HomeMy WebLinkAboutCM122871~ "; City Hall Council Chambers 250 East Pine Street Central Point, Oregon December 28, 1971 The regular meeting of the common Council was called to order at 8:00 P.M. by Mayor Aianasco. Present: Councilmembers Almquist, IIamer, Russell, Hadley (arrived at 8:25 P.M.) a,nd Mayor Manasco. Planning Commission members Chairman Backes, Miss Aiills, Novasad, and B. AleManama. Absent: Councilmembers Rowe and Tally. Planning-Commission members Hull, George and Burton. Also present were City Administrator IIutton, Police Chief Sanders, Absent- City Recorder Zander. 1 ^S "Mayor Manasco called-.upon representatives of two engineering firms who were to be considered as applicatns as City Engineer upon"the verbal" advice from City Engineer Townley that herwould be"moving from the area on approximately February 1, 1972. C. P. Westwood, representing the firm of Marquess and~Aiarquess, briefly described his firm, the qualifications of the principals and outlined city- " oriented projects his firm has been involved in during the"recent past. Fear questions were asked by the Councilmembers and answered by Mr. Westwood. lvir,. Robert S. Blanton, associated with the CBS Engineering firm-next provided the Council with his personal background and past projects of the Company. He too answered questions as proposed. Aiayor Manasco inquired as to whether the Plann- ning Commission had any preferences or questions and indicated he wanted the Planning Commission to have the information furnished by the two companies so that the Planning Commission could make a recommendation.,for appointment inasmuch as the planning becomes vitally affected by City Engineering services. Mr. Westwood"and Air. Blanton were excused with an assurance that a decision on the appointment would be entertained by the Council at the Regular Meeting to be held January 11, 1972. The next matter for Council consideration was.a decision on the request of Air. Stan Smith, dba as Aion Desir, Inc. to connect property located outside of the __ City to an unused City sewer line. A report of the Sewer and Water-Committee .was presented by Councilman Russell which concurred in general with the recommendatio:~s of the City Administrator and City Engineer.. The following points were agreed on:~ 1. Sewer"service charge to be 150 of the City sewer service ~_ charge for an identical operation in the City. 2. All constructions and improvements are to be made according to City code, standards and conditions. 3. No additional hookups to be allowed without prior City approval. ~: 4. City will only maintain the 12" transite sewer line, Mon Desir will maintain the connecting line. 5. All costs of construction and connections including engineering and inspection will be borne by Mon Desir. 6. Some metering system will be provided by -Mon Desir to measure the volume of water consumed. Afteonsiderable discussion, these points were agreed upon by the Council and he City Administrator was authorized to-proceed in the preparation of an appropriate agreement to be executed by the City Council at the meeting of January 11, 1972; of ter prior execution by Mr. Smith. A proposed agreement between the Bear Creek Valley Sanitary Authority and the-City of Central Point relative to the connection of the City of Central Point's 12" line to the bear Creek Valley Sanitary Authority interceptor was presented for Council consideration. This version represented some changes over the original document as submitted by B.C.V.S.A. After adequate explana- tion and discussion, the Agreement was ordered executed on a motion by Councilman Hamer, seconded by Councilman Almquist, and a unanimous vote of Councilmembers present. . - City Administrator Hutton presented an ordinance for Council consideration - and adoption. The title of the Ordinance was "An Ordinance Initiating the Street Vacation Proceedings for Real Property Therein Described, Setting a -Time and Date-for Public Hearing to be Held on the Question of Said Vacation, and Providing for the Giving of Notice-as Required by ORS Chapter 271". This Ordinance vas necessary following Dr. Alvin Roberts' request of November 26, 1971 for said hearing. The adoption of the Ordinance would then permit the City Recorder to post the necessary public notices. Ordi=.~., nance No. 1035 was ordered adopted on motion by Councilman Hadley, seconded by Councilman Almquist and unanimous affirmative vote of couneilmembers present. Having transacted all business to come before the Council for consideration and action, Mayor Manasco urged the members of the Planning Commission present to express their opinions and preferences on efforts to acquaint themselves and members of the Council on the most-used regulations and ordi- nances of the City. After a general discussion, it was the consensus of those present that the Zoning Ordinance while needing mayor revision and thorough understanding., should be delayed until further work had been ac- complished by staff on the land use survey and the final result of the work performed under the "701 Planning Grant". The Subdivision Ordinance was determined to be the next most important document and should be studied towards a greater understanding of it's contents with proposed charges and amendments for consideration. This ordinance will be discussed at the next "study and work" session of the Council to be held January 25, 1972. o ,~ There being no further business to come before the Council, the Meeting adjourned at 9:50 P.M.
