The regular meeting of the Common Council of the City of Central Point,
Oregon was held in the City Hall Council.Charnbers on Tuesday May 18, 1971
at 7:30 PM. Mayor A. D. Van Horn presiding.
Roll Call; Present: .Council members Almquist, Hadley, Hamer, Lance,
Manasco and Mayor A,D. Van Horn, City Attorney Mansfield, City Engineer
Townley and City Administrator Hutton.
Absent: none

Minutes of the regular meeting of the common council held May 4, 1971 were
approved as corrected. The following corrections to these minutes were
approved:
1. Page 2, para. 6 - Add - Fire Chief also assured the council that
th.e proposed .new grass fire truck would receive full rating from the fire
rating bureau after the-truck has been completely assembled and tested.
2. Page 4, para. 1 - ADD - The reasonable burning charges incurred
by the City in clearing the property at 444 North 1st Street if not pay-
able by Mrs. Grigsby would then become a lien against the property at
the time of the sale.
3. Page 3, para. 8 - Correction to show that the City Administrator
wished to hire Mrs. Bessey~s replacement as soon as possible instead of
the reading that Mrs. Bessey wished to hire, her replacement.
Mayor Van Horn read a communication from. the Central Point Presbyterian
Church inviting the Council to the dedication ceremonies at 2:30 P,M.,
Sunday June 6, 1971. Councilman Almquist was appointed the council repre-
sentative for the occasion.
Mayor-Van Horn announced the notice of the meeting; of the Regional, Rate
Committee as authorized by the agreement with the Bear Creek Valley Sanitary
Authority to be held Thursday, May 20, 1971 at 7:30 P,M. in Room 338 of
the Medford City Hall.
A letter from the Medford City Manager was read asking for the City's
support to .the request to changing the signing on I-5 approaching Medford
from the north. At the present time these signs read "North Medford" and
it-.is,proposed this be changed to. read "Rogue Valley Highway". City
Administrator Hutton advised that he had been contacted by the. Division
of Highways in Roseburg and they wished a conference on May 26, 1971.
Council support of the request was delayed until the regular meeting to
be-held June 1, 1971 and Medford City Manager was to be informed. of-the
progress of the discussion and the subsequent action that the council
:might take when this matter was next before them..

In calling for new business or communications, Mr. Otto Bohnert presented
himself to the council to discuss the proposed crossing of Jackson Creek
with the water and sewer 1i.nes from the second phase of the West Pine
Villa subdivision (N,A. Mead, developer). He identified himself as a
resident of the valley since 1908 and a farmer in the area affected by
any proposed change in the creek. Mr. Bohnert presented numerous snap-
shots of the area over past seasons showing what results could be expected
should a dam be constructed across the creek. The council and Mr, Bohnert
were made aware that no plans for the crossing had been presented to the
City for its approval and any discussion of the alternatives available
were premature until such was on hand. The Council thanked Mr. Bohnert
for his concern and interest and he was assured that he would be consulted
by the council on future deliberations and also be kept informed of any
progress in this matter. ~''~~
Councilmember Manasco informed the council he planned on being absent
from the City for approximately 5-6 weeks beginning June kth, and Council-
man Hamer indicated he would have his vacation beginning June 6. Mayor
Van Horn announced his scheduling of baseball activities had assumed City
Council Meetings would be held the first and third Tuesday of each month.
Considering all these facts the City Council continued until the meeting
to be held July 20th the matter of adopting an ordinance which would pro-
vide the changing of dates of council meetings to the 2nd and 4th Tuesdays.
Mayor Van Horn then announced the council should consider filling the
vacancy created on the City Council by his appointment as Mayor. The name
of Don Damon was suggested by Councilman Almquist and Mayor Van Horn
suggested Dr. L. L, Rowe, It was considered advisable to interview these
people and any others that the council members might suggest prior to
making a permanent appointment. Tuesday night May 25; 1971 at 8:00 P.I~I.
in the City .Hall office: was suggested as a place, date and time for con-
ducting these interviews with a goal of making the appointment at the
regular meeting of the City Council to be held, June 1, 1971.
Chairman Almquist of the Administrative Committee then reported on the
meeting of interested parties, the applicant, and the Planning Commission
on the application of C. V. Bowers to rezone his property at the corner
of West Pine and Haskell from R-3 Multiple Family residence zone to M-2
Industrial General zone. This meeting was the result of a public hearing
before the City Council on Mr. Bowers' appeal of the~Planning Commission's
denial of the application before that body. After a lengthy discussion
between the Council, City Administrator, City Engineer, City Attorney and
applicant during which all alternatives were explored. Councilman Hamer
made a motion that the C. V. Bowers property at West Pine and Haskell be
rezoned M-2 from :R-3, second by Almquist._ Motion. carried with five affirm-
ative votes.' The City Attorney was instructed to prepare the necessary
amendatory ordinance. It was agreed that a building permit could be
granted prior to the adoption and effective date of the amendatory
ordinance.
An agreement between Mrs.~Lindsay Grigsby and the City providing for
the City elimination of buildings on her property located at 144 North
1st Street in Central Point was presented by the City Administrator and
asking that he be authorized to execute said agreement on behalf of the
City. A motion by Councilman Manasco second by Almquist to grant this

