The Common Council of the City of Central Point was called to order at
8:00 P.M. by Mayor A. D. Van Horn.
Presents Councilmembers Hamer, Manasco, Rowe, Tally, and Mayor Van Horn.
Absent: Councilmembers Almquist and Hadley.
On motion by Councilmember Rowe, seconded by Manasco.the Minutes of the
Regular Meeting of the Council held September 14, 1971 were approved by a
unanimous vote of the council present.
The request of Mr. ~Jeidman, 1105 Cherry, for street improvement to the ex-
tension of Cherry Street as presented by Councilman Hamer on September 14
and continued from that date was reported.on by the City Administrator.
The City Council was advised that a street sign had been placed at 10th
Street at the beginning of the Cherry Street extension. liirther than this,
Mr. Weidman was only interested in having the road. graded occasionally to
reduce the rough surface.
The City Administrator reported on the request of Mrs. Hathaway, 202 Sax-
bury Drive, for fencing around the Pine Street crossing over Crriffin Creek
which had been referred from the September 14th Meeting. The prices quoted
by Quality Fence Company was $365.00 for all labor and material for approxi-
mately 146 lineal feet of 6 foot cyclone fencing and $295.00 for labor and
Go~ts~witl~~~the City furnishing the fencing, but it was pointed out that it
was doubtful sufficient quantity of salvaged fencing was on hand. On
motion by Manasco, seconded by Tally and a unanimous vote of the Council-
members present, the installation of the fencing was approved in the amount
of $365.00 and this expense was to be charged to the Street Department
.Contingency hand.

Councilman Hamer reported on his inspection of various completed slurry
seal jobs in the vicinity which had been requested by the City Council in
its consideration of instituting a slurry seal program for the City.
The reports indicated owner satisfaction with the applications inspected.
Mr. J. E. Kuykendall representing Slurry Seal of Oregon presented himself
to the City Council requesting that he be allowed to reparr~ the unsatis-
factory sealing job on East Pine Street completed.in May,;;~1970 with the
understanding that if this repair was to the satisfaction of the City he
would be paid in full for the previous job; the payment for which had been
withheld because the job was unsatisfactory and not acceptable. The City
Council, after considerable discussion, agreed that Mr. Kuykendall should
be .allowed to take his corrective action under the supervision of the City
'Engineer and upon acceptance of the work by the City Engineer, Mr. Kuykendall
.would be paid in full for his past work amounting to $4,140.41. All correc-
tve action to be taken would be at no cost to the City. The City Council
at the same time that any proposed slurry seal program be postponed until

at least the next budget year (1972-1973)• Mr. Kuykendall was permitted
to do the proposed repair work at his convenience with his workload and
the weather being the determining factors.
Discussion was then held on the written report of the City Administrator
on the request of Donald F. Hackett, plumbing contractor, that-3 inch
sewer drain pipe be allowed in new residential construction instead of
the required 4 inch. The written report, was supplemented by additional
verbal information received from sewer maintenance men and information
supplied by the Governmental Research Bureau of the League of Oregon
Cities. After further discussion of the pros and cons of the request, it
was moved by Hamer, seconded by Tally that the present City Ordinance re-
quiring the 4 inch line be-left as it is. This motion was carried by a
unanimous vote of the councilmembers present.
The City Council next reconsidered its prior action of September 14
approving major repair to South 2nd Street between Bush and Ash Streets.
After considerable discussion, it was decided that this proposed work be
delayed until spring and the feathering of the pavement be observed and
the additional damage be determined before proceeding further with the
proposed replacement. Inclement weather and employee vacation schedule
was also cited as reasons for deferring this proposed project. Mr. "Swede"
Wernmark then commented that 8th Street was deteriorating because of a
wrong base. He also indicated a need for establishing a truck route
through the City to keep loaded trucks off of City streets not constructed
for that type of traffic. He also complained of 8th Street being used as
a raceway. All of these matters and allegations were referred to the
Street Committee for a report.
The consideration of an appointment to the Planning Commission to fill`the
vacancy created by the appointment of Howard Tally to the City Council was
next before the Council. The name of Miss Mara Mills was presented, but
rather than making the appointment from one name, the Planning Commission
and members of the City Council were urged to consider this matter and be
prepared to make an appointment at the next meeting of the Council to be
held October 12, 1971.
This being the time and place for a public hearing by the Council to
consider the request of Mr. Harry Elmore for a zoning of C-4 with a Condi-
tional Use Permit to allow a mobile home park on approximately-l8-acres
off Freeman Road proposed for annexation to the City; the Hearing was opened
by Mayor Van Horn. Mr. Byron Backes, Chairman of the City Planning Commission
was called on for the recommendation of the Commission on this matter. Mr.
Backes informed the Council that this matter had been considered by the
Commission on previous occasions and that body recommends to the Council
that the property in question be•zoned C-4 (Commercial-Tourist) with a
conditional use permit to allow the construction of a mobile home park.
At this time a schematic plan of the development was presented for examin-
ation. There was no body present to object to the zoning but Mr. Wernmark
suggested that rather large annexation fees be imposed to pay for past
sewer and water facilities. Mr. Don Faber questioned the water and sewer
charges; their amounts, and the method for figuring the charges. In the

absence of further comments, the Hearing was ordered closed by Mayor Van
Horn. Motion by Tally, second by Manasco that the approximate 18 acres be
annexed to the City-zoned C-4 (Commercial-Tourist with a Conditional Use
Permit for the construction of a mobile home park. Motion carried unanimous-
ly by councilmembers present.
On.a motion by Hamer, seconded by Manasco and an unanimous vote of the
Council present the bills as presented wexe approved and ordered paid.

adjourned at 10:06 P.M. on motion by Hamer and seconded.by Rowe and a
unanimous vote by those members of the Council present and voting.
