Central Point, Oregon 7:30 p.m. The common council met in regular session with Mayor Reno Offutt presiding, Roll- call found present: Almquist, Hadley and Harper. Absent: Lance, Manasco and Van Horn. Also present: Hutton, Zander, Tate, Higinbotham, and Sanders. Mayor Offutt recessed the meeting awaiting the presence of Councilman r Lance before going ahead with any official business. At this time City Administrator Hutton introduced Mr. Oscar Norberg, Engineer of State Highway Division and spoke on Pine Street "improvement.. Mr. Norberg had given his estimate of total cost from Front S't. to~ 6th St. as a roximatel $60.00 ~ Pp y per foot. He spoke on special pity ~ allotments for small citiesd street improvement. He further mentioned ~ that the estimated cost for the entire construction job would be in the area"of $107,000.00 from Front ~0 6th St. and $175,000,OO~from Front to 10th St. 7:40 p.m. Councilman Lance arrived and the meeting was called to order. Mr. Norberg advised that the County Court are controllers of Federal funds on all Federal secondary roads for maintenance and construction, and would advise for Central Point to contact Jackson County to determine if and how much the City could realize of the Federal money _ for the street improvement. Mr. Hutton advised to allow the application to ride until further study of the funding i.s made. Motion made by Almquist, second by Hadley to let the City application ride with the State Highway Dept. and have City Administrator contact the County to further the program. All in. favor, motion carried. Mayor Offutt thanked Mr. Norberg on behalf of the City for appearing and giving his time to the city in all effort to a.mprove Pine St: Mayor Offutt referred to the minutes ~f March 2; 1971 for study and.. consideration. No questions. Motion made by Hadley, second by Lance to accept the minutes as read. All ~.n favor. Motion carried. Mayor Offutt referred to old business concerning City of Central Point and City of Medford water commission agreement. He advised that no further changes in our water rates knave resulted with a previous meeting. However, he suggested that the City Mayor and Council meet with the Medford Water Commission for further cons~ch3ra~.inrA for a new agreement. __ Councilman :Lance advised that he and Councilman Manasco have discussed ~ future meeting and recommended a letter of such be drafted to Mr., Lee setting up a date for meeting and for negotiating new terms to our present agreement. Hutton advised that the letter should stabe the rake and minimum structure. Motion made by Hamer, second by Almquist for- a letter to the Medford Water Commission in setting a meeting for a time .and place to negotiate. new water rates. With all in favor, motion carried.. Mayor Offutt called for new business either from the table or from the attending citizens. Mr. Hutton introduced Mr. Robert Cochran, realator, contractor and developer. Mr. Cochran spoke in reference to .the Howard Cooper building on N. Front St. as to any indication of a possible zone change. He further advised that a White City Corp. is interested in buying.the property if allowed Steel Fabrication in. the area. Present zone being M-1 and would not allow such activity. He emphasized the assets to Central. Point for this possible industry. It was the feeling of the mayor and council that consideration for a change of zone would apply and formal application should be made with the Planning Commission for further considdration. Mr. Edward Bassett, Rachel Dr., reports that traffic signs are needed in the West Pine Villa subdivision as many children are pla~~er~g in and about the streets. He reported of.the fast traffic during the evening hours. Discussion. held. Chief Sanders advised that a citizen citation also proves most effective if any citizen cares to enforce a specific aggravated incident.. The mayor and council supported Chief Sanders in writing of cit2.~ions from the Chief's residence during his off duty hours. The mayor . and council recognized. that a sign shall be placed. in the area of West Pine Villa, with proper wording. Mr. Jim McBee and Ed Holley, 449 N. Central Valley Dr., advised. the council of their proposed wishes in a restaurant and beverage serving license (Class B) to be located on S. lst St. adjacent to the Western Auto bldg. The council's consideration for the liquor license is being requested at this time. Discussion was held concerning location, zoning, etc. Nr. McBee advised that the application for this license would need approval before construction could start. It was the mayor and council's feeling that more study should be applied before making any committment of approval or disapproval. Issue was tabled to next meeting for further study. 1 '~ ~.: Mr. Hutton advised the council that Mr. Lloyd Criswell, 107 Vincent, - has filed application for a variance of building ordinance on fence code. The variance asked for was permission for a Wagon Wheel fence around the property and exceeding the three 'foot front yard maximum height. Discussion held regarding the investment and appearance; --~ also the approximate 8" over the regulation. Motion made by Almquist, second by Hadley to grant the variance as requested.. All in favor. Motion carried. ~~~ .~ Cad L.,? Mr. Hutt on -presented "Certificate of Records authorized to be destroyed" as many old records are taking up valuable space. Discussion held. Motion made by Hamer, second by Almquist that the request be granted to allow the disposal of the old records as listed, and according to the ordinance regulating the destruction. With all in favor, motion carried. Mr. Hutton presented the bills to be paid. He also reminded that the Medford Water bill for the months of January and February is ~5,623.7o and. only wants to bring it to the attention of the council. Discussion held. Motion made by Hamer, second by Almquist to table the Medford Water Commission bill.until the next meeting. Roll call vote. Albin favor. Motion carried. Motion made by Hadley, second by Lance to pay the bills as presented except the water bill. All in favor.
