The Common Council met in regular adjourned session with Mayor ,
-Bartley.. presiding.
,' Roll call found: Ayres, Holbrook, Mushaney, Tonn, Tucker, Walker;
. present" Absent; none. Also present: Mason, Mansfield.
_-Motion Tucker, second Ayres to approve the minutes of the previous
meeting~as mailed to each councilman, with the correction to be
made on page 435 the 7th paragraph-"that according to the ordinance,
-"there could be. no stock in trade sold."

~ The bills were presented to the council for their audit. Motion
Holbrook, second Mushaney that the bills be approved and the recorder

~ - be'instruct~d to draw warrants on the proper funds for paying them.
Motion carried.
Public Hearing--North First Street improvement:
Mrs. Jeannette Marshall appeared before the council representing
Mr, and Mrs. Grigsby. She asked if the council would consider moving
the-street over to the Westerly side of North First Street, so as
to :not make it necessary for the Grigsby's to remove their garage
and trees.
•. W. Warren, engineer, told the council it would be possible to
jog, he .street so as to miss the carport and the trees. He, stated
thi's would not interfere with the drainage of the street.
Discussion by the councilmen concerning the policy of jogging
the street to protect a garage, that was possibly an encroachment
on'cty property, was setting a precedent that would have to be
.considered in the future. This was in opposition to what had been
done in the past, since in other cases, trees had to be removed
to.improve streets. .
Mr.'M, Gleason then appeared before the council to bring out a
couple of points concerning his opposition to the improvement .of
'Nortt.~F-first Street. He said the advertisement in the paper had been
:incorrect in that it said to the Northerly City Limits instead of
the Most Northerly end of North First Street. Also,: he questioned
the attorneys legal descriptions as given for his property., He
`said the council had received a letter. from Mrs. Mary Offutt requesting
that her name be removed from the N. First Street petition, but the
council had not acted on it, He said they had received another
letter for this meeting. He said she had come into City Hall and-
they had refused to remove. her name from the petition.
h Mr.' Mason informed Mr. Gleason, that Mrs. Offutt had come into
Hall and wanted to remove her name from the petition. This ,

was after the council had already approved the petition. The letter
Mr, Gleason mentioned had been received by the council and. removal
'of'her-name had been denied at the council meeting.

Discussion on negotiating with the Grigsby's to pay damages to have
the garage removed.
Motion Ayres, second P~ushaney to instruct the attorney to contact Grigsby's
attorney to negotiate to pay damages for garage.. Motion carried.
Thomas V. Thomas appeared before the council to again request a stop
sign at the intersection of 4th and Laurel Streets. He said the people
had petitioned the city council before, but no action had been taken.
They felt that since several accidents had occurred here, it was time
something was done to eliminate the hazard.
Report from Edward Zander, Chief of Police was read. He recommended
several stop signs:
4th and Laurel Streets--make Laurel Street a stop.
lst and Oak Streets-make South First Street a stop.
Chestnut and Freeman Rd.- make Chestnut Street a stop.
Motion Mushaney, second Walker to approve the stop signs as recommended.
Motion carried.
Upon recommendation from the Planning Commission, a Public Hearing
will be set for April 4, 1967, to amend Ordinance No. 304, the section
pertaining to "Home Occupation."
Discussion-Fence Ordinance. Council satisfied as it is written.
The following assessment ordinances were read and discussed:
Ordinance No. 869, this being an ordinance declaring the assessment.
on property benefited for the cost of construction of curbs on both
sides, gutters on both sides, and paving of Rostel Street from Bush ..
to Cedar Street. Motion Holbrook, second Ayres to approve Ordinance
No. 869. Roll cal•1 vote. Motion carried. Ordinance No. 869 declared
duly adopted.
Ordinance No. 870, this being an ordinance declaring the assessment on
property benefited for the cost of construction of curbs on both sides,
gutters on both' sides, and paving of West Pirie Street from Amy Street
to Haskell S"treet.
Motion P~lushaney, second Tonn to approve Ordinance No. 870. Roll call
vote. Motion carried. Ordinance No. 870 declared duly adopted.
Ordinance No. 8711, this being an ordinance declaring the assessment .on`
property benefited for the cost of construction of curbs on both sides,`
gutters on both sides, and paving of North Tenth Street between Maple,
Street and Hazel Street.
Motion Tucker,~second Tonn to approve Ordinance No. 871. Roll call
vote. Motion Carried. Ordinance No. 871 declared duly adopted.
Ordinance No. 872, this being an ordinance declaring the assessment
on property benefited for the cost of construction~of curbs on both
sides, gutters on both sides, and paving of North Tenth Street from
Manzanita Street to Pine Street.
Motion Ayres, second Mushaney to approve Ordinance No. 872. Roll call
vote. Motion carried. Ordinance No. 872 declared duly adopted.

