City Hall February 7,1967
Central Point, Oregon o 7:30 p.m.
The Common Council met in regular adjourned session with Acting Mayor,
Warren Holbrook presiding.
Roll call found: Ayres, Mushaney,Tonn,Tucker,Walker;present.
Absent: Bartley, Mason Also present:. Tate.
Motion Ayres, second Walker to 'approve the minutes of the previous
meeting as mailed to each councilman. Motion carried.
Bid opening: Traffic Light(Third and. Pine Streets;)-
Trowbridge Electric-Medford $4,457.00

Olson Elec.,Vancouver $6,867.00
Steeck Electric,Medford $4,340.00
Motion Mushaney, second Walker to table the bids. Refer them to the engineer
to check bids with specifications. Motion carr-ied.
Public Hearing-North First Street Improvement.
Mrs. Jeannette Marshall, attorney for Mr. and Mrs.. Grigsby, appeared
before the council to again questiong the specifications for the improvement
of N. First Street. .She stated her client did not want to lose her
trees and garage. According to .the plans, that would be the case.
She also showed-the council pictures of the street in front of the
Grigsby~s and their yard during a rainstorm. She felt that the plans,
as drawn, would not eliminate the drainage problem in this area.
Mrs. Marshall also stated that in the past, there have been numerous=
disagreements on the two surveys that were made. Some re~!er to the
Sixteenth Line and others to Town Line.
Mrs. Marshall was asked by the council if she had hired an engineer
to determine that the drainage would not be better after the improvement
is made. She stated she had determined this on her own.
Mr. M. Gleason then appeared before the council to challenge two names
on the second. petition. Bryson LaCasse and Douglas E. Ness. He asked
if it was not necessary for the wives to sign. Mr. Mansfield asked Mr.
Gleason how the names were recorded. Mr. Gleason stated they were
recorded as Bryson LaCasse, a single man and Douglas E. Ness, a married
man. Mr. Mansfield then explained that a married man may .hold property
in his won name, and therefore, it would not be necessary fob the wife
to sign."`"~Ir. Gleason then asked about the names of Davis R. and Mary L.
Offutt. He said the petition was signed Reno Offutt. The attorney
stated this was no problem. It might require an affadavit to the bonding
attorneys.

~'MrGleason then brought to the attention of the council that one
of'~the descriptions in the ordinance appeared to be incorrect. The
one in question wa`s, ALL OF BLOCK 62, according to the Town Plat of
C-entral Point, Oregon.
Mr. Mansfield said he would have to check it out, since he assumed
'. the descriptions as given were correct.
Mrs. Marshall again asked to be heard. She stated the city did, not
have a clear title to the property deeded to them by Mr. Huffine in
..the street right-of-way. Mr. Huffine then told-the council he had gone

• to quite a bit of expense•to get a clear title. Mr. Wilson had sued
4, ;for quiet title, and it had been advertised in the papers. `i'he established
lne•between Huffiness property and Georges property is legal.
C~J. ~ Mr.~•.Mushaney then asked Mrs. Marshall if her client was objecting to
- the'36 foot street because she would lose her<~ trees. Was_she~indicating
that~her client would rather have a 30 foot street? Mrs. Marshall stated
~ ;they"would rather have the street improvement stop at Cherry~Street rather
,thin the Northerly end of First.
:Mr Wilbur Warren, city engineer, then explained the drainage•if the
street is improved. He stated that a spun glass type pipe would be installed
.in Maple Street to prevent corrosion from the acid in the'Cheese factory
waste:

Motion Mushaney, second Walker to instruct the attorney to initiate
proceedins to amend the zoning ordinance section pertaining,to
no merchandise being sold in, the home. Motion carried.
- Attorney Mansfield advised the council that due to the codification
of the. ordinances of the city, several recommendations have been. made

- to repeal, amend or revise certain obsolete ordinances. The League of
Oregon
Cities have recommended these as they ~oceed with the..work in

order`;.that it can be done a few at a time. He then. explained each ordinance
to-the council before its passage.
Ordinance No. 860, this being an ordinance relating to public..nuisances, -
,, amending Ordinance No. 817, and repealing ordinance No. zy6 and declaring
an emergency.
• Motion Ayres, second Mushaney to approve Ordinance No. 860. Roll-call vote.
Motion carried. Ordinance No. 860 declared duly adopted.
•°Ordinance No. 861, this being an ordinance relating to the offense of vagrancy
amending Ordinance No. 306, and repealing Ordinance No:`696 and declaring
an emergency.

Motion Walker; second.Tucker to approve Ordinance No. 861. Roll call vole.
Motion carried. Ordinance No. 861 declared duly adopted.
Ordinance No. 862, this being an ordinance relating to the sale of liquor
and repealing Ordinance No. 248.
Motion Mushaney, second Walker to approve Ordinance No. 862. Roll call vote.
Motion carried. Ordinance No. 862 declared duly adopted.
Ordinance No. 863, this being an ordinance relating to the issuance of
deeds, and repealing Ordinance No. 146.
Motion Tonn, second Ayres to approve Ordinance'No. 863. Roll call vote.
Motion carried. Ordinance No. 863 declared duly adopted.
Ordinance No: 864, this being an ordinance setting a time for the ~
regular monthly meeting of the Central Point City council, and repealing
Ordinance No. 115 and 126.
Motion Ayres, second Walker to approve Ordinance No. 864. Roll call vote.
Motion carried. Ordinance No. 864 declared duly adopted.
Ordinance No. 865, this being an ordinance regulating public dances
within the City of Central Point, Oregon, and requiring a license there~}~,
repealing ordinances No. 176 and 197, and providing penalties for
violation thereof. '
Motion Walker, second Tonn to approve Ordinance No. 865. Roll call vote.
Motion carried. Ordinance No. 865 declared duly adopted.
Mr. H.D. Strever, 1.~5 S. First Street, presented a letter to council•re-
questing permission to install curbs and gutters in f'r'ont of his property. He
operated the Golden Age Nursing Home, and would like to get rid of the mudhole
in front of the home.
It was moved that Mr. Strever be permitted to construct curbs and gutters on
the street abutting his property on South First Street, provided that
construction be according to plans as prepared by City Engineer and
constructed .under inspection of the City Engineer. The Engineers costs
are to be deposited by applicant prior to construction. Motion carried.
D.D. Turner,Fire Chief, discussed the 'parking problem the Fire Dept.
has when they answer the alarm. He said due to the increased number of
police cars and other emergency vehicles parking in the yellow zone
on S. 3rd Street, it is sometimes hard for the volunteers to find a place
to park when they answer the alarm. He said the problem had been discussed
before. He~requested that the curb be paired yellow on the east side of
South Third Street from Pine to the alley to allow the firement to pull
in and park. Referred to Fire Committee.
Discussion sewer use charges. No asction taken.
Ordinance No. 866, this. being an ordinance authorizing and directing the
Mayor and Recorder to execute an agreement with the City of Medford Water
Commission.
Motion Ayres, second Mushaney, to:;-approve Ordinance No. 866. Roll call vote.
Motion carried. A~dinance No. 866 declared duly adopted.

,. `Discussion-setting spring clean-up day. It was moved that Ex-Mayor
•Saxbury be appointed as Chairman of the committee. Advise him by letter
