City Hall Council Chambers January 25, 1972

Meeting was called to order at 7:30 P.M. by Mayor Manasco.
Present were Councilmembers Almquist, Hamer., Bowe, Russell, Tally and Mayor
Manasco. Absent was Councilman Hadley.
The following members of the City Planning Commission were present for proposed
discussion of City subdivision ordinance; Chairman Backes, and members Mrs.
Bradshaw, Miss Mills, Messrs. Bassett, McManama, Dixon and Hull.
The application for "701" Planning Grant Assistance was reviewed in detail.
After a complete review and discussion, the application was approved as pres-
ented with the addition that the unnamed "Planner in Charge" would be explained
to the .effect that negotiations had been entered into with the Jackson County
Board of Commissioners to contract for a qualified member of the Jackson County
Planning Department Staff to be so designated. If this arrangement was deter-
mined not to be feasible, then the application would be amended to reflect
other alternative action agreed upon which would comply with the requirements.
The City Council was assured that the application would be completed and mailed
to the appropriate office in Salem prior to February 5, 1972.
The application of Bill Brewster, 1015 Crown Avenue for a variance to build
a fence at the above address two feet in the City street right-of-way was
next before the Council. The request was made because of trees planted at
the right-of-way property line. Af ter some discussion, variance was granted
on a motion by Russell, seconded by Almquist, and a unanimous affirmative
vote of Councilmembers present. An integral part of the motion was that the
variance was granted contingent upon a signed agreement by Mr. Brewster that
when, as, and if, the full right of way was needed for public purposes, the
fence would be removed at no cost to the City.
Representatives of Bear Creek Valley Sanitary Authority were present at the
invitation of the City Council to discuss the proposed agreement for joint
use of the presently abandoned 12" sewer line owned by the City but located
in the County in the middle of B.C.V.S.A. Midway Trunk District. Presenta-
tions were made by A. Valachovic, Jr., General Manager of B.C.V.S.A. and
Manville Heisel, Council for B.C.V.S.A. A rather complete discussion was
held of all aspects of the proposal and a general agreement was reached and
an agreement in final form was authorized prepared for, consideration by the
City Council at its meeting to be held February 8, 1972.
Due to the hour, it was agreed that the proposed study of the-City Subdivis-
ion Ordinance by the City Council and Planning Commission was postponed until
the Meeting of February 22, 1972. Councilmember Tally requested an earlier
consideration of requiring sidewalks in new subdivision and the formulation
of a policy to provide sidewalks in the currently developed areas of the
City. After due discussion, the matter was referred to the City Planning
Commission for its recommendation which could next be considered at the
Regular Meeting of the Planning Commission on February 15, 1972 and by the
City Council on February 22; 1972.
There being no further business to come before the City Council, the meeting
was adjourned at 9:45 P.M:
