The meeting was called to order at 7:45 P.M. by Mayor Manasco. Councilmembers
present were Rowe, Russell, Almquist, Hamer and Mayor Manasco. Those absent
were Hadley and Tally.
Planning Commission members present were Hull, Banks, and Chairman Backer.
O Mr. "Swede" Wernmark appeared to complain about the signs on East Pine Street
advertising a motel9.and a church, and questioned by what authority they were
~ placed there. He next protested that the City Staff wouldn~'_t give him a receipt
~ showing that all assessments against his property. It was explained that a
~ certificate could be issued to that effect but no receipt would be issued as
~ that had been done at the time of payment. He next protested the alleged in-
efficiency of the Building Inspector stating that foundations were not as deep
as required and cement had been poured against cement in foundations without
proper bonding. Mayor Manasco informed Mr. Wernmark that these items would be
taken under study and an answer given as soon as the information could be
obtained.
Councilman Dr. L. L. Rowe verbally submitted his resignation as a Councilmember
because of the impending sale of his residence which would terminate his free-
holder status as required by City Charter. Some discussion was held on this°
subject and without discussion it was decided that the Council received the
resignation as of this date; but action by the City Council would be deferred
until the regular meeting of the City Council on May 9, 1972. At this time
the City Attorney, apprised of the facts, would render a legal decision that
would guide the Council in its decision.
City Administrator Hutton announced receiving by telephone the resignation of
Mr. Ray Novasad as a member of the City Planning Commission and City Budget
Committee. Having sold his business and preparing to establish a new business
in another city would require too much of his time to allow him to serve. He
is submitting his resignation at this time to allow an appointment to serve
at this crucial time. It was announced that this resignation would be received
and also acted upon at the May 9, 1972 regular meeting.
The next matter before the Council was a proposed ordinance instituting vacation
of road procedure for vacating the old city-owned road to the City's main .sewer
pumping plant which was used prior to the construction of the I-5 Freeway. After
due discussion and explanation and on a motion by Russell, seconded by Almquist
and affirmative vote of councilmembers present and voting, Ordinance #1045 was
declared adopted. The public hearing as set by the adoption of this Ordinance is
to be May 23, 1972.
The question of requiring sidewalks as a part of the public improvements of a
subdivision was next discussed. It was pointed out that an ordinance was
available to carry out the original intent of the Council to require such
improvements. The adoption of the ordinance was continued to the May 9, 1972 ytta;,,~,

meedng as had been previously determined. The discussion of -this matter
was then opened to the public ,in the audience. Several contractors spoke
on the subject, all generally in agreement that the best way t~o acquire
sidewalks was. as a provision of issuing a building permit for new construc-
tion. After a preponderance of- evid-ence to this effect which was contrary
to the ordinance as'dr.awn, it was decided that: an ordinance to this effect
should be made available to the Council on May 9, 1-972 to allow the choice
for adoption. The City Administrator was instructed to contact the City
•Attorney to have this proposed ordinance prepared.
There being no further business to come before the Council, the meeting
was adjourned at-9:15 P.M. -
