Present were Councilmembers Almquist, Hamer, Rowe, Russell-and Mayor Manasco. Absent were Councilmembers Hadley and Tally. Also present: Planning Commission Chairman Backes, and commission members Bradshaw, Burton, Dixon, Hull, McManama and Mills. Also in attendance was Everett Faber, citizen, and J. L, Sanders, Chief of Police. Items for study were: 1.. Rogue Basin Flood Control and Water Resources Association- Upon receipt of a notice of the annual meeting of the Association and the information that City Representative Donald Faber would be the official representative of another member unit. Mayor Manasco announced the appoint- ment of Councilman Dr. L. L. Rowe as the official to represent the City and that he Mayor Manasco would continue to serve as Alternate. This action was approved by the Council without comment. 2. Sign Variance - 211 North Front Street- The request for a variance for Rogue Valley Natural Foods from the provis- ions of the City Sign Code was presented and discussed. It was pointed out that there no longer was an active City Sign Code Board of Appeals, but the Council was informed that the City Attorney had verbally apprr~ved the prop- osition that the City Council could constitute itself as such a Board with all responsibilities and rights. It was further pointed out and discussed that these requests need not be referred to the Planning Commission even though this application by common consent of the City Council was referred to ., to the City Planning Commission for its consideration and recommendation at the Regular Meeting to be held March 21, 1972, .; so that the City Council could take the appropriate action at the Council Meeting to be held March 28, 1972. 3. Subdivision Ordinance Study- Preliminary remarks made to try to determine an approach to the study of the ordinance. Councilman Hamer pointed out the confusion in the definition of pedestrian way and sidewalks and the subsequent interchangeable use of the two terms throughout the balance of the Ordinance. After considerable general discussion of the ordinance, Mayor Manasco asked that all members of the City Council and Planning Commission review the whole subdivision ordinance for discussion to be held March 28, 1972. All present were canvassed as to their intention to attend the Southern Oregon Regional Meeting of the League of Oregon Cities meeting to be held in Grants Pass, Monday February 28, 1972. Councilmembers Almquist, Rowe, Hamer, 1vla~nor Manasco, Planning Chairman Backes and City Administrator Hutton ~2 indicated their intentions to attend.
