The common council met in regular session at 7:30 P.M. with Mayor Robert Manasco
presiding. Roll call found the following councilmen present: Hamer', Mills,
Rowe, Russell and Tally; absent being Hadley. Also present were City Admini_s-
trator Hutton, Recorder Zander, City Engineer Westwood and approximately 18
interested citizens.
At this-tame Mayor Manasco ordered this portion of the meeting to. be opened as
~ the advertised Public Hearing on Bush Street Construction of Paving, Curbs and
C,~ Gutters. The Mayor further stated that City Engineer Westwood was present and
. b' would answer any questions and enter into discussion for the public's interest.
~ Mr. lIutton.had given a presentation on the proposed improvement and referred
any, questions to Mr. Westwood. The Engineer gave his concept for a 36' wide
street as well, as a 40' wide street; also recommending a driveway apron ex-
teridng towards property lines for a distance of 10' for each parcel. of land.
The drive. would be a concrete, pour. Mr. Westwood advised that this additional
improvement ~driveway~ has been computed to the width of each individual ,.
propertyowner as to cost, and could be added to the assessment against the Bond
of each propertyowner. Mr. Paul Juveland, 585 Bush St. asked for estimated costs
of the. project. Westwood quote of 1. The engineer's estimate for a 36' street
with paving,. curbs and gutters would be $51,700.00 total; City share of $8,800.00
with, property owners' share being X11.61 per front foot. 2. The. cost for a 40'
street with curbs., gutters and paving. would cost a total of.~54,600.00; City
share:~9.~,500.00 with the. propertyowners' portion of X12.22-per front foot.,
Mr. John Uerlings, 125 Bush Street asked if the quoted costs included the
driveways., The engineer's answer was "no", as it could-not apply to the~over-
all project. due to the width, and some properties having more than one driveway.
Mr .. Charles Myers, Superintendent of School District #6 presented his future.
plans for facility improvement and wanted further study and detail of drive-
. way entrance. Mr.,Westwood stated that he would meet with him or anyone, to
fully explain the improvement. Mr. Hutton was instructed to set up a meeting
with the propertyowners, on-site, with the City Engineer to further personal-
. and~indvidual questions as to property-lines, shrubs, etc. It was the opinion
'of th'ec,ctizens that this would be most appreciated, and would meet with City
official s: at the Central Point Elementary School, as the selected site of a
meetngfpIace: Discussion held on lane width, truck traffic and school bus
traffic. It was.the general opinion that a 40' wide street-would meet the needs
for the school bus traffic rather than a 36' wide street. By no further ques-
tions from the floor, at 8:25 P.M. Mayor Manasco announced that the publ-ic.~
hearing.be closed. Council discussion held. Mr. Hutton read the proposed
Ordinance and reading in part:' "An Ordinance Authorizing and Ordering, the
Improvement 'of Bush Street from U.S.`Highway 99 to Freeman Road in the City of
Central ,Point by the Construction of 'Curbs on both sides and Paving Thereof,
the Assessment of Cost against Property Benefitted by such Improvement, and.
Providing. that Warrants Issued for the Cost Thereof be General'Obligat~ioris of
the:C'ty of Central Point". The Mayor calling for action on the proposal, a

motion was made by Hamer, seconded by Tally to adopt the Ordinance as read.
Roll call vote. All in favor, motion carried. Ordinance #1056 Declared

Mayor Manasco thanked. all of the citizens for showing up and for their interest
displayed.
The Mayor opened this portion of the meeting for the advertised public hearing
for the City Fiscal Year 1972-1973 Annual Budget. With no questions from the
floor, the public hearing was ordered closed. At this moment, Mr. Hutton
advised that some slight adjustments will have. to be made to correct an over-
sight being in the Fire Department Dispatchers EEA Program. He stated that
this is an operational type of budget with sufficient funds to give effective
service to. the citizens of Central Point for the coming-year. Discussion held
by the Council. With no further questions City Administrator R. Hutton read
the proposed ordinance and. reading in part: "An Ordinance Adopting a Budget
for the Fiscal Year commencing July 1, 1972, and~Levying Taxes for Said Fiscal
Year for General Municipal. Purposes and for Payment of Bonded Debt of the City
of Centrals Point, Oregon". Motion made by Russell, seconded by Hamer to adopt
the Ordinance as read. Roll. call vote. All in favor, motion carried. Ordi-_
nance #1057 Declared Duly Adopted.
Mr. Frank Bruce was recognized and referred to the requested vacation of City
propertyformerly.known as the. sewer disposal road as to further considera-
tion of quoted value. Mr. Bruce stated that he had several appraisals made
and none indicated any value; "The County surveyor stated that the City should
get rid of it!" Discussion held. Councilman Tally suggested that the City
should consider payment of less 30f of the X850.00 prior value told Mr. Bruce.
Mayor Manasco asked if the Council wished to reco~isider the value and accept
Mr. Tal_ly's recommendation. By motion of Tally, seconded by Russell that a
value of $595.00 is a f air and equitable price fm the abandoned roadway. By
roll call vote-the "ayes" being Hamer, Mills, Russell and Tally. Councilman
Rowe voting "nay". By majority in favor, motion carried.
Mr. Hutton suggested to the Mayor and Council that additional emergency parking
is needed at the City Hall facilities. This would be for Fire, Police and
other official vehicles. The area in question would be parallel with the
First National Bank-side of South Third Street from the alley to Pine Street.
Discussion held. It was ordered that a further study be made for the request.
The next order of business was a reference.by the Mayor to a proposed ordinance
~., relating to abandoned vehicles and impoundment. Discussion held. The Mayor
advised that this proposal be studied and that Attorney Mansfield could comment
on the mechanics of enforcement at the next meeting.

Mayor Manasco advised. that the City Administrator should file application for
Emergency Employment Act funds through Mr. Henry Padgem, Jackson County Commiss
ioner~for this coming year. Mr. Hutton stated that he had no information as to
any application forms as he has been dealing with the Department of Labor
regarding E.E.A.

Discussion held on•City_Park facilities to its readiness for the 4th of July
festivities. The underground electrical service should be inspected as to specs.
and code approval, before payment.
The Mayor next referred to the last meeting committee reports. Mr. Hamer advised
that he had not yet met with Mr. Stamper regarding unsightly weed lots; however
he would pursue the request.
Mayor Manasco commented on the Pine Street Slurry Seal application; "Has anyone
noticed?", and "Are there any comments about it?". Councilman Tally spoke em-
~ phatically with a remark- "I have never before seen such a mess". His complaint
~ being as to the roughness on a portion of East Pine Street-- more so -than before.
~ Discussion held. The Mayor asked the Council for any decision if and when pay-
~ went was to be made. Tt was the opinion of the Councilmembers that a 90-day time
~ trial be given for a "wait-and.=see" what it will be of ter traffic and weather
~ conditions have played a.par-t. All members of the Council favor this suggestion.
Mr. Hutton advised that the bills presented are the remainder of purchases and
should be paid prior to July 1st and charged to this present accounting budget.
Motion made by Hamer, seconded by Russell to pay the bills as requested with the
exception of the Slurry Seal payment; being withheld for 90 days. With all in
favor, motion carried.
