-Meeting was called to order by Mayor Manasco at 7:40 P.M. Present
.were councilmembers Almquist, Hamer, Hadley, Russell, Rowe, Tally
•and Mayor Manasco. -
The matter of the approval of the application for a Beer and Wine
License for Ed. Holley, 536 South First Street, Central Point was
wdiscussed briefly. There appeared to be some misunderstanding as to
whether this matter was to be concluded at this meeting or the meeting
-to be held April 11, 1972. To avoid confusion and with the consent of
-Ed. Holley who was present, the decision was continued to the April
-17, 1972 date. -
The City Council sitting as the sign code Board of Appeals next
-considered the application as submitted by Federal Sign and Signal
•Corporation in behalf of Rogue Valley Natural Foods for a variance
-from the City Sign Code to allow a double-f aced sign containing 100
square feet instead of the allowed 24 square feet. This sign is to
~be located on private property adjacent to U.S. Highway 99 .; Consider-
- able discussion was held concerning the business being conducted at
this location and it was pointed out that the bakery part would be in
compliance even though the related retail sales aspect was question-
- able. Upon motion by Tally, seconded by Hadley and -saffirmative vote
of all councilmembers except Councilman Rowe the variance was granted
as applied for.
The City Administrator next presented a request to fill an upcoming
Clerk vacancy in the Police Department at Range 15, Step D ~~425~ ~
instead of Step A ~$367~ in order to attract qualified applicants for
the position. By general concensus of the Council, the request was
granted.
The petition of Consolidated Development Corporation for the annexa-
tion of approximately 36 acres to the City was next considered. This
is property more commonly referred to as "Cupp Property" and lies
between Hopkins Road and South First Street and lies south of the
Homestead Park Subdivision. Upon motion by Tally, seconded by Rowe
the petition was referred to the City Planning Commission to determine
the desirability and recommended zoning with a unanimous affirmative
vote of the City Councilmembers. The City Administrator was instructed
to seek permission from the Medford Water Commission to serve this
proposed annexation with City water during the processing of the
application.
The meeting was then opened to a general discussion of the City's
Subdivision Ordinance. Some need was expressed for a checkoff list
to help keep track of subdivision progress. It was determir~d that the

subdivision should provide, if it presently doesn't, that preliminary
plans for subdivisions should be approved by the Planning Commission
and that the final plan should be approved by the City Engineer and
then forwarded for final approval by the City Council. If there are
questions or differences appear upon the final approval, the matter
should be referred back to the Planning Commission for solution. The
City should execute the subdivision agreement on behalf of the City
instead of the Planning Commission as_is presently the case. The. City
Council further determined that the subdivision ordinance be amended to
require sidewalks in new subdivisions to be constructed according to
approved specifications and materials yet to be determined. The prepara-
tion of the specifications and approved materials was referred to. the
City Planning Commission and City Engineer to be made available for
subsequent approval by the City Council.
There being no other business to come before the City Council, the
meeting was adjourned at 9:40 P.M.
