The meeting was called to order at •7:35 P.M. by Mayor Manasco. Present
were Hamer, Hadley, Mills, Rowe, Tally and Mayor Manasco. Absent: Russell.
A duly advertised and noticed public hearing on the construction of Mazama
Street from Third to Sixth Streets was opened by-Mayor Manasco. There were
no protests and upon posing the questions there were no comments forthcoming
either pro or con from the audience or members of the Council. The public
hearing was ordered closed and Ordinance #1075 was adopted upon motion by
Mills, seconded by Tally and unanimous affirmative vote of the members pres-
ent and voting. This Ordinance amends Ordinance No.1074 which had previously
been adopted. ~--~'~'
The matter of the appeal of City Council's decision relating to Malabar
Estates Subdivision by Louis D. Farnsworth, owner and developer, was continued
to November 7, 1972 meeting upon the request of Mr. Farnsworth.
A presentation was made by Miss Nancy O'Connor on behalf of the Rogue Valley
Council on Aging describing a proposed program for the City of Central Point
including a budget in the amount of $2,000.00 which had been included in the
City-approved budget for the 1972-1973 fiscal year. Some questions were
raised concerning the details of the proposed operation. At the conclusion
of the questions the Agreement was executed on a motion by Hamer, seconded
by Hadley and an unanimous affirmative vote of councilmembers present and
voting. It was generally agreed by all parties that in the event the Agree-
ment'was cancelled, there would be a pro rata refund to the City on monies
advanced. The City Council, by general agreement, approved the payment of
$500.00 in order to get the program in operation and secure quarters on North
Fourth Street adjacent to the U.S. Postoffice. Councilman Tally was appointed
chairman of a committee composed of members Tally, Hamer and Hadley to act
as an evaluation committee. A Report of this committee in cooperation with
a like committee made up of Rogue Valley Council of Aging will be necessary
before the next quarterly advance is made.
A petition from Martha E. Krupp, 1988 Taylor Road to annex the balance of
her property to the City of Central Point with the express provision that
the zoning applied would allow the construction and operation of a mobile
home park'~o On a motion by Mills, seconded by Hamer this matter was refer-
red to the City Planning Commission to determine the desirability of annex-
ing this property to the City and recommend the zoning to be applied by a
unanimous affirmative vote of councilmembers present .and voting. In connect-
ion with this matter the Commission is to be reminded of the Council's
request that recommendations for updating the City's Mobile Home Park Ordin-
ance be submitted at an early date.
On a motion by Tally, seconded by Rowe Ordinance No. 1076 was adopted by
an unanimous affirmative vote of councilmembers present and voting. This
Ordinance institutes the annexation proceedings for the Paul and Eleanora
R?l~tter property located at the corner of Hopkins and Bursell Road and sets
November 28, 1972 as the date of the public hearing.

Councilman Dan~Hadley, Chairman of the Police and Fire Committee reported
on the proposed plan to incorporate the City of Central Point in the Central
Dispatching program for Fire Equipment which is presently being operated with
Central Point Rural and Tales Rural Fire Departments. Since the estimated
cost to the City of Central Point would approximate X3,500.00 per year, it
was.the~feeling of the Committee that this matter should be considered as
a regularly budgeted item in the 1973-1974 fiscal year budget.
A general discussion was held concerning the merits and disadvantages. of a
"performance bond" versus a "surety bond" to be furnished the City by sub-
division developers. To clarify this matter Mayor Manasco asked that the
Administrative Committee of the Council meet with the City Administrator
and; City Attorney to clarify this matter and report back to the Council at
the, next meeting.
Mayor Manasco, with the general consent of the Council, appointed Councilman
Tally as the alternate debgate representing the City at the Rogue Valley
Council of Government. -
The-.list of bills to be paid as presented were approved for payment on Motion
by,"gamer, seconded by Hadley and unanimous affirmative vote of the Council-

~~:~tbers present and voting. In addition to the list as approved, the $500.00
advance to the Rogue Valley Council on Aging was approved.
Due. to the League of Oregon Cities annual conference to be held in Portland
November 12, 13 and 14 and the number of elected and staff officials. who plan
to attend, it was decided that the Regular Meeting could not be held on the
second Tuesday of the month. The alternative generally agreed upon was Tues-
. day, November 7, 1972 at the usual hour of 7:30 P.M.
Having completed the Agenda items, the Mayor brought to the attention of the
Council an article appearing in the Medford Mail Tribune entitled "Monster".
The. article was read in full and a general discussion of the strong and weak
points of the organization, composition and operation ensued. No decision
was reached and it appeared nobody was convinced.
There being no further business to come before the Council., the meeting was
adjourned at 10:45 P.M.
