the required.? member membership. All councilmen ..
agreed to the recommendation.
It was announced that a joint meeting is scheduled for February 18,
City Ha11 building, with the Central Point Planning Commissions
and the Jackson County Planning Commission. Mayor Offutt urged
interested persons to attend.
Mr. Hutton advised that this council shall adjourn to a 5:00 p.m.
special meeting on Feburary 19, 1971 at city hall for the consideration
of a bid opening on Fire Truck Sale of Bonds.
Mr, Hutton presented bills to be paid and approval of same. He also
referred to one other that shall be questioned and does not recommend
payment as presented. He described the bill as from the Medford
Water Commission in the amounn of $2,811.85. He"advised that we are
.being charged for the minimum amount of water and the City has fallen
extremely short of the amount used. Hutton stressed that we should

only pay for-what water we consume. A lengthy discussion was held
and Councilman Manasco stated that our present agreement compels .us
to pay the charge and until we have other terms of contract, he
suggested to pay this bill. He also advised for-this council not
to jeopardize our negotiations with the Medford Water Commission.
He further stated that we have a scheduled meeting with Mr. Bob
Lee, Medford-Water Commission manager for further dealings. Councilman
Lance also suggested that Central Point pay the~'water bill ~ as
presented.- "I feel that we are obligated to do so according to our
agreement".
Mr. Hutton advised that the sewage treatment bill to be paid is for
more than-our remaining fund allows. Theā¢bill is for $1,698.20 and
our unexpended .,balance being $269.98. ~3iscussion was held and a motion
was made by Manasco, second by Almquist that the sewage treatment
bill be paid from the contingency fund and also from construction
of the sewer fund budget. Roll call. All in favor and motion carried.
A motion was made by Hadley and second by Almquist to pay the bills
as presented. All in favor. Motion carried.
Mayor Reno Offutt adjourned the meeting to February l9, 1971 at
5:00 p.m., city hall building.- All were in favor.
