HomeMy WebLinkAboutCM102472 City Hall Council Chambers 250 East Pine Street October 24, 1972 The common council met in regular session at 7:30 P.M. with-Mayor Robert Manasco presiding. Roll call found the following councilmen present: Hamer, Hadley, Mills, Russell and Rowe. Absent: Tally. Also present to this work study meeting being members of the Planning Commission were Chairman Bowers, Banks, Bradshaw, McBee, and Hull. Others present were Recorder Zander and Police Chief Sanders. Mayor Manasco called for any questions or corrections to the Minutes of the October 10th Meeting. The Mayor referred to the last paragraph regarding the~item of Rogue Valley Council of Governments in an article appearing in the Medford Mail Tribune. The Mayor advised that "no decision or action by this body was ever intended; therefore. the last sentence should be removed". By no further questions or corrections, motion was made by Hamer, seconded by I~iills to approve the minutes as corrected. With an all in~f avor, motion carried. The Mayor read the proposed ordinance relating to the upcoming election; the proposed ordinance reading in part: "An Ordinance Ordering the Biennial Election for the City Elective Officers to be Held November 7, 1972". By no questions raised, a motion was made by Hadley,, seconded by Russell to adopt the ordinance as read. By Roll Call vote, all in favor- and motion carried. Ordinance #1077 Declared Duly Adopted. Mayor ,Manasco referred to correspondence from the State Highway Commission concerning the dangerous condition at South Pacific Highway and Central Point Rural Fire Station. It was the opinion of the Mayor and Council that the City should draft a letter as to paragraph 3 of the Highway Commission letter and advise the Central Point Rural Fire Chief of the City's recommen- dation. Mayor Manasco referred to one bill to be considered for payment- State Accident Insurance Fund in the amount of $1,466.89. Motion made by Council- man Hadley, seconded by Hamer to pay the bill as presented. With an all in favor, motion carried. At 7:45 P.M. Councilman Tally arrived. Mayor Manasco advised Council that Tom Malot will not be able to attend the Sewer Rate Committee meeting scheduled for October 31st at the Bonanza Room in Medford and was asking for a Councilman to attend to represent the City. Councilman Rowe acknowledged that he would plan to attend on behalf of the City of Central Point. Councilman Tally informed. the Mayor and Council of the street improvement petition he is carrying for the construction of improvements on North Third Street from Mazama to the City limits. The Councilman stated that E, . most of the propertyowners were very pleased to know that the street would be improved. He also advised that he had learned that Western Consolidated Development Corporation are undergoing a financial def ault and that this could complicate matters somewhat. Discussion Held. ~~~ ~~~6 Councilman Tally and Planning Chairman Bowers reviewed their information gathered while attending a mobile home and modular home meeting at Salem, :Oregon. Building construction was dis~:ussed regarding a double set of codes; mobil modular homes to frame constructed homes. It was the opinion of both Tally and Bowers that the "235" homes surpass the general construction and appearance of the motile home park they had visited. The Mobil Home program. being sub=-standard to our present Building Code. ~ ':Mr. McBee referred to a local developer of the Krupp property on Taylor'Road proposal for a mabil home part. He advised that additional study of this. type of planned development at this particular area should be done be-fore any further consideration or plan approval is acknowledged. Mayor Manasco informed the; Council that City Attorney Mansfield should be near to completion on .~ -inf.ormaton for the Planning Commission regarding mobile home park for their study. He also recommended that the Planning Commission-defer any requests or decisions regarding this matter until we are all better informed. Mayor Mansco next reported on Federal Revenue Sharing informational meeting attended by several City-officials at the KMED Radio & TV Station on October 16th. The Mayor also advised Council that the City could expect $30,000.- 35,000`.-yin the very near future and the Council should direct some thought to~a'Supplemental Budget. By-`no further reports and no other business to be brought before the Council, the Mayor called for a motion of adjournment. Motion made by Russell, seconded by Tally to adjourn to the next regular meeting or to the call of the Mayor. All in favor motion carried. .. Meeting adjourned at 9:10 P.M.
