Oregon was called to order at 8:05 P.M.•by Council Chairman Manasco.
Present: Councilmembers Almquist, Hamer, Manasco, Rowe and Tally.
Absent: Councilmember Hadley and Mayor Van Horn.
Chairman Manasco announced that due to the death of Mayor Van Horn on the
1_ previous day the meeting would be limited to the action on necessary items
t on the agenda; all other matters would be continued to the next meeting of
the°Council to be held October 26, 1971. '
The'Minutes of the Regular Meeting of the Council held September 28, 1971
were approved as mailed on a motion by Hamer, seconded by Almquist and a
unanimona~ affirmative vote of the councilmembers present.
The bills for payment requiring the approval of the Common Council were
presented and approved for payment upon a motion by Hamer; second by Tally
and°unanimata.~,~ affirmative vote of councilmembers present.

The matter of the letter from Mrs. Rivenburg relative to parking trailers
and mobile homes on residential lots wag referred to the City Planning
Commission for its consideration and recommendation by the common consent
of all members present.
The request that the Chairman of the Council be authorized to sign checks
drawn on the City was declared to be redundant because ~hhe City Charter
makes provision for this action. By consent of the councilmembers present
the Chairman of the Council will be an authorized signature along with
that of the Mayor, City Recorder and City Treasurer.-
The letter from the Grange Co-Op relative to the requirements that building
permits be secured for the maintenance of property and the proposed dis-
cussion of a council policy on the removal of trees located in the City
street-right-of-way were continued to the next regular meeting of the City
Council to be held October 26, 1971.
The ordinance annexing the Elmore property on Freeman Road to the City not
being available was continued to the meeting of October 26, 1971.

On a motion by Tally, seconded by Almquist the Meeting was adjourned at
8:45 P.M. in memory of and honor to Mayor A. D. Van Horn and the City
Administrator was instructed to prepare an appropriate resolution for
Council consideration at the October 26, 1971 Meeting.
