Absent; Inushaney: Tne purpose of the meeting was to award contract on street improvements; N. Tenth Street (Pine to Manzanita) A1, Tenth Street'(Maple to Hazel) Rostel Street (Cedar to Bush) - Cedar Street(Fourth to Freeman) - ~ ' N. Street ( Maple to Northerly end) sanitary sewer replacement., Discussion: W, b~Iarren, engineer for the city, stated he had made a mistake of 10,000 cy in the Schedule b-Al-earth excavation on N. First Street and S. Third. Street-street improvements and N. First Street Sanitary Sewer. M.C. Lininger caught the error on the bid schedule and bid it prvperi.y, however, they bid the black top higher to make up the bid. • Mr. Bartley asked Mr. Warren if he had checked for any further errors. I~Ir. irJarren stated he.had checked-all of the schedules. Mr. Bartley said the way Mr. Warren had the bids set up, with only combined bids, it would be hard for the council to assess each street improvement properly. Mr. Warren said he would give a breakdown for each street,` showing eabh item for assessment purposes. Mr. Robison asked.if the contractor could come back and cause the council trouble because of the engineers mistake. Mr. Warren stated "n~". N.A. pleads' West Pine Villa Subdivision came up for discussion on. approval for water and sewer lines installation. Mr. Warren said _ he had talked with Mr. Mead's engineer, Mr. C. Shaw regarding the corrections he recommended be made:-valves, cross connections, increase in clu~~ert size, pump station location, easements, etc. Motion Ayres;: second Holbrook to approve tentative water and-sewer lines .as corrected by the engineer Warren. Lininger and Sons, Inc. Piotion Adams,.second Ayres to approve .Ordinance No. 81~~. Roll call vote. Motion carried. [' Lee Dysinge'r, 116 S. 3rd Street, appeared before the council to "' `regize t that the trees be saved on South Third Street between 'Oak Street and Alder Street. The plans for street improvements ,: would remove them. Mr. L?ysinger was advised that he had not appea,red.;at the Public Hearing on the Street, and the council had~gone"ahead and ordered the improvement according to the plans. However, the council was in sympathy with Mr. Dysinger and told him .•several other people had lost shade trees due to street construction. 'The trees would die after the paving, or would push .roots through the paving later, if left there. Motion~Ayres, second Adams to leave S. Third Street as they were, ~ for a 40. foot street. Motion carried. 00 ;Mr.-and Mrs. D. Neiderm.eyer and Mr. "Cap" Beard came to the council •. to discuss°the sale of their property to the city. At the previous council meeting, the council wanted to take an option on the property, but wanted to have the. option for two years instead of one. They felt~the council would need time to check into the purchase, either .. -by bond issue o~ loan. Mr: Neidermeyer said he would. be willing to have the city draw up the option. The City to have it ready by September 6 meeting. Motion Ayres, second Holbrook to take option for on (1) year. If the-city exercises the option within the year, during the growing _season of the Neidermeyer's crop, the city would re-imburse the. ''Nedermeyer's for thier expenses they had' invested in the crop. Motion carried. Tax Base Discussion--Mr. Bartley read proposed Ordinance No. 850, which is an ordinance to have the question of whether to raise the fax~base:for the city placed on the ballot for the November, 1966 election. .After discussion, a motion was made by Robison, second Holbrook to table the proposed ordinance for study. Motion carried. ~~ ~-~ Mr. Mason asked the council if they would be in favor of allowing the merchan~s`,,to have a sidewalk sale, August 26, 1966 from 6:00 p.m. to ' 9~30p;ri.'and block Pine Street from First Street to Fourth Street. , _ Motion Robison, second Adams to approve blocking the Pine Street :for the sale, Motion carried. Mr...Mason asked the Engineer if the curbs, gutters and base rock `could. be installed. on Haskell Street, and then delay the paving until Spring_;.so that the street would have time to sett]:e. So many water ,and sewer lines and connects have been installed, Mr. Mason felt the street would be better if allowed to settle. Mr. Warren-said this could,be.done, Mr. Robison said he was in favor of going ahead and 'finishing:the street this fall.