The'aboxe ordinances to be published in the Medford Mail Tribune.
Names are presented to the council for appointment to the Budget
Committee. The following were nominated: Gerald Griffeth, Donald
E, Faber, C.V. Bowers, Ray George. Secret ballot was taken. Ray
Gorge,°and Gerald Griffeth were appointed. Recorder was advised
to. write a letter, to each of the nominees and advise them of their
appointment and to confirm if they would accept appointment.
Discussion-several citizens have complained of the lack of mail
' delivery due to the City of Central Point and Medford having the
same zip code. Council decided a letter should be sent to Rep.
Dellenback in Washington asking to try_and get the Zip Code 97502
back for Central Point.
Harry Torn reported on committee study of eliminating parking. one
car<length at the intersections on Pine Street at First, Second,
:Third,, and Fourth Streets. Also, eliminate any U turns at these
intersections. Suggested that 2 hr. parking be enforced.
Mayor Bartley asked that a letter be written to each merchant
on Pine Street or any where the 2 hour parking is in front of
business. Advise them that the police department is going to
enforce the 2 hr. parking, and have them notify their employees
so that their cars can be parked off the street.
Mason .advised the council that this would take several new 15 min.
parking and U turn signs.
' Motion Tonn, Ayres to place 15 minute parking signs at the intersections
. -of First, Second, Third, and Fourth Streets with Pine Street. Also
no;U turns .at these intersections. (Tonn submit diagram showing

Motion Tucker, second Ayres to deny the request of the Fire Department
for parking on S. Third Street from Pine to Oak for volunteers=to
park during afire, since there was ample space behind the Fire~Hall.
Motion carried. (Fire Committee to meet with Fire Chief Turner:)
Councilman Mushaney asked the council if they would change the sicg
leave policy for-City employees to 12 days per year instead of l0 days.
Motion Mushaney, second Walker to-change the sick leave from 10 days
to 12 days per year. Motion carried.
Councilman Ayres reported on meeting in Grants Pass for the Water
Resources Board.
Discussion of Ordinance No. 860, regarding section 7, Ordinance
No. 860 to permit controlled burning of waste paper. AyessS,
Nayes 0. Mushaney~abstained.
Nita Taylor requested permission from the council to operate a
concession at the City Park during the Easter Egg Hunt, Sat. March 25.
Request denied.
Letter--re: -School District 6 sewer pumping plant.
Letter-from Jackson County Court advising they had changed the
names of certain streets as requested by the council.
Hanley Road from the Westerly City limits of Central Point to
the curve at Griffin Creek (changed to West Pine Street).
Upton Road from Mazama to the intersection with Scenic Ave.
(changed to North Third Street).
Scenic Ave. from the intersection at Upton Road to Hazel Street
(changed to North Tenth Street).
Mr. Mason advised the council of a meeting with Mr, Brenner at
7:30 p.m. on March 16 fora Planning Study on Zoning Ordinance.
