Roll call found: Ayres, Robison, Bartleyy, Holbrook, Adams, Mushaney; - present. Absent: None. Also:present, Njason, Mansfield, Branson. ~• Motion by Holbrook, second by Ayres that the previous minutes of June Council meetings be approved., Motion carried. Attorney Mansfield read Ordinance #825,. this being.an ordinance.'annexing a contiguous area to the City of Central Point, Oregon, Motion by Bartley, second by Robison that Ord. #825 be adopted. Roll call-vote. All in favor. Motion carried. Ord. #825 declared duly adopted.. Mansfield then read Ordinance #826, this being an~~Ordinance changing the zone of property described therein from Residential Zone I, to Commercial Zone II. Motion by ,Ayres, second by Robison that Ord. #826 be adopted. Roll call vote. All. in favor.. Motion carried. Ord. #826 declared duly adopted. Ordinance #827 was read, this, being an Ordinance authorizing an directing the Mayor and Recorder to execute an Agreement with the State of Oregon,. by and,through;its State Highway Commission as described therein., Motion by Bartley, second by Mushaney that Ord. #827 be adopted. Roll call vote. A11 in favor. Motion carried. Ord. #827 declared duly adopted. r~Ir. Merritt Palmer came ,before the Council requesting that he be allowed _ working hours of 6:00 AM to 8:30 PM at his duplex location on Fourth .Street between Alder and Ash. After each Councilman had been questioned a motion was.made by Holbrook, second by Adams that the request be denied. Motion carried. Mrs. Germann and Mrs. Carr came before the Council to discuss.-the problem they were having with the Catholic Church over a land~yex-- change adjacent to their property on North Tenth (Scenic). After discussion Attorney Mansfield was instructed to discuss this prob7:~m with Attorney Reeder, Catholic Church Attorney. .Nuisance problem on Chrrry Street was discussed. Council instructed Recorder Mason to have the City take formal action on this. problem after July 9, 1966. Mr, Harold Sexton, Manager for Rogue River Irrigation District, came before the Council to discuss problems that the City has had with citizens of Central Point over accumulation of Debris, trees, willows, etc., in Minger Creek, Daisy and Griffin Creeks. Mr. Sexton advised the. Council that these were riparian problems and that the. property owners adjacent to these creeks should either take care of this problem or contact the County Court. Several minutes of discussion with no answer to this problem. D G 1 ~ 9.7 - Attorney Sid Ainsworth, representing. Mr. and Mrs. Verne Kight, E, Pine Street,•presented plans for parking at the Shamrock Apartments. These -~ -pTans;had previously been submitted to the, City Planning'~ommission 'and been rejected,, After a long explanation of why Mr. Ainsworth .,thought `their plan was the best and discussion"with the Council, Councilman Bartley made a motion to have a Jomnt meeting'called with the :Planning Commission .at 7:30 P.M,, on July 6, 1966 to. attempt a final decision. Second by Holbrook. All in favor. Motion carried. Attorney' Mansfield read Ordinance #828, this being a" Ordinanc e '• setting.,. a: date for~~•a public hearing on the withdrawal of certain annexed:-:real property from the City -of Central Point Rural Fire protection district,. and directing the City Recorder to publish the ,~ ~r`' notice as"required by OR5222:524. Motion by Robison, second by ,Mushaney that Ord. #828 be adopted. Roll call vote. All in favor. ,- GO • Ord.~•828 decfiared duly adopted. - ~:-y { ` A letter from Mrs. Mel Wier, 910 Oak Street, City, was read to the ~, -.Councl...`. This letter requested that the Fire plug in front oft'her '.house be trioved. The Fire Department had .told them that they would ~,be•cted if they continued to park cars near this. pl~Zg. After some • discussion a motion was made by Mushaney, second By Robison that the fire.plugebe moved. All in favor. Motion carried. - A letter-from Mrs. Lorain Tate was read. Mrs. Tate thanked the City for`their~sssistance on the Fourth of July Family Festival. ,_ A letter wasr,~read from Mr. Lloyd Livingston requesting two 15 minute `= parking ,,spaces in front of the State Liquor"Store at"128 E. Pine. This request had been turned down at a previous meeting. After a 'thorough-discussion a motion was made t9 deny this request that resulted in a tie vote. After further discussion a motion was made by Mushaney, second by Ayres to allow one 15 minute parking space. -- .More:.discussion. P4otion amended by Mushaney, .second by Ayres that two 15,mriute parking spaces be allowed on the basis of a three •~~month trial period, in front of the Liquor Store. Motion carried.. Another ,`letter was received from Mrs. W.F. Ganong pertaining to her problem"wi"th person or persons playing ball in the city Park. No. discussion and no decision. ' ' Mr. Don. Patterson, Grange Coop, sent a letter to the Council assuring them"that"'the problem of excessive fallout from the grain elevator will.be:watched so no further problem will arise. He also requested that"if ;this problem is noticed in the future, by anyone, that they be . immediately advised so that they can take corrective measures.at once. ~" A~letter"from Mr. Arky Lewis, Ashland, Oregon, .requesting that a waiver of ,the age limit be granted so that his underage band the "Ethics" could-.play at the American Legion Hall. Discussion. Request denied. - Request ;from the Jackson county court for the City of Central Point to -join in~.the Bear Creek Basin Sanitary Authority was read. After each Councilman,had stated his opinion on the subject, such as the "Power ---of~the.~Authority, no conclusive facts or figures as to the actual cost. ,to property owners within the City and that this would be the same as `:- .. ,~ t~-`" `~A4 ~~~ signing a "Blank Con.~r..act" a motion was made by Mushaney, second by Robison that.a letter be drafted to.,the Gounty Court. stating'ahat the "City of Central-Point favors the cause of a good sewage `system in the Bear Creek Valley and does not. oppose the establishment of the Authority. The City, however, respectfully declines to be included within the proposed. boundary," This letter to be drafted axid approved at their next meeting, July 6, 19b.6,.- All in favor. Motion,carried.- A letter from :Mrs. Taylor was read... This-letter requested that a. pay phone be in stalled near the American Legion Hall on E. Pine: for the.use of the chil dren who attend dances. These. children must be accompanied when they l eave the Hall and it was felt by Mrs. Taylor that this facilitate supervision of these children.