authority was passed with five affirmative votes.
City Attorney Mansfield then presented an ordinance relating to abandoned
vehicles and amending Ordinance No. 886 for adoption. After a complete
discussion of the provisions and on a motion by Councilman Almquist,
second by Councilman Lance, Ordinance. No. 1015 was adopted by five affirm-
ative votes.
An ordinance was presented by the City Attorney" accepting the bid to sell
a motor vehicle as presented by the Internat:tonal Harvester Company. and
authorizing the. Mayor and City Recorder to execute the agreement on
behalf of the City. On a motion by Councilman Hadley, second by Council-
man Lances Ordinance No. 1016 was declared adopted by five affirmative
votes of the Council.
v--i The City Attorney next presented an ordinance relating to Minors in
~ Possession of Alcoholic Beverages, providing penalties and amending
~ Ordinance No. 306 and discussed the provisions in detail. On a motion
~ by Councilman Almquist, second by Councilman Manasco, Ordinance. No. 1017
was declared to be adopted on five affirmative votes by the Council.
An Ordinance relating to the sale of liquor to minors and amending Ordi-
nance No. 306 was presented and discussed. On a motion by Councilman
Hamer and second by CounciLnan Lance, Ordinance No. 1018 was declared
adopted by five affirmative votes of the Council.
The. next ordinance presented for Council consideration was one relating
to-abstruction of streets and amending Ordinance No. 881. The implica-
tion of this proposed legislation was fully discussed and on a motion by
Councilman Manasco, second by Councilman Hamer Ordinance No. 1019 was
declared adopted by five affirmative votes of the Council.
City Administrator Hutton announces a meeting to be held in Corvallis on
May 26, 1971 on "Mobile Homes, Modular Homes, Experimental Housing designs':
This meeting is being conducted by the Cooperative Extension Service
(housing section) and the Forest Products Department of O.S.U. After
some discussion it was concluded that the meeting was perhaps more of a
public relations and sales meeting than an informational meeting and it
was determined that no City official need attend.
City Administrator Hutton presented a verbal report on the inspection of
the 21~",sewer line from Jewett School to the manhole on I-5 opposite the
City sewer pumping plant. 350 feet from Jewett School to the site of a
new manhole to be placed showed a small hairline crack at the top of
the pipe for the full distance. Other than this the pipe was in excellent
shape. From the site of the new manhole in the pasture to the southern-
most manhole on I-5 one accumulation of sewage was noted without any
adverse circumstances and one 3-1~ inch hole was noted and cemented shut.
The pipe was in excellent shape for the full distance of 3~3 feet. The
pipe between the two manholes adjacent to I-5 and running parallel to
I-5 was found to be so plugged with berry vine roots that it was not
possible to run the TV camera. A program of destroying the vines and an
attempt to flush the roots will be undertaken and when the pipe is
sufficiently cleared it will be examined and reported on.

A listing of all the bill-s to be paid was presented and discussed and
the bill from the Medford Water Commission in the amount of $2,811.85.
was removed and ordered not-paid. On a motion by Councilman Hadley,
second by Councilman-Almquist, the remaining bills were ordered paid.
The mayor announced a special executive meeting on water rate negotia-
tions would follow the regular meeting.
There being no further business to come before the Council, the rieeting
was adjourned at 9:50 P.M. on a motion by Councilman Hadley, second by
Councilman Hamer and five affirmative votes of the Council.
