The Gommon Council met in regular session, Mayor A. D. Van Horn presiding.
Roll Call found the following Councilmen present; Almquist,.Hadley, Lance,
and Rowe. Absent; Hamer and Manasco. Also present City Administrator
Hutton, Attorney Mansfield, Recorder Zander, Police Chief Sanders,•Fire
Chief Higinbotham and numerous citizens.
Minutes of June lst Council Meeting were read and discussed. Motion made
by Almquist, second by Hadley to accept the Minutes as read. All in favor
motion carried.
'Mayor Van Horn announced that this portion of the meeting will be the
-~~Public~ Hearing" on the 1971-72 proposed budget. Mr. R. Hutton,- City
Administrator had given a brief summary bf the budget and declared a
balanced budget to be considered.
Mayor Van Horn asked for any comment from the attending citizens on this
issue - M-r. K. C. Wernmark was recognized. He mentioned that the proposed
budget being in the excess of a million dollars and suggested how the City
could. save many tax dollars; "#l. Terminate the City Administrator, #2.
Eliminate the Police Department, #3. Contract our Fire Department to the
Rural Fire District, and #4. Get rid of "Vern"." He fu-rther stated that
fast traffio on north 8th Street is a problem. Logging trucks are using
the 'same street .
Mayor. Van Horn asked for any other comments on the public hearing on the
.proposed budget. With no further questions from the floor, Mr. Hutton
referred t`o certain areas of the budget; Central Dispatching- this being
considered as one step towards upgrading public service. He then referred
to co_r'respondence from the Central. Point Rural Fire Department; announcing
thatthe City Fire Department would be terminated from their dispatching
agreement at the end of June (Refer to letter of Fire Chief W. Anson)..
Mr, Hutton stated that if this budget is approved; Central Dispatching will
be i:mplimented at an early date. He also stressed the importance of passing
the proposed ordinance relating to employee's classification of position,
fixing rates of salaries and compensation, and wages of officers and employees;
with`schedule attached. He further mentioned that the City could approve
the presented budget with reservations of a possible wage adjustment for
the two elected offices held and the office of the City Administrator as
mentioned in the Eudget Report. Discussion held on a possible cost-of-
living increase adjustment on the three positions. At this time Mayor
Van Horn asked for the wishes of the Council. Motion was made by Almquist
second by Lance to approve the proposed budget as presented and-allowing
- possible wage adjustments in the three offices in question of wage adjust-
ment. Roll call vote. All in favor motion carried.
Mayor Van Horn declared that the public hearing is now closed.

Mr. Hutton referred to correspondence from Mr. Harry Elmore requesting
proceedings for annexation of certain property contiguous .to City
Limits on a point next to Freeman Road and bordered by the I-5 Freeway.
Mr. Hutton further stated that the City had the, opt ion of annexation prior
to or after the development of the mobile home complex as proposed. Hutton
mentioned that if annexation was implemented prior to improvements, the
City Building Department would have jurisdiction on enforcement. of Building
Code.. Attorney Mansfield agreed to Mr. Hutton's recommendation. Discuss-
ion held. Motion made by Lance,. second by Hadley that Mr. Hutton proceed
with the preparation and advertisement implementing the proposed annexation
of certain property to the City. Roll-call vote all in favor. Motion
carried. ,
Mr. Ed Bassett, Saxbury Drive, asked if the City had any ordinance on
controlling grass and weed lots. City Attorney Mansfield advised he consult
with Mr. Hutton and. the ordinance in effect covering such conditions would
be read.
Mr. Hutton read correspondence from the l+th of July Festival Committee
Chairman James Anhorn; seeking financial support of $100.00, use of the
Cety Park, and also the closing of portions of certain streets. Discussion
held. It was the opinion of the Mayor-and Council to grant the requests to
Mr. Anhorn, as set out over the past years in supporting the event.
At this time Mr. Hutton advised the Mayor and Council of several property
owners on Freeman Road (outside City Limits) having a sewer line fronting
their property and not being served by sewage service. Mr. Jim Anhorn,
representing his :Mother's property as being interested in having this
service. He mentioned that this line was installed at about 1950 and the
cost of construction was paid by home and land owners of. that area. Dis-
cussion held. Attorney Mansfield advised that the City should not serve
the outside area. with sewer service, and the only other way would be to
annex the property into the City. Mr. Anhorn spoke on any possibility of
withdrawing from the Bear Creek Valley Sanitary Authority bond obligation
and if so,.he would be more than interested to annex`;the property to the
City. Discussion held. The Mayor and Council advised that Attorney Mans-
field, Mr. Hutton, and Jim Anhorn explore the entire area and report back
to the Council at an early meeting.
Mayor Van Horn called for any business from the floor. With no indication
of business, the meeting proceeded to old business.
Mr. Hutton referred to the last meeting on the issue of "Re-signing the
"7 Oaks" off ramp of I-S. He further advised that several persons (both
Medford and Central Point residents) have voiced their objective views to
this change. He also mentioned that some time ago a committee of local
merchants became involved and prevented the sign changing of the same area.
At that time it was believed that it could have some effect in losing
tourist business. Mr. Hutton also stated that Mr. Donald Greaves, owner of
Elk City Market, Medford, presented a signed petition of approximately 20
names opposed to the change. Hutton further advised against any such change

