Present Councilmembers were Hamer, Manasco, Rowe and Mayor Van Horn. Absent were Almquist and Hadley; vacant position (1~. Mayor Van Horn declared a quorum of the Council was not in attendance ® and under these conditions no official action could be taken on any ~i matter due to come before the City Council. ~ The Mayor announced that anyone present wishing to speak would be ~ heard as long as it was recognized that no connlusions could be reached. This being the date set and determined by the City Council for' a Council-called public hearing on the Application of the City Sanitary Service for an_ increase in rates for the collection of garbage within the City, Mr. Anthony Boitano, partner, presented himself for answering questions upon a presentation previously made by the Company. At the conclusion of the question and answer period, it was determined that this hearing be continued to 8:00 P.M. Thursday, September 2, 1971 at which time a special meeting of the City Council was determined to be . necessary. Mr. N. A. Mead, developer, through the City Administrator had asked that -. ..... the public improvements of the West Unit of West Pine Villa Subdivision _ be accepted in order to permit the construction of dwelling units. Ac- ceptance was recommended by the City Administrator with certain conditions, namely the installation of street lights, the connection and testing of the sewer flushing facilities' at the northern end of the Subdivision as it crosses Jackson Creek and the filling in and rip-rapping of the western bank of the creek. This matter was determined to be an agenda item at the September 2, 1971 meeting. Councilman Manasco presented the need for a City of Central Point portion of an area-wide plan for recreation and open space planning that would need to be presented to the Rogue Valley Council of Governments in sufficient time to allow consolidation with other portions and acted upon by the Council of Governments no later than September 1~, 19']l. Mr. Lloyd` Hoffine and James Tacbhini of School District 6 presented the District's contribution to the plan, and Mrs. Fred A. Bessey discussed the require- ments for the Community Swimming Pool. It was decided that these contribu- tions should be considered in the formulation of a City Plan to be prepared by the Planning Commission and presented for Council consideration at the Meeting to be held September 2nd. r .~ There being no further presentations, the meeting was adjourned at 9:30 P. M. to 8:00 P. M.