since the additional study. Discussion held. It was the Mayors and
Council'•s opinion to leave the sign for the benefit of our City; "This
being of vital importance to our welfare". The final decision being
"leave `the signs as they are",-and for Mr. Hutton to relay the Councils
opinion,
Mr. Hutton requested Council action to allow the transfers of-various
accounts within the fund of the present budget to balance out the fiscal
year.- Discussion held. Motion made by Lance, second by Almquist to allow
th"e-City Administrator to make the necessary transfers for bookkeeping and
- aud,i~t purpose. Roll call vote. All in favor motion carried.

~ Mr. Hutton advised that street construction in the Pine Crest Subdivision
~ was shut down late Frida P.M,

Mr. Hutton advised that gasoline purchases are now being made at the Time
Oil Station instead of the Pine Street Shell. The transfer was made during
last week and for various reasons,
City Administrator Hutton informed the Mayor and Council of a replica to
our 1971 American La,France Fire Engine being available at a considerable
savings. -He further explained in detail; as this Unit was manufactured
at the same time for the purpose of a demonstrator. He stressed that
approximately $ 7,000.00 could be saved on this Unit; or below the cost of
the truck the City had recently purchased. Trade-in allowance was discussed
on the two older engines; also g~ American LaFrance financing was mentioned
by Mr. Hutton. It was the feeling of the Council that considerable more
study is needed before any consideration for purchase of the additional
fire truck. Issue was tabled for the present time.until Mr. Robert Witten
• (American•LaFrance representative) becomes available for further informa-
tion. Mr. Chuck Hewitt spoke on the matter as being opposed to any further
fire truck bonding at this time.
Mr, Hutton presented proposed ordinance and recommended its passage relating
to "Employment of .Etc-ployees and Certain Officers and Establishing a
Classification and Salary Scale".. Mr. Hutton further emphasized that with-
out this ordinance, there are no guidelines to establish salaries for new
employment or to the ones with considerable time on the job. He also
stated that this ordinance (if considered for adoption) should be acted
upon before the new budget is passed in view that some changes in the
budgeting~on salaries would be apparent, Discussion held,
Motion made by Almquist, second by Rowe to rescind the prior motion on
enactment-of the 1971-72 Budget as previously adopted,. Roll call vote.
All in favor motion carried.
Motion made by Almquist, second by Hadley to adopt proposed ordinance
and reading in part: "An Ordinance of the City of Central Point Providing..
• for the bnployment of Certain Officers and Finployees of the City of Central
Point, Establishing Classifications of Positions, Fixing Rates of Salaries,
Compensation and Wages of said Officers and Employees, Providing for .the
e~ y~
Application and Administration of Said Rates'!. By Roll Call vote, all
iri favor motion carried.. Ordinance #1021 declared duly adopted.
Motion made by Hadley, seconded by Almquist to adopt the 1971-1972
City of Central Point Budget as revised on recommendation by the City
Administrator and considering the provisions of Ordinance #102. Roll
Call vote. All in favor motion carried.
Motion made by Hadley, seconded by Lance to pay the bills as presented
and recommended by the City Administrator for approval, for the exception
of the Medford Water .Commission bill. With all in favor; .motion carried.
With no further business the meeting was adjourned at 1Or15 P.M. to the
next regular meeting or to the call of the Mayor.
